This is a story about a state trooper, a collision and a lie.It begins at a parking lot in Michigan.  While on duty last May, Trooper Kevin Klomparens had pulled into a Chipotle restaurant in his Michigan State Police vehicle.  He was backing into a parking space when his SUV backed into a parked car.The damage caused was minimal: scratches and a small dent that totaled a few hundred dollars in damage. But Trooper Klomparens didn’t notify the car’s owner, leave a note or report the accident. Instead, he pulled out of the space and left. The driver of the damaged car turned out to be a 20-year-old college student who worked at a Southfield restaurant. She didn’t feel comfortable talking to Detroit-based WXYZ on-camera for this story, but said off-camera that she learned about the accident from two people who witnessed it. They told her, and then police.According to police records, the two witnesses said they heard “a loud crunch” and saw the trooper “commit a hit and run.”  Dispatch notified nearby officers that one of their own had been involved in an accident.  Klomparens heard the message on his police radio, and that’s when he turned his small problem into a much bigger one.Klomparens: I just got sideswiped by a car, I’m at 8 and Lahser.  He flipped and headed back east on Westbound 8 Mile, I’m trying to catch up.  I’m not entirely sure what kind of car it is, a grey sedan.Dispatch: And he’s now Eastbound or Westbound on 8?Klomparens: Eastbound. He hit a turnaround, I’m stopped at a traffic light when he hit my backend.Klomparens said he was the victim of a crime and said he was in a police chase with the person responsible.Dispatch: Did you get a plate?Klomparens: Negative on a plate, he turned behind me, there was a Michigan u-turn behind me. He turned back and sped off eastbound. In truth, there was no chase.  No sideswipe.  Klomparens made it all up.“Unbelievable that this officer would respond in that manner,” said Willie Bell, who spent 32 years as a Detroit Police Officer. “You’re violating the confidence that people have in police officers in general.”Today, Bell serves on the Detroit Board of Police Commissioners.“It’s a simple accident, but now it lays to totally lack of confidence, not just in this officer, but police officers in general,” Bell said. After the accident, MSP investigated and Trooper Klomparens admitted to making the story up.  The case was forwarded to Attorney General Bill Schuette’s office for possible prosecution. His office declined to charge the trooper with anything, writing in part that while “(w)e are certainly not condoning the actions of the trooper,” “there are better ways to handle this particular incident.”WXYZ asked to speak with Attorney General Schuette on camera to understand why he chose not to bring charges. His office declined. “The average citizen easily would have been charged in this case,” said Michael L. Steinberg, a criminal defense attorney who’s represented men and women accused of hit and run accidents. “Providing false information to a police officer is usually going to get the attention of the prosecuting attorney’s office,” he said. “A police officer doesn’t get special status as far as the law goes.”Klomparens won’t face charges, but he could still face discipline. He is still working at MSP today while internal affairs continues to investigate, more than five months since the accident happened. He declined comment for this story. The owner of the damaged vehicle says state police promised to reimburse her the full cost of repairing her SUV.  Months later, she’s still waiting.  3694

THOUSAND OAKS, Calif. (AP) — The Southern California country-western bar where 12 people were killed in a mass shooting and gunbattle will reopen more than a year after the tragedy.A gunman shot 11 victims during Nov. 7, 2018, shooting at the Borderline Bar & Grill shooting in Thousand Oaks before turning the weapon on himself. A Ventura County sheriff’s deputy was wounded by the gunman then accidentally killed by a California Highway Patrol officer during the ensuing gunbattle. The Borderline’s owners say in a video posted Thursday they’ve decided to reopen the bar though they did not offer a timeframe. This holiday season, you may be stocking up on canned drinks for parties and guests. Well, you'll want to clean off those cans before handing them out!Investigator reporter Jace Larson tested soda cans for bacteria, and what he found was pretty gross. The cans tested came from a variety of places, including grocery stores, convenience stores, vending machines and cans stored in a home. All but one of the cans tested had mold on it.The highest mold count was 600 colonies of mold. That can came from a grocery store. This type of exposure could make people with compromised immune systems or lung disease sick.To put that number of colonies into perspective-- a flooded home could have 2,000-plus colonies of mold, while a condemned home could have roughly levels around 36,000.However, microbiologist Helene Ver Eecke, with the Metropolitan State University of Denver, says the 600 colonies of mold isn’t really a cause for concern.“Regular microbial load that we are constantly dosing ourselves with everything that we touch with everything we breathe,” Ver Eecke says. “It's just part of being human.”One soda can did test for bacteria levels that would be slightly concerning. The can—purchased from a convenience store--had the highest levels, with 3,700 bacteria colonies on it.But compared to dry cereal mixes, which can have up to 100,000 bacteria colonies and deemed safe to consume by FDA standards, the colonies found on that can were significantly less."There was one sample that came from a convenience store that had a higher bacterial count than samples, which makes sense because they were probably stocked probably appropriate for people to wear gloves when stocking," explains Ver Eecke. If you’re worried about the amount of bacteria, Ver Eecke recommends seeking other options."There may be other options for you a bottle or other things to try to help keep you safe." 1901

Thousands of people are expected to pay their respects at the Supreme Court to the late Justice Ruth Bader Ginsburg, the women’s rights champion, leader of the court’s liberal bloc and feminist icon who died last week.Even with the court closed to the public because of the coronavirus pandemic and Washington already consumed with talk of Ginsburg’s replacement, the justice’s former colleagues, family, close friends and the public will have the chance Wednesday and Thursday to pass by the casket of the second woman to serve on the Supreme Court. The sad occasion is expected to bring together the remaining eight justices for the first time since the building was closed in March and they resorted to meetings by telephone.Ginsburg will lie in repose for two days at the court where she served for 27 years and, before that, argued six cases for gender equality in the 1970s.Following a private ceremony Wednesday in the court’s Great Hall, her casket will be moved outside the building to the top of the court’s front steps so that public mourners can pay their respects in line with public health guidance for the pandemic.Since her death Friday evening, people have been leaving flowers, notes, placards and all manner of Ginsburg paraphernalia outside the court in tribute to the woman who became known in her final years as the “Notorious RBG.” Court workers cleared away the items and cleaned the court plaza and sidewalk in advance of Wednesday’s ceremony.Following past practice at the tradition-laden court, Ginsburg’s casket is expected to arrive just before 9:30 a.m. EDT Wednesday, the court said. Supreme Court police will carry it up the court steps, which will be lined former Ginsburg law clerks serving as honorary pallbearers.Chief Justice John Roberts and the other justices will be in the Great Hall when the casket arrives and is placed on the Lincoln Catafalque, the platform on which President Abraham Lincoln’s coffin rested in the Capitol rotunda in 1865. A 2016 portrait of Ginsburg by artist Constance P. Beaty will be displayed nearby. It’s unclear whether President Donald Trump would visit the court before he leaves town Wednesday afternoon, though he did pay respects when Justice John Paul Stevens died last year and President Barack Obama visited the court after Justice Antonin Scalia’s death in 2016.The entrance to the courtroom, along with Ginsburg’s chair and place on the bench next to Roberts, have been draped in black, a longstanding court custom. These visual signs of mourning, which in years past have reinforced the sense of loss, will largely go unseen this year. The court begins its new term Oct. 5, but the justices will not be in the courtroom and instead will hear arguments by phone. After the private ceremony inside the court, Ginsburg’s casket will be on public view from 11 a.m. to 10 p.m. Wednesday and 9 a.m. to 10 p.m. Thursday. On Friday, Ginsburg will lie in state at the Capitol, the first woman to do so and only the second Supreme Court justice after William Howard Taft. Taft had also been president. Rosa Parks, a private citizen as opposed to a government official, is the only woman who has lain in honor at the Capitol.Ginsburg will be buried beside her husband, Martin, in a private ceremony at Arlington National Cemetery next week. Martin Ginsburg died in 2010. She is survived by a son and a daughter, four grandchildren, two step-grandchildren and a great-grandchild.Ginsburg’s death from cancer at age 87 has added another layer of tumult to an already chaotic election year. Trump and Senate Republicans are plowing ahead with plans to have a new justice on the bench, perhaps before the Nov. 3 election.Only Chief Justice Roger Taney, who died in October 1864, died closer to a presidential election. Lincoln waited until December to nominate his replacement, Salmon Chase, who was confirmed the same day. When Scalia, Ginsburg’s closest friend on the court, died unexpectedly in 2016, Republicans refused to act on President Barack Obama’s high-court nomination of Judge Merrick Garland. 4075

TIJUANA, Mexico (AP) — A chaotic border clash with choking tear gas fired by U.S. agents left Central American migrants sullen and dejected, with some opting Monday to leave and others worrying the incident may have spoiled their chances at asylum.Mexican security forces stepped up their presence at a Tijuana sports complex where thousands from the migrant caravan have been sheltered, apparently seeking to avoid a repeat of Sunday's ugly scene. Police blocked the migrants from walking toward the border in the morning, though later on they allowed them to move about freely.Isauro Mejia, 46, from Cortes, Honduras, went looking for a cup of coffee to shake the morning chill following another night sleeping outside after being caught up in the clashes. Before, he had hoped to be able to press an asylum claim, but now he wasn't so sure."The way things went yesterday ... I think there is no chance," Mejia said. "With the difficulty that has presented itself because of yesterday's incidents ... that's further away."Migrants hoping to apply for asylum in the United States must put their names on a waiting list that already had some 3,000 people on it before the caravan arrived in Tijuana. With U.S. officials processing fewer than 100 claims a day, the wait time for the recent arrivals stands to take months. 1328
