SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. As part of our Making It in San Diego initiative, we want to make sure veterans know there is potentially money available to them. 10News anchor Kimberly Hunt spoke to professionals in the field, as well as two veterans who are currently applying for benefits.Linda Urbina, Director of Client Services for Golden Care explains the different benefit packages. Aide & Attendance, while difficult to qualify for, will go a long way in paying a veteran's assisted living costs. A veteran would have to be found to have 30 percent of their medical needs deemed 'service-related.' Anything less than 30 percent could be covered by a benefit called Home Health Aide Care. That provides assistance with activities of daily living such as eating, dressing, personal grooming, bathing, toileting/incontinence care, transferring, and transportation. A veteran would have to need assistance with at least two of these ADL's to qualify for this program.Urbina has gone into homes to find a veteran whose needs are not being met and has called adult protective services. Later she finds out they could have received help from the VA. She sees wives "bent low from the burden of care giving" and veterans who "feel guilty" for being a burden. He strongly suggests a veteran "go talk with a veteran services officer at the VA., ask questions, sit down with someone and see if you might qualify for help." After years of what he and his wife describe as a frustrating battle with the VA, Simon now receives Homemaker benefits which give him an in-home caretaker 12 hours a day, and a pension benefit of 20 percent of his Navy pay. SAN DIEGO (KGTV) — San Diego County's economy is estimated to lose about .4 billion this year due to the pandemic.The new estimates according to SANDAG say the region saw about .8 billion in estimated wages in the first six months of the pandemic. About 176,000 workers were left unemployed because of COVID-19.Of those who lost their job, one in five female employees who lost their job worked in the education sector, and two in three workers ages 16 to 24 who list their jobs were in the tourism sector.About 50% of Hispanic workers who have lost their job worked in the tourism sector, as well. The tourism sector has been hit especially hard by pandemic-related closures, with many of San Diego's hotels and attractions closed much of the summer.But tourism is just one of the industries suffering during the pandemic. SANDAG says about 80% of job loss due to COVID-19 was either in the tourism, retail, or education industries.Ray Major, Chief Economist for SANDAG, said people from neighboring cities are still coming to the area for short trips, but the loss of large conventions and weddings is the aspect of tourism that has the most detrimental impact."You have people flying in from all over the world to go to conventions and they spend a lot of money here in the region at our local restaurants, at our local attractions and that has almost completely dried up," said Major.Major added that even when the economy does recover, conventions may never look the same."The technology is such that it has enabled these conventions to go virtual and they’re doing a pretty good job. So now you really have to question is a business going to undertake the expense of sending their people across the country," said Major.Before COVID-19, SANDAG estimated the region's economy to grow about 2% higher than 2019's Gross Regional Product. Now, the agency estimates the economy to contract about 4.7%, or .4 billion.SANDAG estimated that the economy may grow by about 4.2% in 2021, which could bring the economy back up to 2019 levels. Major said predictions are showing a slower complete recovery, adding it could take until 2023 or 2024 for a full economic recovery, assuming a vaccine is available around early 2021.Major also said some of the industries that aren't hurting as badly are innovation, government and construction. He said the focus moving forward should be on helping people in failing industries shift to jobs that are more successful."What we’re going to have to do is really find those and focus on re-training programs to help people change careers. It’s not that easy for people to switch from one industry to another," said Major. 2671

SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090

SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help locating a man suspected of threatening a Target employee with a razor during a robbery.Police say the incident happened around 10 a.m. on March 25 at the Target on the 1200 block of Camino Del Rio North.According to police, a loss prevention officer noticed a man inside the store he recognized from previous encounters.Police say the man grabbed three memory cards and attempted to remove them from their cases.After removing one of the memory cards and placing it in his pocket, the man was confronted by the officer who followed him to the exit.The suspect then threatened the officer with a folding razor knife he removed from his waistband.The suspect is described as a six-foot tall 28-year-old white male wearing a tan colored long-sleeve dress shirt, blue jeans and black tennis shoes.Anyone with information is asked to call San Diego Police at 619-531-2299. 951
