(CNS) -- Police Friday announced the arrest of a 54-year-old Poway man on suspicion of killing a young woman in Carlsbad 33 years ago.James Charles Kingery was arrested Wednesday in connection with the sexual assault and murder of 26-year-old Julia Hernandez-Santiago, whose body was found on Oct. 10, 1987, on an ivy-covered embankment in the 2100 block of Alga Road, west of Alicante Road, Carlsbad police spokesman Jodee Reyes said.The San Diego County Medical Examiner's Office determined the cause of death was asphyxiation due to strangulation."Investigators were able to recover several pieces of key evidence at the time; however, a suspect was never identified," Reyes said.Over the next three decades, detectives continued to follow leads and technology eventually helped reveal new investigative angles to probe.Last March, San Diego County sheriff's deputies arrested a man on narcotics and weapons violations and took a DNA sample from him, as required by law based on his alleged offenses, Reyes said. Last May, the sheriff's crime lab notified Carlsbad police that the DNA samples from the 1987 murder case were a match for Kingery.Kingery was booked into the San Diego Central jail around 12:30 p.m. Wednesday on suspicion of murder, according to jail records. CARLSBAD, Calif. — A North County company says it's closing in on the technology to keep lithium-ion batteries from igniting.In the last year, the rechargeable batteries have caught fire in Teslas, E-cigarettes, and smartphones. The incidents led to an emergency ban by the Federal Aviation Administration prohibiting shipping the batteries on passenger planes. "The issue has always been there, but now I think because lithium is so prevalent, we're seeing increased cases," said Jenna King, chief executive of Carlsbad-based Amionix.Kings said the industry has largely focused on protecting the battery from the outside, such as through cooling systems and protective layers. She said the batteries ignite due to an overcharge situation or internal short-circuit. Amionix instead is developing what it's calling SafeCore, essentially a circuit breaker on the inside to keep the battery from igniting. "If your battery management fails, or it's never even active because it's an internal short within the cell, our technology is going to protect you," King said. King said Amionix is now working with companies across industries to make sure their product works with their technologies. She declined to specify the companies but said they are well-known. She hopes to have the safety product in consumers' hands by next year, noting that it's inexpensive to manufacture and therefore should have a negligible impact on consumer prices. 1445

"Who can shout the loudest," was what Carlsbad?Mayor Matt Hall said happened at City Council meetings. "That's not what's best for government, you try to engage as many people as possible," saying the silent majority often went unheard."Their vote goes straight into the elected official's ear, and then the elected official is held accountable because they know how their constituents are voting," COO of Voterfied Lee Ann Allman said.The tool was created when Michael Allman ran for Congress. He wanted a way to easily plug in and crowd source, to discover the needs of the people.Voterfied reached out to Hall first and he held onto the experiment with both hands, "everybody has this equal opportunity, they can hear my voice and I can hear their voice." Lee Ann Allman said there is also an educational component to the tool, "there are links to articles so if a voter wants to find out more about something they can click on the link,"The tool is hack proof and compares information you input to the voter registry, focusing the questions they push out on specific residents.In the six or more months Hall's been testing Voterfied, Carlsbad is already seeing an impact. CARMEL, Ind. -- A 22-year-old man stole a popular English bulldog from a family's yard last year, leading to a social media campaign to try and find him, police say.Reid Albrecht, 22, is accused of stealing a bulldog, named Gus, from a yard in the 3000 block of Hazel Foster Drive. The theft happened in October 2017. During the Carmel Police Department's investigation of Gus' disappearance, multiple people said they remembered seeing Albrecht with a bulldog that matched the description. Albrecht had been telling people he adopted the bulldog from the Humane Society, but neither the Indianapolis nor the Hamilton County Humane Society had a record of him adopting an animal.Albrecht was known to live with his father at a house about 1,000 feet from the victim's house.At the time of his arrest, Albrecht was in jail serving a 180-day sentence for possession of a controlled substance and possession of marijuana. The Facebook page "Gus is Missing" has nearly 1,900 likes, with many people sharing and commenting that they hope Gus will be returned to his home.
