This is supposed to be the first week of class for many Washington state schools. But exactly when students in some districts will go to class remains a mystery.Teacher strikes in two districts have already forced the cancellation of classes on their first day of school Tuesday.Evergreen Public Schools are closed because no deal has been reached between the school district and the Evergreen Education Association over salaries.Negotiations are ongoing, and the school district said it will give parents at least 24 hours' notice before classes will begin. The Washougal School District also missed its first day of school Tuesday due to a strike by the Washougal Association of Educators.School district representatives met with union members and mediators Monday to try to reach an agreement on teacher salary increases."The district and the association have worked hard to reach an understanding but, unfortunately, we were not able to come to an agreement," district Superintendent Mary Templeton said.Four other state school districts, which are scheduled to start classes Wednesday, could have those plans derailed by strikes over salaries and benefits.Vancouver Public Schools, Longview Public Schools, Battle Ground Public Schools and the Hockinson School District all announced that negotiations are continuing with teachers and mediators. The Hockinson School District said it's hoping to start classes on time but is asking parents to have backup plans for their children, just in case. 1515

Trade war fears wiped more than 1,100 points off the Dow in just two days. It was Wall Street's worst week in more than two years.Investors are increasingly worried that President Trump's crackdown on China will trigger a fierce response that darkens the otherwise bright economic outlook. The Dow dropped 425 points, or 1.8%, on Friday, sinking back into a "correction" — a decline of 10% from the all-time high in January. The Dow finished at its lowest point since November. All three major indexes took their biggest weekly tumbles since January 2016.The market failed to stage a rebound from Thursday's plunge, which erased 734 points from the Dow.China vowed on Thursday that it would fight a potential trade war "until the end.""We have this general freak-out. We don't know the next shoe to drop on trade," said Michael Block, chief strategist at Rhino Trading Partners.Investors were further rattled when China's ambassador to the United States signaled that China could ease purchases of US bonds in response to Trump's tariffs. "We are looking at all options," Ambassador Cui Tiankai told Bloomberg News.China is America's biggest creditor, with more than trillion of Treasury bonds."We've been told for our entire careers that trade wars made the Great Depression worse. And we believe it," said Bruce McCain, chief investment strategist at Key Private Bank.Related: Trade fears add to concern of a downturnAsian markets were rocked overnight after China vowed not to back down in a potential trade war with the United States. Japan's Nikkei 225 plummeted 4.5%, and the Hang Seng in Hong Kong lost 2.5%.On Thursday, the market sold off after Trump announced plans to impose tariffs on about billion of Chinese imports to retaliate for theft of intellectual property.China said hours later that it "is not afraid of and will not recoil from a trade war." Officials in China detailed a plan to retaliate to Trump's aluminum and steel tariffs by imposing their own tariffs on about billion worth of imports of US goods.Trump, who often uses the stock market as a barometer for his success, shrugged off the market turmoil."I think the stock market is going to be great," he said Friday at the White House after a reporter asked about the sell-off. "The stock market is way up. When I came into office, the stock market was from a different planet."Despite the recent struggles, the Dow remains up about 30% since Trump's election.Related: China: We would fight a trade war 'to the end'The worry is that a tit-for-tat escalation between the two largest economies in the world will ruin the solid economic backdrop. Investors had been banking on strong growth this year, but a slowdown in trade and dented business and consumer confidence could change that outlook drastically.Barclays warned in a report that a trade war would drown out the benefits of Trump's tax cuts, which helped power Wall Street's euphoric rally."The administration is moving forcefully into the anti-trade portion of its policy agenda," Barclays economist Michael Gapen wrote in a report on Friday. But it's too early to assess the impact. Bullish investors hope that the administration will soften its tough stance with China, similar to how tariffs on steel and aluminum imports were later scaled back significantly."The threat of a misstep remains high," Raymond James Washington policy analyst Ed Mills wrote in a report, but there is an expectation that "these actions will be watered down or mitigated" in the coming weeks.Key Bank's McCain thinks it's more likely the market is going through a correction than entering a bear market. He pointed to robust corporate profits and the strong economy, which enjoyed robust job growth in February."If anything, a few weeks ago we worried about the economy overheating and inflation picking up," McCain said.The-CNN-Wire 3867

This year has brought a lot of changes for everyone and there could be a chance that those changes could translate to savings on your insurance policies.Bankrate is encouraging people with home and car insurance to take a fresh look at their policies.“You could save anywhere from a few dollars to a few hundred dollars, but it is going to depend on location, it is going to depend on your lifestyle, and how it has changed vs the past. So, it is worth comparing and really kicking the tires on various insurance policies from different companies,” said Stephen Kates, Insurance Analyst at Bankrate. There are several lifestyle changes that could have happened this year. Many people took on home improvement projects during this pandemic. Some of those may have included adding safety features to our home, which can help save money on home insurance.A lot of Americans are also driving a lot less now, which can help with car insurance.“If you're working from home, like a lot of us, you're probably driving significantly less than you used to and that's something you can bring up to your insurance carrier because that can significantly reduce the amount you pay for your premium,” said Kates.Insurance policies haven't necessarily changed, but the way insurance companies look at lifestyle changes may have changed, so it's worth checking in on your policies. Experts at Bankrate suggest doing so at least once a year. 1429

TIJUANA, Mexico. (KGTV and AP) -- At least three people were killed in wind-driven fires that scorched a large swath of Baja, California last week, the Associated Press reports. Last Friday, Mexico’s civil defense told AP the fires forced more than 1,600 people to evacuate their homes. The fires burned near Tecate, Tijuana and between the coastal towns of Rosarito and Ensenada. The fire near Tecate burned more than 35,000 acres, according to AP. Schools were also shut down in Tijuana, Tecate and Rosarito due to heavy smoke in the area. RELATED: Check today's San Diego County forecastFire officials in the region blamed strong Santa Ana winds that whipped through the region last week. Mexican officials told CNN the fire tore through 125 homes, 30 of which are in the city of Tijuana. Local support to help those affected by the fires is growing in San Diego, especially from the local Kumeyaay population. Anna Gloria Rodriguez showed a growing pile of donations in her office Wednesday. “Furniture, some blankets and pillows,” Rodriguez said. Rodriguez is part of the Kumeyaay Nation and is heading up the effort to collect donations to bring to her family across the border. “The Kumeyaay Nation has people on both sides of the border. We have family in all the communities,” she continued. “The whole big mountains already burned but still one part on fire, so there was a lot of people in the community trying to put dirt and water.”While her family and many others are safe, the fires left some without electricity or easy access to clean water or food. The U.S. consulate in Tijuana issued a warning to travelers about the fires, especially as Santa Ana wind conditions continue throughout the week. 1722
