(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. SARASOTA Co., Fla. — A brawl between two moms at a school bus stop landed both in the hospital.One of those mothers was Tiffani Cruz. She was recently released from the hospital.“It was self-defense over an incident that made no sense," she said.While North Port Police say it started over an argument about parenting, Cruz claims she and the other mother have had issues before. She says two weeks ago, she confronted that mom for yelling at another child at the bus stop. But Tuesday morning, their verbal arguments went too far.“My heart was racing!” said Eithan Cruz, who is of no relation to Tiffani Cruz. The child and his brother, Bairon Velazquez, witnessed the fight from the back window of their school bus.“Her face was bleeding and stuff,” Eithan said.“I looked away," Bairon said..Cruz admits she hit the other mom with her mug. Police have not identified the other woman. “I went to run and that’s when she picked up the glass, ran at me and stabbed me twice in my arm, once at my wrist and in back of my shoulder," Cruz said.Both parents ended up in the hospital, but paramedics airlifted the other woman to the hospital with a serious cut to her throat.“She got this close to my face nudged me with her nose and when she nudged me with her nose— it was her fist going up so my fist was going up," Cruz said when asked why she felt she acted in self-defense.Sarasota County Schools is offering counselors after several dozen elementary-aged students witnessed the violent fight.“I regret the whole incident, there’s no reason it should have happened. (KGTV) -- Cell phone video reportedly taken Wednesday morning shows San Diego County Sheriff's deputies at a San Marcos home that's been at the center of an ongoing battle. When Team10 arrived, there was an eviction resolution notice taped to a window on the property. Neighbors tell us that they're thrilled the eviction process is finally underway. This is a story that Team10 has been following since May - when we spoke with a local hopeful home buyer, John Masnica. He says Julie Frisino and her family unlawfully moved into the house while Masnica was in the process of closing escrow on the bank-owned foreclosure. Wednesday, he told us, "She's just a deadbeat from a family of deadbeats that take advantage of the system." He went on to say, "I hope that now that they're out of this house that there aren't any other available houses for them to try to break into."Frisino took the situation to court, claiming she had rights to be there. This summer, a judge said the bank trustee, not Frisino, had rights to the home.Masnica and his wife are due with their fourth child. They hope to close escrow and move into the house by November. 1186
