SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) — Target cash registers suffered a nationwide outage Saturday, leaving some customers around the country sitting in line for hours.The company's corporate office said an "internal technology issue" shut down registers for about two hours Saturday, preventing customers from making purchases in store.Target added that the technology issue was not a data breach or security-related issue and that customer data was no compromised. SAN DIEGO (KGTV) – The affidavit accusing San Diego County Congressman Duncan Hunter and his wife, Margaret, of prohibited use of campaign contributions, provides shocking details about how the couple allegedly spent the money and covered it up.The grand jury's indictment accused Hunter and his wife of misusing campaign funds on everything from vacations to tequila shots at a restaurant.The affidavit says the Hunters made purchases with campaign funds including more than ,000 for a family trip to Italy, more than ,300 for purchases at Costco, and more than ,000 for airline tickets and hotel rooms for their family and friends.GALLERY: Alleged instances of campaign fund misuse in Hunter affidavitNumerous alleged charges also cover amounts in the hundreds at grocery and retail stores and restaurants, including one charge in 2015 at Disneyland totaling 9.44 for Minnie Mouse Ear headbands and apparel, and another in 2016 for "30 tequila shots and one steak" totaling 2.46 at a restaurant.Charges listed in the affidavit span from San Diego County locales to Washington, D.C."The Hunters illegally converted and stole more than 0,000 in campaign funds to purchase goods and services for their personal use and enjoyment," the affidavit reads. SAN DIEGO (KGTV) -- The California Highway Patrol is investigating after a body was found on Interstate 5 near Camp Pendleton Thursday afternoon.According to CHP, the body of a 51-year-old man was found on the exit ramp from I-5 north to Christianitos Road.Once officers arrived, they found the San Clemente man out of view in the brush next to the road.The San Diego County Medical Examiner responded to the scene and is trying to determine the cause of death.
