FALLBROOK, Calif. (KGTV) - A motorcyclist suffered life-threatening injuries Friday when a tree fell on him during a period of high winds in Fallbrook.The tree that injured the motorcycle rider fell on South Mission Road and West Elder Street, according to North County Fire. The unidentified man was flown to Palomar Hospital. Another tree fell at De Luz Road and Patton Oaks Friday afternoon, shutting down De Luz for about two hours. San Diego County Roads crews assisted firefighters in clearing the street. Fat Bear Week is back, and voting is now open. The event is hosted by Katmai National Park and features a dozen brown bears preparing for hibernation.It’s an annual tournament comparing chubby bears and it’s getting renewed attention in 2020 as pandemic-weary Americans search for reasons to smile and look at adorable wildlife.Katmai National Park selects 12 bears preparing for the winter, some have names like “Holly,” who was 2019’s winner, “Grazer,” “Chunk,” “Otis,” and “Walker,” while others are identified by number. They then offer images of the bears from early this summer to images taken in the last few weeks to show how the animals are growing.Voting starts Wednesday and the head-to-head match-ups continue through October 6. Aside from teaching water safety and rescues, this year, Encinitas lifeguards are busy enforcing the public health order.Everyone loves the beach. But no one likes restrictions, especially on a holiday weekend, celebrating those who sacrificed their lives to get us our freedoms. But times are different now. "We are enforcing," Captain Lary Giles of the Encinitas Marine Safety Center said. They have summer lifeguard tower staffing. But this year, they also have a special COVID-team and Sheriff's deputies driving up and down the coastline. "There's a lot of educational contact... Several thousand a day from the team," Captain Giles said. The three main points they drill into visitors are: Masks required, keep a 6-foot social distance, and no stopping or gathering. It gets a bit tricky on the city's 4-foot staircases that take beachgoers to the sand. Family members of a Tennessee woman accused of ramming a security barrier at the White House said she is mentally ill and needs treatment.Jessica Ford went before a judge Thursday after police in Washington, DC said she plowed into the White House fencing and was immediately taken into custody by the Secret Service.It was Ford's fourth and most dramatic effort to gain access to the White House in recent months. She was charged with three felonies.The question of why Ford did what she did was no mystery. Her family said she suffers from a mental illness and that they actually warned the Secret Service last week that Ford, armed with a BB gun, was again headed for the White House.The 35-year-old insists her children live in the White House, and told the judge in court that her fiance is the President. "She is very delusional. She thinks her children are in the White House. That's why she keeps going up there," said Victoria Walls, Fords' cousin.In Ford's most recent attempt to get to the White House, she thought it was the holiday season."She decided when she left (last week) it was Christmas Eve, and I got to be there by Christmas Day," said her mother Alice Wilson. Authorities were watching for Ford since her family called to warn them that she was in route with plans to ram a gate."I said you can't go do that. They will kill you," said Walls.Ford still went and the Secret Service was waiting."I think that's the reason they didn't kill her, because they knew she was coming and knew she had a BB gun," said Wilson.Ford faces felonies and possibly years in prison."Oh, I love her with all my heart," said Wilson. She said her daughter needs help. Ford's cousin said it all could be prevented if Ford could get mental health treatment.Walls said after each arrest before this latest one "...Ttey take her in for 72 hours to a week and let her out..." allowing her to be back at it again.Davidson County Sheriff Daron Hall said lack of treatment in cases like this is the real issue."Until you arrest the real issue, and it's not the person it's illness or addiction, then you'll see people keep doing this," Hall said.Ford may go to prison or, based on her mental health issues, she could again be released. She would then return home to La Vergne, Tennessee with her children, who doesn't really believe are hers.Ford will likely again be able plot another visit to the White House."They know she has mental problems, but they don't give her help," said Walls.They could give her time behind bars. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks.
