SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item. There are also “BottleDrop Express” kiosks where customers can leave bags full of mixed recyclables and instantly receive money in an electronic account.Some groups have opposed the bill, saying it could hurt the already struggling neighborhood recycling centers.William Dermody, a spokesman for the American Beverage Association, said industry is ready to work with California lawmakers on a system to recycle, reclaim and reuse plastic, according to the Associated Press."America's beverage companies and local California bottlers share the goal of improving the recycling and reuse of plastic in California," he said.The bill would also add CRV onto wine and hard liquor bottles in 2024.RECYCLING TIPSRegardless of the outcome of SB 372, residents in San Diego have several recycling options. SAN DIEGO (KGTV) - San Diego Unified is fast-tracking several security-related upgrades on several schools.The first upgrade started this week at Miramar Ranch Elementary school, where a new, taller perimeter fence was installed.The district made the decision last week to prioritize roughly -million worth of projects.  They will be paid for by a voter-approved bond measure. The plans were already on the district's to-do list, but they now moved up the schedule.A district spokeswoman says it is in response to the climate plaguing classrooms across America, where school safety and security are front and center.  Campus security has been under heavy scrutiny following the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida.“Of course we are worried about school security in the wake of all the shootings,” Diane Hunter, a Miramar Ranch Elementary parent said,  “It’s a naughty problem because we want to balance logistics and ease of access for parents and volunteers, but we also want our kids to be safe.  So I’m glad that the school is taking a look at it and making improvements."The list of projects includes adding and upgrading things like fences, door locks and gate, visitor access control, site radios and security cameras.A timeline for the projects in the individual schools was not readily available.  1380

SAN DIEGO (KGTV) - Some business owners in downtown San Diego claim a new bike lane on 6th Avenue is hurting their ability to operate.“We’re having a lot of issues with loading,” said Bon Pinak, the general manager of Thosakan, a Thai restaurant on 6th Ave.The new protected bike lane was placed along the curb. All the parking on the east side of the street was removed, as well as most of the loading zone.Only two spots were left for vehicles. Posted signs say they can be used for 20 minutes for commercial loading until 6 p.m. After 6 p.m., it turns into three-minute passenger loading.“I got a ticket three days ago,” said Remzi Kaval, owner of the Coffee and Talk cafe on 6th.He said he was unloading some supplies in one of the spaces, but it was after 6 p.m.“We don’t have any space where we can park.”The new protected bike lanes have been installed in various places across the City recently. Both as an attempt to make biking safer but also to meet the City’s climate action goals.“It’s great. I don’t have to worry about getting hit,” said Jordan Green, who bikes through the area regularly.“Protected bikeways provide a safe, designated space for cyclists, keeping sidewalks clear for pedestrians,” wrote a spokesperson for the City of San Diego.As for the particular block between B Street and C Street, the City did not indicate any interest in changing the layout.“A small number of curbside loading zone spaces were removed from this block on the east side of 6th Avenue, but there are yellow loading zones available farther up and down 6th Avenue and on adjacent streets. SAN DIEGO (KGTV) - Small hands eagerly grabbing candy aren't always paired with young minds showing good judgment. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) — Some University City residents are upset over the city's lethal methods to curb the squirrel population at Nobel Athletic Area park. Many see the park as an escape from the neighborhood's concrete jungle. "One of the joys of being here is to watch the wildlife in the morning-- the rabbits and the squirrels especially," resident, Tracy Benson said. But that began to change once Benson started seeing more green boxes on the ground, similar to water irrigation units.RELATED: Chula Vista seeks public input on future bayfront parks in online survey"There is a hole back here, and in this hole is where the bait is placed. So the idea is the animal eats the bait, comes out, and essentially dies," Benson said. The more of these boxes the animal lover saw, the fewer squirrels she ran into on her walks.10News contacted the City of San Diego to get answers. A spokesman explained that the green apparatus is a "bait box." It helps manage what they call an "overabundant squirrel population."The City's Parks and Recreation Department began using them a few years ago to stop the squirrels from damaging their athletic facilities, landscaping, and eroding the hillside. Instead of bait boxes, Benson suggests educating the public by putting up more signs around the park."[The public] are going to have an understanding that if they feed the animals, they actually do more harm than good. The city adds, if they do not control the squirrel population in this way, the effects go up the food chain. There will be more coyotes and snakes, animals that would be dangerous to park users.
