MILWAUKEE, Wis. -- A Wisconsin man is accused of driving across Milwaukee with the body of a man who had fatally overdosed in the passenger seat for 13 hours straight.The Washington County Sheriff’s Office said Thursday it has arrested the 34-year-old man in connection to the death of the victim, whose lifeless body was later found in the Allenton Marsh.The sheriff’s office says the suspect, whom they did not name, was last seen with the victim, 30-year-old Stephen Lombard, in the Village of Jackson on July 27.A missing persons investigation was launched with the assistance of the Wisconsin Division of Criminal Investigations.A several-month-long investigation eventually concluded that on the night of July 27, Lombard and the suspect were in Milwaukee using illegal narcotics.Investigators believe that at some time, Lombard stopped breathing while inside the suspect’s vehicle. The suspect did not seek medical aid, authorities say, and Lombard died from a probable drug overdose.The suspect then drove around Milwaukee with Lombard's body still in the passenger seat for the next 13 hours. During that time, the suspect used the victim's debit card at several locations, authorities say.Investigators believe the suspect then discarded Lombard’s body on July 28 in the Allenton Marsh, off CTH W, north of CTH S in the Town of Addison.That's where authorities found a body they believe to be Lombard's.DNA analysis will be required for positive identification. An autopsy was completed and the results are pending, the Washington County Sheriff’s Office says.“It is unconscionable to think that someone would have such wanton disregard for human life to not seek medical attention for someone in need," said Washington County Sheriff Martin Schulteis in a statement."It shocks the conscience to think that they would then drive around with the body for thirteen hours while emptying the victim’s bank account and eventually discarding the body like a piece of trash," he said. 1995

MILWAUKEE -- Some Milwaukee high schoolers are crushed after the dress they ordered for prom wasn’t done in time for the dance.Indira Ali, Riverside University High School Senior, wanted a custom made prom dress for her dance on April 20.Back in February, she met with Milwaukee designer, Kelvin Hayden and they came up with a design. She said weeks went by and she couldn’t get a hold of him. “I’ve been trying to contact him about it see how my dress is coming along. Every time he would give me an excuse on why I can’t see it, why he’s not returning calls,” Ali said. Ali said her mom put down a 0 deposit for the dress through PayPal.She said she was promised the dress would be done before the dance, but it wasn’t. Hours before prom she was forced to find a different one.“He told me it was going to be done in four weeks and those four weeks came and went by and I still didn’t have a dress,” Ali said. Her mom and others were furious and shared their stories on Facebook, demanding Hayden give these girls their money back. Hayden talked with Scripps station WTMJ in Milwaukee over the phone. He said he refunded everyone and has apologized to the young girls and their mothers.He said the company he ordered lace from for one of the prom dresses kept sending the wrong kind and weeks went by and he was forced to order a different material. “I ordered some of that fabric and paid for express shipping which was well over 0, it came in and mind you, it came in the day before her prom,” said Hayden. Issues with that one dress, Hayden said, delayed his work on three other prom dresses. With 25 years experience as a designer, Hayden told WTMJ he’s never had anything like this happen before. “There’s nothing I can say that’s going to bring their special day back,” Hayden said. A photographer, Timothy Ricketts, saw the story on social media and decided he would find a way to make it up to the girls.He said he plans to get hair stylists and makeup artists involved and take professional photos of the teens for free. Nearly 200 feral horses were found dead in Gray Mountain, an unincorporated town on Navajo land in Coconino County, Arizona.Navajo Nation President Russell Begaye and Vice President Jonathan Nez traveled to Tuba City on Wednesday to address the situation, where 191 horses were found dead in a stock pond.President Begaye said their deaths are due to drought and famine."This tragic incident exemplifies the problem the Navajo Nation faces in an overpopulation of feral horses," Begaye said. Over the years, Gray Mountain has seen an uptick in feral horses. For instance, there's an estimated amount of 50,000 to 70,000 feral horses on the Navajo Nation. Government officials are at the site to keep the area closed off and prevent diseases from being spread, a press release said. The area will be fenced off permanently and the horses will be buried onsite after officials considered multiple factors."The horses are anywhere from thigh to neck deep in the mud," said Nina Chester, a government spokeswoman. More than 40 percent of attendees at an overnight summer camp became infected with Covid-19 within days before officials shut it down, according to the CDC.Local media reports it was a YMCA camp near a lake in Rabun County, Georgia.More than 260 staff and campers tested positive for the coronavirus, out of a total 597 people who were at the camp sometime between when it opened and when it closed in mid-June. Of the 260 who tested positive, 231 were campers aged 6 to 17 years old.In their report published Friday, the Centers for Disease Control and Prevention says camp officials followed most of their recommended safety protocols. They say the two measures not implemented were cloth masks for campers and opening windows and doors for increased ventilation in buildings. Masks were required for staff members.The camp held orientation for staff members and trainees between June 17 to 21, then were joined by hundreds of kids on June 21 for a week-long camp session.On June 23, a teen staff member left the camp after developing chills the night before. They tested positive for Covid-19, and the camp began sending kids home on June 24. The entire camp was closed June 27.The camp was adhering to Georgia’s Executive Order that allowed overnight camps and required negative coronavirus tests less than 11 days before attending.“These findings demonstrate that SARS-CoV-2 spread efficiently in a youth-centric overnight setting, resulting in high attack rates among persons in all age groups, despite efforts by camp officials to implement most recommended strategies to prevent transmission,” says the CDC report on this outbreak.From the 136 cases where the CDC was able to gather symptom data, about 26 percent of those who tested positive for coronavirus had no symptoms at the time. 1804
