SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. (KGTV) -- Dozens of migrants seeking asylum in the United States are being processed Tuesday afternoon, according to an attorney.Eight migrants were allowed in for processing Monday night followed by dozens more Tuesday afternoon and evening. The rest of the migrant caravan is waiting in Tijuana to be allowed in and processed. The attorney, who is working with the group of migrants, said members of the caravan were asked to choose among themselves who would be processed.MAP: Where is the migrant caravan from?Women and children were reportedly in the first groups of migrants selected Monday and Tuesday. An official with U.S. Customs and Border Protection said that, although this group of migrants has been gaining national attention, the process the group is going through is standard.As far as the process the migrants are going through, CBP said that individuals who don’t have proper travel documents and try to enter into the U.S. may be subject to expedited removal.PHOTOS: Migrant caravan makes way to U.S-Mexico borderThose in expedited removal who express fear of return are then referred to United States Citizenship and Immigration Services.Migrants then go through a “fear interview” to determine whether or not they have a credible fear of persecution or torture.The San Ysidro border inspection facility can hold 300 people. At times, this has required us to limit the number of people we can bring in the port facility for processing at a given time, including in 2016 when an influx of Haitians arrived at the California border, and as recently as within the past six months. In recent days, San Ysidro has exceeded port capacity due to an increase in arrivals of undocumented persons making asylum claims or presenting complex cases. Accordingly, CBP has had to limit the number of new arrivals for processing. CBP will continue to work with its interagency partners at ICE to ensure continued management of persons presenting without documents and appropriate care and custody of all those in our facility,” the spokesperson said in part.Migrants with the caravan have made their trip to the U.S.-Mexico border from three different countries in Central America. Search and rescue operations are underway off the coast of Japan for a U.S. Marine Corps F/A-18 fighter jet and KC-130 refueling tanker involved in a mishap, according to ABC News. Five people were onboard the tanker while two were onboard the jet. One person has so far been rescued. Officials later announced on Twitter that the person rescued was being evaluated as the search for the six missing Marines continues. UPDATE:One of the personnel involved in the mishap is being evaluated by competent medical authorities at @MCASIwakuni. (CNS) - Southwestern College holds a memorial event at its Higher Education Center in San Ysidro on Thursday to mark the 35th anniversary of the McDonald's shooting that left 21 dead and 19 others injured.The event featured a community resource fair, a memorial ceremony and a student artwork display at the college's Higher Education Center, which is located at the former site of the McDonald's restaurant. The center also has a memorial with 21 hexagonal pillars representing each of the shooting's victims."It opens up the wounds. You never learn to get over it," says Guillermo Flores, who lost his brother in the shooting. His younger brother David was 11 years old at the time. "You just learn how to live with that pain."The shooting is the seventh-deadliest mass shooting in U.S. history and was the deadliest mass shooting ever committed in the U.S. at the time. The gunman, who lived roughly 200 yards from the San Ysidro restaurant, was killed by a sniper with the San Diego Police Department.
