SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. SAN DIEGO (KGTV) — With California hospitals dealing with an “extreme” number of patients, many are struggling to find enough staff to run nearly full intensive care units.The state is urgently searching for 3,000 temporary medical workers to meet the demand, with a focus on nurses trained in critical care.“Staffing is our number one challenge,” Governor Gavin Newsom said last week.The state has contracted with two travel nursing agencies to find reinforcements, including San Diego-based Aya Healthcare, the nation’s largest travel nursing company.“California has the most needs in the country right now,” said Aya vice president Sophia Morris. “It’s the number one state that we’re seeing need.”Aya is onboarding new travel nurses as quickly as possible, Morris said, but at the moment they can’t keep up with demand. Right now, about one-third of the requests for travel nurses are going unfilled, said California Health and Human Services Secretary Dr. Mark Ghaly.“We are adding hundreds and hundreds of new clinicians to start, particularly in California, every week,” Morris said. “So it’s coming. I think it just feels like it’s not coming fast enough.”Aya said it is on track to add about 780 more travel nurses in California by mid-January, on top of the 2,676 travel clinicians that are already on assignment in the state.But some experts say it’s a particularly challenging time to find spare nurses with so many regions across the country dealing with surges.On top of that, the number of registered nurses over 60 has dipped in California, according to researchers at UCSF, who found many older nurses stopped working out of concern for their health or the health of their family.California hospitals are confronting the shortage by trying to free up staff any way they can, including postponing certain medical procedures.The state has also temporarily loosened some restrictions. Typically, California requires one nurse for every two ICU patients. Regulators have temporarily relaxed that requirement to one nurse for every three ICU patients.California has also shortened the quarantine period for healthcare staff exposed in certain situations from 10 days to 7.The state has sent more than 600 temporary healthcare workers to hard-hit counties from the National Guard, the California Health Corps and other partnerships, but officials are still looking for more.State officials have even started reaching out to other countries like Australia and Taiwan to get much-needed medical workers. 2520

SAN DIEGO (KGTV) - Voters in San Diego County will have fewer places to vote in person for the 2020 Presidential Election, but officials say they've increased the opportunities people have to make sure their vote counts.On Wednesday, the county released the final list of 235 "Super Poll" locations, where people can vote in person. Every voter will be assigned to one of those polls.That's down from around 1,600 polling places during the primary."Certainly our world has been upended when it comes down to all things elections," says Michael Vu, the County Registrar of Voters.Vu told ABC 10News the county had to do fewer, larger polling sites to accommodate for social distancing required by coronavirus guidelines. But, he adds that voters will have four days to cast their ballot in person.Those Super Poll locations will be open on Oct. 31, Nov. 1, and Nov. 2 from 8 a.m. - 5 p.m. On Election Day, they'll be open from 7 a.m. - 8 p.m.Even with the extra days and hours for in-person voting, Vu says the best option for voters is to use the mail-in ballot that every registered voter in San Diego will receive around Oct. 6."We, in our county, have had a tradition and culture of voting by mail," says Vu, noting that 76.5% of all registered voters already signed up to be a permanent mail ballot voter.Vu says he has complete confidence that the post office will deliver ballots to voters and return them to the Registrar on time.For people who don't want to put their ballot in the mail, the Registrar is also setting up 126 ballot-drop off sites across the county. Those will be available starting Oct. 6.With 1.86 million registered voters in San Diego County, Vu says this year's election was like putting together a jigsaw puzzle.
