SAN BERNARDINO, Calif. (AP) — Searchers are combing a section of the San Bernardino Mountains for signs of a missing off-duty firefighter. The San Bernardino County Sheriff's Department says the search Saturday is focusing on an area of Highway 18 where Carlos Baltazar’s car was located by the California Highway Patrol on Sept. 20. Baltazar is a member of a U.S. Forest Service Interagency Hotshot Crew. He was reported missing by family members on Sept. 24. At the time, he was off duty and not in the area of the El Dorado Fire in the San Bernardino National Forest. Another hotshot, Charles Morton, died while fighting that fire on Sept. 17. 654

SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. Truth be Told, the benefit currently exists in California, but only in the county where a governor-declared disaster happened, or counties that accept transfers, which San Diego County only began doing two years ago. Prop 19 opens it to the whole state. Anurag Mehrotra, a professor of finance in San Diego State University's School of Business, said being unable to transfer the property tax basis does equate to a tax penalty."The person did not light his own house on fire, he was continuing to live there. I lost my house, now I have to buy a more expensive house," he said. "And when I get reassessed I'm basically going to be charged a higher amount." Proposition 19 does more than just allow the transfer for wildfire victims. It also allows up to three property tax base transfers for homeowners 55 and older, and those who are severely disabled. They can use it for any property, anywhere in the state. Another change, however, is that inherited properties are reassessed unless the recipient uses it as his or her primary home. Currently, heirs benefit because the property tax base transfers with the property, making for a big tax break. SAN DIEGO (CNS) - A 22-year-old man was behind bars Friday on suspicion of robbing a Cherokee Point smoke shop at knifepoint, police said.The robbery was reported shortly after 11:30 p.m. Thursday at MA Smoke Shop, 3543 University Ave., San Diego police Officer Robert Heims said.The suspect, later identified as Mario Chavez, walked into the smoke shop and selected several items from a display, the officer said.He then allegedly walked up to the clerk holding a knife and demanded a lighter, Heims said. The clerk contacted police while the suspect was standing at the counter, then officers arrived a short time later and arrested Chavez, who was still in the store.Chavez was booked into San Diego Central Jail around 3:40 a.m. Friday on suspicion of robbery, according to jail records. 799

SAN DIEGO - San Diego Democrats are now celebrating their party officially taking back the House of Representatives.Now, they want action on a bill they say will take corruption out of U.S. politics."Having the Democrats take back the house is the best birthday present anybody could have," said Ruth Kirk, who lives in Hillcrest. On Thursday, Kirk celebrated with about three dozen of her like minded friends - in front of Democratic Congresswoman Susan Davis's office in North Park. The demonstrators, part of a group called Indivisible, worked to flip house seats from red to blue in the 2018 election. With that goal accomplished, Indivisible is turning its attention to reforming how politics operate in this country. Indivisible held rallies outside Davis's office as well as Republican Congressman Duncan Hunter's Temecula headquarters. They are pushing for H.R. 1 - a bill that would reform campaign finance laws, ethics, and voting rights."We want to get the money and the gerrymandering out of politics and the ethics back into government," Kirk said. Davis says the bill is still being drafted and hopes to have it passed by Jan. 21. That's the eighth anniversary of the Supreme Court's Citizens United decision, which freed corporations and unions to spend all they want on political ads. It appears, however, to have a minuscule chance in the Republican-controlled senate. Majority leader Mitch McConnell last month called it a blatantly unconstitutional effort to micromanage our elections. Political analyst Ruben Barrales, who worked in the George W. Bush administration, says there are some aspects of the bill that could pass - such as more daylight for campaign contributions.
