(KGTV) – A stretch of Chula Vista’s famed Third Avenue will be closed every Sunday in August to allow for expanded outdoor dining and other activities, all while practicing social distancing.The Third Avenue Village Association announced that Third Avenue will be shut down to traffic from E Street through Center Street starting Sunday, Aug. 2.The cross streets of E Street, Davidson Street, and F Street will be open for vehicle traffic. (KGTV) — Eastlake Little League responded to media reports of controversy with fellow district youth baseball league, Park View, citing a recent "false" report by a local radio station.Eastlake told 10News that the league's officials had no part in putting together a protest against fellow District 42 league, Park View Little League, alleging residency and school enrollment violations.The timing of this protest comes as Park View seeks its third trip to the Little League World Series in nine years.RELATED: Chula Vista's Park View Little League crowned SoCal ChampsThe complaint, submitted by a group of Eastlake parents, surrounded Park View player residency and school enrollment requirements, according to a statement from Eastlake Little League treasurer Shane Stroberg."Eastlake Little League and the Board of Directors as a whole did not support, perform or pay for any information gathering regarding the Park View All Stars," Stroberg told 10News in a statement.In a separate statement, Little League International Director of Media Relations Kevin Fountain told 10News that Little League officials had "not found any reason to deem Park View Little League ineligible from the Little League International Tournament" following the complaint.He added that Park View had submitted additional documents to support residency and school enrollment requirements of its players: 1477

(KGTV) -- A high school Senior from Chula Vista was charged in Federal Court Monday for reportedly trying to recruit other students to smuggle drugs into the U.S.Court documents show that Phillip Junior Webb, who was a senior at Castle Park High School in 2017, recruited other high school students to smuggle methamphetamine and fentanyl into the U.S.According to the documents, starting in July of 2017, juveniles were caught trying to smuggle drugs by strapping the drugs to their bodies as they tried to enter the United States.RELATED: Teens targeted to smuggle Fentanyl across US-Mexico?On May 4, Web was reportedly caught trying to bring a Chinese national and Mexican national into the U.S. in the trunk of his vehicle.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Adam L. Braverman. “Our youth are being recruited by drug cartels to smuggle dangerous drugs across the border. We are going after the recruiters who exploit these kids, but the kids also need to know that they are gambling with their lives when they do this. (KGTV) -- Hundreds of thousands of veterans and active duty military call San Diego County home, but a group says they are facing big disadvantages when trying to buy a house here.The San Diego Veterans Association of Real Estate Professionals says more than 60 percent of listings in the county won't accept offers with V.A. loans.The federally backed loans don't require a down payment or mortgage insurance. Those eligible in San Diego County can borrow up to about 0,000 without any cash down. "We have served, and the V.A. loan is a guaranteed loan," said Andre Hobbs, a San Diego realtor and veteran who heads the association.Hobbs says the benefit is backfiring for some home seekers in San Diego's ultra-competitive housing market. It's because he says sellers are opting for offers instead that include cash down payment because of a misperception about V.A. applicants."They assume that this buyer is ready to walk," Hobbs said. "He's not motivated."Mark Goldman, a real-estate lecturer at San Diego State University, said there are some misconceptions about V.A. loans, such as that they are more complex. He added there are a few extra disclosures, but they aren't cumbersome. But V.A. buyers can also have an advantage if the current owner also served in the military."Luckily we may meet another veteran seller that understands, 'hey, I'm willing to do that,'" Hobbs said.    1460

  

CHULA VISTA, Calif. (KGTV) -- The perfect storm. A lack of oversight, massive spending and an even larger deficit. Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758
