SAN DIEGO (KGTV) — The County Board of Supervisors voted Tuesday to send a letter to Gov. Gavin Newsom requesting they be allowed to reopen the local economy.The board voted 4-1, with Supervisor Nathan Fletcher voting "no," to take further steps into reopening amid the coronavirus pandemic. The letter requests San Diego County be permitted to reopen gyms, hotels, nail salons, wineries and breweries, churches at full capacity, theme parks, youth sports, charter and fishing boats, community pools, and museums, Supervisor Jim Desmond tweeted.Following the vote, Desmond said in a statement that it will be up to Newsom, but that most of the board believes the county is ready.RELATED: Passive recreation activities now allowed at San Diego County beaches"Just now, the Board approved a plan telling the Governor we are ready to open for business. SAN DIEGO (KGTV) — The National Institutes of Health highlighted research Tuesday out of UC San Diego that could unlock a new way to treat COVID-19.The research reveals new insight into how the coronavirus hijacks cells, and how doctors might be able to set traps or decoys to combat the virus. The findings were published in the journal Cell last month.“It does open up another avenue for a potential treatment,” said UC San Diego distinguished professor Dr. Jeffrey Esko. “It’s not a cure. It would be something that would tamp down infection potentially.”Since January, scientists around the world have understood that SARS-Co-V2, the official name of the new coronavirus, enters cells by latching onto a specific receptor on the cell’s surface, called ACE2.The UCSD team, led by Dr. Esko and visiting scholar Dr. Thomas Clausen, discovered that this entry mechanism is actually a two-step process, and the virus must also attach to a long chain of sugars called heparan sulfate.“We’ve shown this is fundamental to the infectious mechanism, so it needs to be part of every study from now on,” said Clausen.All cells are coated with a complex layer of sugars, or carbohydrates, called glycans. Heparan sulfate is one type of glycan that is known to play a key role in the infection process in several viruses, including herpes and other coronaviruses.It’s a complicated process to picture so the researchers offer an analogy: imagine a bird, soaring over trees, hunting a worm on the forest floor. The bird is the coronavirus and the trees are the thick layer of glycans that coat the surface of the cell.To reach the worm, which in this case is the receptor ACE2, the bird must navigate its way through the trees, specifically through heparan sulfate.The UCSD found that by removing the heparan sulfate trees with an enzyme, they were able to prevent the virus from infecting cells. In laboratory testing, they also found a second technique worked to foil the virus: introducing more trees as bait.The team found that heparin, an FDA-approved drug that is similar in structure to heparan sulfate, successfully acted as decoy. Heparin is a widely used drug designed to treat blood clots. Since blood clots and strokes are common complications with COVID-19, many doctors already administer heparin to patients.The UCSD team demonstrated that the two approaches can block infection in lab-grown cells about 80 to 90 percent of the time.“Certainly in the laboratory you can demonstrate that it works, but to deploy it and use it as a therapeutic has not been demonstrated,” Esko said.The NIH noted that more studies are planned to explore whether heparin, heparan sulfate, or drugs that target heparan sulfate might yield a viable COVID-19 treatment.Dr. Esko said he’s already been in talks with companies that plan to use their study as a rationale for a clinical trial.“It is very humbling when you realize we’re working on a pandemic right now, and maybe what we’ve done can contribute to a treatment for the disease,” he said. 3038

That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. "It's starting at ,200 or ,300 (a month) for a one-bedroom."The steep price increases have led to concerns that the opportunity zones could ultimately price people out of their own neighborhoods. SAN DIEGO (KGTV) -- The man accused of killing his parents and sister in a Logan Heights house fire pleaded not guilty in court Tuesday. Wilber Romero, 26, is facing charges that include first-degree murder and arson in the October 13 blaze. The fire started around 4:30 a.m. on the 3100 block of Clay Street. 44-year-old Jose Romero died at the scene while his wife and daughter, Nicolasa Maya-Romero, 46, and Iris Romero, 21, died at the hospital in the days following the blaze.The family’s 23-year-old daughter remains hospitalized. A 16-year-old son, who was injured when he escaped out a window, was released following treatment. Wilber is being held on million bail and faces life in prison if convicted. Court documents show the fire wasn’t the first time he allegedly targeted his family. Wilber reportedly attacked his father with a brick and rocks and damaged his car in September of 2018.The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show.The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash.According to the documents, Wilber also struggled with drug addiction. 1461

  

SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's living paycheck to paycheck, and has moved seven times in her six years in San Diego just to find a rent she can afford.COMPLETE COVERAGE: Making it in San DiegoShe's now splitting a two-bedroom apartment in Talmadge, which goes for ,874 a month. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year.  </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes.
