SAN DIEGO (KGTV) -- The San Diego Unified School District is releasing an update on the next phases of its plan to reopen schools for in-person learning.The current plan to begin Phase Two for elementary school students is after the winter break on Jan. 4, said SDUSD Board President John Lee Evans.Middle and high Schools will start Jan. 25, at the beginning of the third academic quarter, said Evans.Elementary students will be divided between morning and afternoon sessions to allow for social distancing in the classroom. Middle and high school students will attend in person sessions, two days per week.All families will have the option to continue distance learning, said Evans."What can throw this plan off track? There are two main factors," said Evans. "Number one, lack of success of controlling the virus in phase one -- which we don't believe will happen; or two, external conditions of the virus in the community.""I would like to make an appeal to our community to assist us in reopening our schools," said Evans. SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million. SAN DIEGO (KGTV) – The Valley Fire has forced many East County residents to evacuate, but one homeowner said he and his family have decided to stay in their home and ride the situation out.Leo Prado told ABC 10News, “Where are we going to go? It’s not like we just have luggage and we can go into a hotel. We have animals here.”Prado said picking up and leaving his home in the Deerhorn Valley area, near Jamul, isn’t an easy task, especially with horses and dogs on his property.Prado and his family are staying put, as their area is only under a voluntary evacuation as of Tuesday afternoon.According to Prado, his property has not had power since the Valley Fire started on Saturday.
