(KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

Ethan Melzer, a 22-year-old US Army private, has been indicted for allegedly plotting a “mass casualty” attack on his Army unit.In its announcement of the indictment, the Department of Justice said that Melzer was sending sensitive military information to members of a neo-Nazi group to help facilitate the attack.Melzer has been charged with conspiring and attempting to murder U.S. nationals, conspiring and attempting to murder military service members, providing and attempting to provide material support to terrorists, and conspiring to murder and maim in a foreign country.The DOJ said that the FBI thwarted the attack in May 2020 before arresting Melzer on June 10.The DOJ said that Melzer was a member of O9A, a group that officials say has participated in acts of violence.Melzer was informed of his unit’s deployment in April 2020. The DOJ said that Melzer then used an encrypted message application to send messages to O9A. The group allegedly planned a “jihadi attack” during the unit’s deployment.“As alleged, Ethan Melzer, a private in the U.S. Army, was the enemy within,” Acting U.S. Attorney Audrey Strauss said. “Melzer allegedly attempted to orchestrate a murderous ambush on his own unit by unlawfully revealing its location, strength, and armaments to a neo-Nazi, anarchist, white supremacist group. ENCINITAS (CNS) - A North County community leader who's known as a bicycle and pedestrian safety advocate was hit by a truck and seriously injured while riding her bicycle in Encinitas early Saturday.The crash happened shortly after 6 a.m. Saturday on North Coast Highway 101 near Phoebe Street, San Diego Sheriff's Lt. Dave Perkins said.The victim was Roberta Walker, executive director of the Cardiff 101 Main Street Association, The Coast News reported. Walker is known as a staunch defender of pedestrian and cyclist rights.She was taken to a hospital in critical condition, Perkins said. Walker suffered injuries to her brain and spine, as well as broken bones, according to The Coast News.Alcohol and drugs were not considered to be factors in the crash, Perkins said.Cardiff 101 Main Street is an organization that promotes "a safe and healthy environment" and "a walkable community that provides goods and services for local residents and visitors alike" in Cardiff-by-the-Sea, according to the organization's website.A biographical page on the website describes Walker as a passionate cyclist.
