BEIJING, Aug. 12 (Xinhua) -- China has decided to impose anti-dumping tariffs on pure terephthalic acid imported from Thailand and the Republic of Korea (ROK), the Ministry of Commerce (MOC) said Thursday.The five-year tariffs, ranging from 2 percent to 20.1 percent, took effect Thursday, the ministry said in a notice posted on its website.The MOC said the dumping of terephthalic acid on the China market had caused substantial damage to the domestic industry.The ministry started an anti-dumping probe into imports of the acid on Feb. 12, 2009.On Feb. 12, 2010, the MOC announced the the preliminary ruling of the investigation, which required importers of pure terephthalic acid from Thailand and the ROK to put down a security deposit.Terephthalic acid is an organic compound used in polyester coatings and resins.

TOKYO, July 23 (Xinhua) -- New Japanese Ambassador to China Uichiro Niwa on Friday called for deepening of Sino-Japanese mutually beneficial strategic relations."In recent years the leaders of the two countries have created a conducive environment for the development of bilateral ties. I am very glad to see that," Niwa told Chinese press in Tokyo.Upon his assignment to China, the Japanese ambassador said China and Japan, as close neighbors, should deal with each other for the upcoming 1,000 or 2,000 years rather than 10 or 20 years. In the long run, both countries share a lot of common interests, and a stable, friendly relationship is the ultimate goal.The former president of Itochu Corp. said that he aimed to boost communication, strengthen economic cooperation, and build on the mutual trust between the leaders of the two countries.Niwa also said in the age of multipolarization, no one can conduct diplomacy with knowledge of China alone. So the relations with South Korea, and the United States are also important.Niwa was appointed by Prime Minister Naoto Kan in June to the key diplomatic post, making him the first ambassador to China from outside the government sector since the two countries normalized ties in 1972. He will leave for Beijing on July 31.

NONG'AN, Jilin, Aug. 4 (Xinhua) -- With the approach of a new round of torrential rains, the country roads in flood-ravaged Nong'an County in northeast China were packed with villagers fleeing their homes Wednesday.Traveling aboard tractors, trucks, mini-buses, and motorcycles, and carrying belongings such as quilts and chicken, thousands of people set off on a journey of exodus.Up to 27,000 villagers living downstream from the Songhua River in Jilin Province need to be evacuated as downpours are expected to batter Nong'an from Wednesday evening until Friday, said Wang Wei, deputy Communist Party chief of the county."Fresh downpours may lead to the breach of riverbanks and two reservoirs upstream would have to open sluices to discharge water, which would threaten the lives of residents downstream," Wang said."The mass evacuation began in the early morning today. By now, 18,000 people have moved to safety. There are still 9,000 young villagers who were asked to stay and help fortify the riverbanks," he said in the late evening.Torrential rains pounded the county one week ago, swelling the Songhua River and inundating almost 50,000 hectares of cropland, or about half of the total farming area."I really don't want to leave my home. But the village officials told me: so long as you are still alive, you will have your home again," said Yu Shutao from Liansankeng Village."I will bring my family to go to my elder brother's home in the town. As soon as the floods recede, I will come home to attend my cropland," he said.Thirty-two-year-old villager Sun Lianhua sat in a mini-bus with her dog."The dog is like a member of my family. BEIJING, July 10 (Xinhua) -- More than 50 people have been killed and 15 are missing following floods, landslides and mud flows that hit parts of central and southern China following days of torrential rains, the Ministry of Civil Affairs said Saturday.Nearly 17.2 million residents in nine provinces were affected by flood-related disasters and 597,000 people were relocated from July 1 to 12 a.m. of July 10, the ministry said in its latest disaster relief update.About 946,500 hectares of farmland were damaged, including 133,900 hectares that were completely destroyed. Further, more than 42,000 houses collapsed and another 121,000 were damaged, the ministry said, estimating that direct economic losses could reach 8.9 billion yuan (1.3 billion U.S. dollars).The ministry sent 6,000 tents to the hardest-hit Hubei Province in central China and Chongqing Municipality in southwest China on Saturday.In June, torrential rains had resulted in 260 deaths and left 211 missing in 11 southern provinces.The latest round of storms began to pound large swaths of central and southern China on July 8.In Hubei, the local weather forecast bureau said storms or thunder storms could hit the province again from July 11 to 13. It warned that rainfall would exceed 300 millimeters in some worst-hit areas, which was likely to trigger another round of heavy floods.The Three Gorges Dam, sitting in the middle reach of the Yangtze River in Hubei, on Saturday released water for the first time this year.Engineers opened three sluice gates to discharge some 32,000 cubic meters of water per second and another sluice gate to release floating objects.The flood from the upper stream reaching the dam was measured at 36,000 cubic meters of water per second and could increase to 39,000 cubic meters per second by Sunday, dam officials said.Authorities said water levels in many branches of the 6,397-meter-long Yangtze River that runs from west to east, had gone above the warning lines. At Wulong monitoring station in Chongqing the water level was three meters above the warning line.In southwest China's Guizhou Province, several counties and villages were submerged in more than one meter deep water. About 7,500 residents were evacuated from the flooded zones.Also, four miners were killed in a gas explosion after heavy rain cut off electricity and stopped ventilation equipment at a coal mine in Xishui County of Guizhou's Zunyi City early Saturday morning. Seven of the 25 miners who were working underground managed to escape when the explosion occurred. Rescuers later saved 14 other miners.

BEIJING, Aug. 4 (Xinhua) -- China continued a five-day military exercise on Wednesday as the country's air defense forces carried out reconnaissance, early warning, electromagnetic interference and ground-to-air attack drills.More than 12,000 Chinese military personnel, along with seven types of military aircraft divided into Red and Blue rivals, took part in the exercise code-named "Vanguard-2010,"-- which started on Tuesday in seven cities across Henan and Shandong Provinces.On Wednesday morning, the Blue forces used reconnaissance planes and electronics warfare aircraft to conduct surveillance and jam the network systems used by the Red forces for command and communications as well as reconnaissance and early warning.A ground-to-air attack drill began at Wednesday noon, as the Blue forces launched unmanned aerial vehicles, fighters and helicopters to attack their rivals.The ground-to-air attack drill will last overnight till 6 a.m. Thursday, military sources said.
