CHULA VISTA, Calif. (KGTV) -- Authorities have identified the law enforcement officers involved in a deadly South Bay shooting in early October.Authorities say Sgt. John Holm, and officers Pakko Mendez, Javier Mendoza, and Lauren Chi with the California Highway Patrol were all involved.Sgt. Michael Pidgeon and Officer Patrick Harvey with San Diego Police Department were also involved.RELATED: CHP officers open fire after Orange County pursuit ends in Chula VistaAll officers are on administrative leave per their agency’s policies, according to a news release from the San Diego County Sheriff's Department.Sheriff's officials said the department's Homicide Unit is investigating the Oct. 4 incident.The shooting took place following a pursuit that started in Orange County around midnight on Oct. 4 and ended on Interstate 805 south near Orange Avenue.At some point after the chase ended, officers opened fire on the suspect, Christopher Ulmer, 33, who was pronounced dead at a local hospital. 1006

(KGTV) -- The Sweetwater Union High School District’s reopening plan for the 2020-21 was approved by its board Monday, with the school year set to begin Aug. 3 via distance learning.The district first announced its reopening plan during a meeting on July 23.From Aug. 3-Oct. 2, all classes will be virtual -- based on public health orders issued by the state.To start the year, while distance learning, students will be on a daily block schedule. Students will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.Devices for distance learning will be available for all students. The district’s plan indicated a July 29-31 window for device distribution.Attendance will be monitored and grades “will be based on mastery and course completion requirements.”During the school year, the district plans to evaluate the possibility of a return to in-class instruction on three dates:-- Sept. 21: District will assess whether distance learning will continue after fall break.-- Nov. 30: District will assess whether distance learning will continue into second semester or potentially bring 10% of students back to schools.-- March 1: District will assess whether distance learning will continue through the end of the school year.If in-class instruction is allowed, all schools will have safety protocols in place that will be monitored.The reopening plan notes all afterschool programs will be virtual.All fall sports are postponed until at least mid-December, based on CIF guidelines.Click here to view a draft of the Sweetwater Union High School District's full reopening plan 1678

CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203

CHULA VISTA (KGTV) – Chula Vista police are investigating an overnight carjacking and kidnapping involving perpetrators disguised as law enforcement.The incident was reported just before midnight Tuesday in the Rancho Del Rey III neighborhood in East Chula Vista.Police said a group of men, armed with guns and wearing bullet proof vests, were driving in two white Ford Expedition SUV’s, which appeared to look like squad vehicles. Two people wearing vests with the word 'police' on the front ordered him to get out of his Renault Koleos SUV. Police said the victim believed the suspects had a gun. He got into one of their SUVs and was driven to Paseo Del Rey Park, located between Telegraph Canyon Road and East J Street. The suspects released the victim unharmed at the park, according to police.The victim walked 40 minutes to a residence on J Street to call 9-1-1, police said. He was not hurt in the incident, police said.The suspect vehicles and the stolen SUV are still outstanding, according to police. CHULA VISTA (KGTV) - Nearly 5,000 people were without power Saturday evening in Chula Vista, according to SDG&E.The outage began about 7:30 p.m. with around 1,700 customers in the dark. It expanded to about 4,800 by 9:30 p.m., according to SDG&E's website.The power was restored at about 10 p.m. SDG&E did not provide the cause of the outage.This is a developing story. 10News will update when details become available.  445
