HARBIN, July 24 (Xinhua) -- A senior Chinese official has called for carrying on ideological emancipation, persisting in the reform and opening-up policy, pushing forward scientific development and making new breakthroughs in promoting social harmony, to promote rapid and sound economic and social development.     Li Changchun, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the call during an inspection tour in Heilongjiang Province from July 20-23, in the company of the provincial CPC chief Ji Bingxuan and governor Li Zhanshu. He also visited Daqing, China's largest oil production base and Harbin, the provincial capital.     Local governments should build more public cultural facilities, he said.     He urged the province to deepen its cultural restructuring, support multi-talented professionals and develop cultural products with brand names that were recognized at home and abroad.     In Daqing, Li also visited the memorial to Iron Man Wang Jinxi, an oil worker who devoted his life to the development of the petroleum industry.     Daqing, a city built on the vast oil field, is known for the "Daqing Red Flag", a model set for all industries in the country by late leader Mao Zedong.

BEIJING, Aug. 19 -- China will complete the construction of its first four strategic oil reserves by the end of this year, a senior government official said yesterday.     "The progress has been smooth and all the four bases will be completed by the year end," Zhang Guobao, administrator of the National Energy Administration (NEA), said after a press conference in Beijing. "Their total capacity will amount to 16.4 million cu m."     Zhang made the comments at his first public appearance since the NEA's inauguration on Aug 8.     The administration came into being as part of the reshuffle of government agencies in March. Zhang now also holds the position of vice-minister of the National Planning and Reform Commission (NDRC), the nation's top economic planner. The government plans to build strategic oil reserves in three phases over 15 years, involving an estimated investment of 100 billion yuan (14.6 billion U.S. dollars).     The first four reserves, located in Dalian, Qingdao, Ningbo and Zhoushan, are expected to maintain strategic oil reserves equivalent to 30 days of imports in 2010.     The reserve in Ningbo, a coastal city in Zhejiang province, was put into operation in late 2006. It is the largest of the first four reserves, with a total storage capacity of 5.2 million cu m.     The central government is now reportedly selecting locations for the second batch of strategic oil reserves.     Cities including Tangshan and Guangzhou are understood to be vying for the projects, but Zhang declined to comment on this.     The newly established energy administration oversees the nation's oil reserves and monitors the domestic and overseas energy markets. It is also responsible for mapping out China's energy development strategy and formulating rules and regulations for the energy sector.     Renewable energy     Zhang also said yesterday that the installed capacity of wind power in the nation is expected to exceed 10 million kW by the end of this year, compared with 4.03 million kW in 2007.     The drastic increase came as the government has being promoting the use of renewable energy in the face of rising oil prices.     In recent years, the government has rolled out a host of fiscal and tax incentives to boost the development of the alternative energy sector, including a 50-percent cut in value-added tax for wind power plants.     Last year, renewable energy such as wind power, biomass and hydropower accounted for 8.5 percent of the nation's total energy use. That figure is set to increase to 10 percent in 2010 and 15 percent in 2020.     The newly established energy administration will set up more renewable energy projects to further spur the development of the sector, according to Zhang.

He asked them to raise suggestions on its revision.     Some delegates made remarks, approving the summary made by the CPC Central Committee on the experiences of the 30 years of rural reform and development and supporting the guideline thinking, objectives, principles and measures of rural reform and development.     They raised suggestions on the overall plan of urban and rural development, farmland protection, grain security, spread of agricultural technology and rural financial system reform, as well as on deepening cross-Strait agricultural exchanges and cooperation and improving grassroots democracy.     After hearing the opinions, Hu said the suggestions were valuable and reflected the in-depth thinking of the participants. Relevant departments would conscientiously study and adopt them.     He added China was an agricultural country with the majority of its population in rural areas. Addressing issues on agriculture, the countryside and farmers would be taken as the fundamental work.     Since China launched its reform and opening up, the CPC Central Committee had held many plenary sessions to discuss agricultural and rural issues.     Facing new situations and tasks, the rural development system should be continually innovated, Hu said, adding rural reform remained the key to China's reform, and agriculture and rural development were still the strategic foundation of the country's development.     Promoting rural reform and development would bring the national economy and society into a new round of development, he added.     Hu asked the participants in the forum to contribute to the new socialist countryside construction by make in-depth study, identify and handle the protruding problems in rural reform and development in a timely manner, and raise relevant suggestions accordingly.     Wen Jiabao, Jia Qinglin and Xi Jinping, members of the Standing Committee of the Political Bureau of the CPC Central Committee, also attended the forum.     On Sunday, the CPC Central Committee approved a decision on major issues concerning rural reform and development at the close of a four-day meeting, such as doubling the income of rural residents, boosting their consumption by a big margin and basically eliminating absolute poverty in rural areas by 2020.

  

BEIJING, Sept. 27 (Xinhua) -- The spacewalk performed by Chinese taikonauts Zhai Zhigang Saturday afternoon marks a major breakthrough in China's space program, Chinese President Hu Jintao said.     Hu talked with the trio taikonauts at the Beijing Aerospace Control Center for the Shenzhou-7 mission at 6:35 p.m. Saturday, when he inquired the physical conditions of the three taikonauts.     "Your country and your fellow citizens thank you for your devotion to the space program," he said.     He congratulated the trio over the success of the spacewalk, and encouraged them to continue the efforts for a "complete success.     Zhai Zhigang was assisted during the spacewalk by Liu Boming in the orbit module. China is the third country in the world to accomplish the feat after the United States and Russia. "How did you feel like in space?", President Hu asks spacewalker    Chinese President Hu Jintao asked Chinese taikonauts what it was like walking in space in a conversation with them after the trio successfully realized the country's first-ever space walk on Saturday.     "How did you feel like in space after exiting the module?" asked smiling Hu, who was talking on a phone that connected him at the Beijing Aerospace Control Center (BACC) with astronauts on the spacecraft Shenzhou-7.     "I felt superb," answered Zhai Zhigang, who carried out about 25 minutes of extra-vehicular activity (EVA) about 343 km above the earth after floating out of the Shenzhou-7 cabin on Saturday afternoon.     "The process of taking on the Feitian spacesuit went smooth," said Zhai, looking confident and radiant on the screen at the BACC. "In the vast space, I felt proud of our motherland."      Hu congratulated the astronauts on the successful feat and encouraged them to carry on efforts to fulfill the mission.     "The thing I most want to know is how are you feeling now and how is your work going," Hu asked the trio.     "We feel well," said Zhai. "We conducted the space scientific tests as planned and the EVA went smoothly."     Hu hailed the spacewalk as a sign of the country's progress in space scientific technology.     "You have made outstanding contribution to our country's space project," said Hu. "The country and the Chinese people are grateful to you."     At 4:43 p.m. (0843 GMT) on Saturday, Zhai slipped out of the orbital module of Shenzhou-7 in a head-out-first position, wearing a 4-million-U.S.dollar homemade Feitian space suit.     China's first-ever spacewalk marked a remarkable progress in the country's ambitious space program, which will eventually lead to the establishment of a permanent space station. TAIYUAN, Oct. 2 (Xinhua) -- Vice Premier Zhang Dejiang underscored the scientific outlook on development and production safety during an inspection tour to northern Shanxi Province on Wednesday and Thursday.     Zhang visited the site of the Sept. 8 landslide in Xiangfen County on Thursday morning, where an unlicensed iron ore tailings pond burst and killed at least 262 people.     "The September 8 landslide was a very serious production safety incident, causing great losses, having a bad impact and leaving a deep lesson," he said.     The vice premier said a thorough investigation into the cause of the incident should be conducted and that those responsible for it should be punished seriously in accordance with law.     A lesson should be drawn from the incident and people should be put first, he stressed, adding that more efforts should be exerted to crack down on unlicensed production and corruption behind production safety incidents.     He also demanded local authorities have a scientific outlook on development.     Production safety should be strengthened through more investment, scientific and technological progress and better management, the vice premier said.
