SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go. The average rent in the county is now about ,850 a month, and the median home price up to 0,000. SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on!
