LA MESA, Calif. (KGTV) - A La Mesa woman is on the hunt for clues, after she made a startling discovery near a sidewalk during a walk.Along scenic Explorer Road, Patty Serrano was finishing up a walk with a friend one afternoon two Fridays ago, when something on the ground caught her eye."First of all shock. Why is this on the ground? I picked it up. Dried it and flattened it," said Serrano.The document was a Plank Owner Certificate. Serrano, a retired Navy officer, knew exactly what that meant. "I knew those are rare, issued to people who are the first crew members of a ship," said Serrano.The certificates aren't official Navy documents. They are created and distributed by crew members. The ship attached to this certificate was the U.S.S. I believe it was Lieutenant Junior Grade H.A. Post, United States Naval Reserve," said Serrano.She posted details of her discovery on the Nextdoor app. She also left messages for neighbors in the area, but so far, no one has come forward."I think it would be great to get back this back to the crew member if he's still alive or the family member ... to preserve it for society, to admire it and understand what the significance was," said Serrano.The theories of how the document ended up on the ground run the gamut. Did it drop out during a move? Did a burglar leave it behind? However it happened, Serrano is determined to find its rightful owner."When you are on that ship, you earn that document. It had great importance to that person ... LA MESA, Calif. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136

Law enforcement authorities are searching for a man who's suspected of threatening to shoot President Donald Trump.Shawn Richard Christy, of McAdoo, Pennsylvania, was last seen in Cumberland, Maryland, Sunday night driving a stolen vehicle, according to the authorities.The US Marshals Service is offering ,000 for information leading to Christy's arrest. Christy has been wanted on a June 19 federal warrant, accused of posting threats on Facebook against the President and Northampton County District Attorney John Morganelli.According to officials, Christy posted, "Keep it up Morganelli, I promise I'll put a bullet in your head as soon as I put one in the head of President Donald J. Trump."Christy is a 27-year-old white man who stands at 5 feet 10 inches and weighs about 160 pounds, according to a flyer released by the FBI. He has short dark blond hair, a large tattoo on his right upper arm of a "pointed cross and barbed wire," and speaks with a distinct lisp.Kentucky State Police said that upon reviewing surveillance footage it appears on Aug. 9 Christy stole a green 2001 Jeep Grand Cherokee with a black hood from the residence of Timothy Gilliam. Gilliam is the brother of Dakota Meyer, a Medal of Honor recipient and former husband of Bristol Palin.Christy could be driving another stolen vehicle at this point, according to authorities.Christy is also wanted on Pennsylvania state warrants for "burglary, probation violation, and failure to appear for an aggravated assault case," according to the marshals, and threatened to use "full lethal force on any law enforcement officer that tries to detain me."The FBI, US Secret Service and US Marshals Service are seeking the public's assistance in locating Christy, who is armed and dangerous and should not be approached.
