SAN DIEGO (KGTV) - A Del Cerro woman had a rare - and timely - encounter outside a Halloween display on her morning walk Tuesday. Liz Harley and her friend Terry Finstad spotted an owl in the middle of the street, transfixed by a light show of bats on the side of a home. “It was just so cool,” Harley told 10News. Harley and Finstad have been walking together for 25 years, since their children were small. Now they’re both grandmothers and keep their tradition alive. During their walks, the two have seen all kinds of wildlife: coyotes, rabbits, skunks, raccoons. At first, Harley thought the owl was a cat, but then she noticed its head spinning. “We just watched it,” she said. “We wondered, what is it doing?” The owl spent several minutes absorbed by the flying bats, oblivious to Harley’s golden retriever. Harley and Finstad walked on, and when they passed through the area again, the owl was gone, leaving only feathers behind. “Kind of reminded me of Harry Potter,” Harley said. Harley, who usually goes to the gym on Tuesdays, is glad she chose to stay close to home. “I was rewarded for walking this morning.” 1130

SAN DIEGO (KGTV) -- A developer is going back to the drawing board after a downtown agency blasted its affordable housing proposal Wednesday. Pinnacle planned to build a 58-unit low-income apartment complex at the corner of 11th and B. It would be attached to a 32-story market rate residential tower. While the buildings would be attached, they would have separate doors, no interior connections, and few shared amenities.Civic San Diego's board of directors rebuked the developer Wednesday. "You want to put us somewhere else," board member Robert Robinson said. "Are we not good enough to get on the top floor and look out at the ocean? That's what the message is here."David Dick, an attorney representing Pinnacle, said that was a misrepresentation of the intent. "It has to do with the realities of construction, cost financing, management and ownership," he said. Dick added that Pinnacle should be lauded for its willingness to fund much-needed affordable housing downtown, as opposed to paying an in-lieu fee that could take years to yield any units. Civic San Diego's board told Pinnacle to come back with a different design. 1144

SAN DIEGO (KGTV) – A former San Diego County Sheriff’s Captain pleaded guilty in federal court on Tuesday to illegally trafficking firearms. In a gray suit and a mask, Marco Garmo made his way into the downtown courthouse. ABC10 News’ cameras were not allowed in the courtroom, where Garmo stood before the judge and pleaded guilty to one count of engaging in dealing firearms without a license. The case stems from last year's bombshell allegations that five defendants including Garmo, prominent jeweler Leo Hamel, and former Sheriff's Lieutenant Fred Magana were involved in a massive gun running operation.ABC10 News was there as agents raided Leo Hamel's Fine Jewelers in Old Town.Hamel and Magana were charged with working with Garmo to re-sell guns and falsify records. Both have since pleaded guilty. The U.S. Attorney’s Office said Tuesday that the cases for the other two defendants are still pending.According to prosecutors, Garmo used his position to buy and re-sell guns that are intended only for law enforcement, not the general public, so-called off roster guns. Over six years, investigators say he sold more than 100 firearms for cash or to collect favors from those who might support him in a future run for San Diego Sheriff.Garmo faces a maximum sentence of five years in prison, a fine of 0,000 and supervised release for up to three years. His sentencing hearing is scheduled for December 9th. 1425

SAN DIEGO (KGTV) -- A 13-year old girl, waiting for her mother to pick her up in Grant Hill, was attacked by a knife-wielding man Friday afternoon.San Diego Police are now using surveillance videos in their search for the suspect, who yanked a gold necklace from the teen's neck before making his getaway near the intersection of 26th and K Street. The girl wasn't hurt, but parents like Elizabeth Alvarado, whose twin 12-year-old daughters walk by that same spot each day, are hoping he doesn't strike again.Alvarado saw surveillance video after the principal of her daughters' school sent parents a link, suggesting they talk to their kids about staying safe.Andy Trakas of Albert Einstein Charter Middle School said the girl who was attacked wasn't one of his students, but there are several other schools in the neighborhood."We decided to be very, very proactive because the safety of our students," said Trakas, adding that all children in the community are a concern."These things can happen anywhere," Trakas said. "They can happen in La Jolla, they can happen in City Heights, they can happen in Del Sur or La Mesa, whatever, but, by being part of the community we can all work together to make sure that our eyes and ears are open so we can find out who this person is and make this place a better, safer community for our kids."Trakas suggested parents talk to their kids about being aware of their surroundings and the importance of staying in groups, not alone, after school. San Diego Police stepped up patrols in Grant Hill after school and are following every lead to catch the thief. The suspect is describe as a black male five feet, eight inches tall with a stocky build who was wearing a plain black hooded sweatshirt, a black cloth covering the lower portion of his face and dark-colored pants. Authorities say the suspect was driving a white Hyundai Elantra  (pictured below.) 1919
