CHICO, Calif. (AP) — Light rain falling Wednesday in some areas of Northern California could aid crews fighting a deadly wildfire while raising the risk of flash floods and complicating efforts to recover the remains of those killed.Heavier rain was expected later in the day in the Paradise burn area, where a monstrous wildfire has killed at least 81 people and destroyed more than 13,000 homes. Farther south, residents of communities charred by a Los Angeles-area fire stacked sandbags as they prepared for possible downpours that threaten to unleash runoff from hillsides left barren by flames.Forecasters say the rain could cause mudslides and rock slides. In Paradise, teams sifted through ash and debris as they searched for bodies about 140 miles (225 kilometers) northwest of San Francisco."The task is arduous," said Rick Crawford with the California Department of Forestry and Fire Protection. "And the possibility exists that some people may never be found."Precipitation could hinder the search by washing away fragmentary remains and turning ash into a thick paste.Former California Gov. Arnold Schwarzenegger made a surprise visit to the area, providing encouragement to weary firefighters while helping serve them breakfast."I wanted to let you know how much I appreciate all the work that you do," he told firefighters during a brief speech. The 71-year-old actor also slammed President Donald Trump for blaming the wildfire on poor forest management. He told firefighters, "you are tough to not only fight the fires, but you are tough to listen to all this crap."Authorities trying to identify people killed are using rapid DNA testing that provides results in just two hours. The system can analyze DNA from bone fragments or other remains, then match it to genetic material provided by relatives of the missing. The technology depends on people coming forward to give a DNA sample via a cheek swab. But as of Tuesday, nearly two weeks after the start of the inferno, only about 60 people had provided samples to pop-up labs, said Annette Mattern, a spokeswoman for ANDE, a Colorado company that is donating use of the technology."We need hundreds," Mattern said. "We need a big enough sample for us to make a positive ID on these and to also give a better idea of how many losses there actually are."Officials said nearly 870 people were still unaccounted for.The National Weather Service issued a flash flood watch for Paradise and nearby communities and for those areas charred by wildfires earlier this year in Lake, Shasta, Trinity and Mendocino counties. The Camp Fire, which has burned an area about the size of Chicago — nearly 240 square miles (622 square kilometers) — was 80 percent contained. In Southern California, people who worried days earlier that their homes might be consumed by flames were taking precautions against possible mudslides caused by the approaching storm.Residents filling sandbags at Malibu's Zuma Beach were mindful of a disaster that struck less than a year ago when a downpour on a fresh burn scar sent home-smashing debris flows through Montecito, killing 21 people and leaving two missing. The 151-square-mile (391-square-kilometer) Woolsey Fire in the Los Angeles area was almost entirely contained after three people were killed, 1,643 structures destroyed and 364 damaged.___Associated Press journalists Olga R. Rodriguez in San Francisco, and Christopher Weber and John Antczak in Los Angeles contributed to this report. 3490

CHULA VISTA (KGTV) - A Martina McBride song titled, "I'm gonna love you through it," is the inspiration for our 10News Leadership Award Winner. Part of the lyrics includes, "When you're weak, I'll be strong. And when you let go, I'll hold on." If you're familiar with the song, then you know it's about the battle against breast cancer, and it's the mantra for a small business in Chula Vista. On the surface, it may appear to be an ordinary beauty salon. But there is nothing ordinary about what's happening at Rico's on 3rd. Anna Maria "Snooky" Rico is the owner, stylist, and angelic spirit of Rico's. "Everything that happens in this room is free of charge," says a smiling Rico. Rico is showing off a private room in her Third Avenue salon. It's home to the Loving You Through It Foundation, where over 800 women have transformed from cancer patients to cancer fighters. "Giving and serving others is good medicine," adds Rico. "It's good medicine to help others."Rico's medicine is pure love and compassion. When the women are ready, faced with the loss of their hair because of chemotherapy, she offers to either cut their hair or shave their heads and then helps them pick out head covers, scarves, or custom wigs provided by the American Cancer Society. "We try to meet them at their point of need," says Rico. "What is it that you would like for us to do for you today?"And there are so many grateful clients that Rico has served. "She's uh, she's like a sister to me," says Delia Calara. Calara was diagnosed with breast cancer in 2015. She was given a pamphlet about Rico's services at the hospital. It was just what she needed during a desperate, dark time in her life. "You know when people come through here, we're apprehensive, we're fearful," says Calara through tears. "And then, when we leave, we're just overwhelmed, and I tell her I love her, and thank you."Kathleen Kubik, another client, was just diagnosed with breast cancer in April. In an attempt to explain the battle she was about to undergo, Rico reminded Kubik how soldiers shave their heads before entering the military. "They shave their heads, their hair because it's a hindrance for battle. That's what sold me," says Kubik. "We see them at their crisis moment. I know what it's like to be in that type of crisis," adds Rico. Snooky Rico knows the battle well because she too has been in those very same trenches, battling breast cancer. Rico herself is a cancer survivor. "One thing I always encourage the ladies is to never look at yourself through other people's eyes, to remember who you are," adds Rico. "You have to remember that you're a mother, you're a daughter, you're a sister, you're an aunt. All that you are to those people remember who you are." 2752

CHULA VISTA, Calif. (KGTV) -- While most students in San Diego County are distance learning, there are some schools that are doing a combination of virtual and in-person learning. One school in the South Bay is working with a hybrid system that makes sure all students get the same learning opportunities.St. Rose of Lima Catholic School in Chula Vista welcomed students back on campus a month ago. To keep class sizes small and following state guidelines, they split the older graders into separate classrooms. But not everyone returned to campus, as dozens of families chose to stay at home and do distance learning. So, the school put together a hybrid system that allows all students to participate in real time teaching no matter where they are. With the use of technology, the teacher can see the students at home and the students that are in both classrooms.Sixth-grade teacher Michael Hart said with the help of Zoom, a camera, and classroom speakers, he can engage all students in daily lessons.“I have a Logitech camera that tracks me so it will follow me around the classroom or if I’m behind my desk. It’s just a simple remote,” Hart said.He also uses an app that makes sure every student is called upon equally, so they can all participate in class discussions.Sixth-grader Zachary Lastrella told ABC 10News, “If Mr. Hart asks us a question either in here or in the Zoom or in the other room, then we can answer the question.”As for tests, all of the students complete those using their laptops via Google Forms.Hart added, “It’s able to randomize the questions, whether it’s multiple choice or fill in the blanks or an essay response, and it does come down to academic honesty.”Students say physically their “classrooms” may be different now, but the important elements are still there.Devraaj Jani, a sixth grade students, said, “We’re still in one class, and we’re still together as one.” 1908

CHULA VISTA (CNS) - A Tijuana police officer who allegedly took part in a plot to steal more than million from a Chula Vista home, which he and other defendants believed was a stash house containing drug money, was ordered Monday to stand trial on two conspiracy charges.Jesus Estrada Torres, 35, is accused of planning with five other men to rob the home in late January, after an undercover FBI agent told them a shipment of money would be delivered to the residence, according to testimony at the defendant's preliminary hearing.A fellow officer, Marco Quijas-Castillo, 27, pleaded guilty earlier this year to conspiracy to commit robbery and faces two years in state prison. Four others are also facing various charges in connection with the attempted theft.RELATED: 2 Tijuana police officers among group charged in Chula Vista home burglaryTestimony at Torres' preliminary hearing indicated the defendants were told two unarmed individuals would be inside the three-bedroom home, which was actually being rented by the FBI for the operation. The criminal complaint alleges Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 33, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 29, who traveled to Chula Vista from San Bernardino County.Castillo and Torres allegedly "provided counter-surveillance" at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance at the Chula Vista residence while Shaw walked up to the house, and "entered a code into a lockbox containing a key to enter the house," the complaint alleges. The men had allegedly planned to tie up the two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home, according to testimony. The defendants are due back in court June 30 for a readiness conference. 2022
