Wisconsin and Pennsylvania, two of the most important states in this year’s presidential election, are still waiting on a large number of ballots, and voters are running out of time to return them to election officials.As of Friday morning, election officials in Wisconsin were still awaiting 200,000 mail-in ballots, which must be received by Tuesday evening in order to be counted in this year’s presidential election.By comparison, the presidential race in election was decided by 23,000 votes in 2016.Earlier this week, the Supreme Court denied Democrats who asked for ballots that are postmarked on time but not received by Election Night to be counted. Election officials in Wisconsin say that mail delivery could take up to one week, so for those who have yet to return a ballot, they should do so at a county clerk’s office.“The absentee by mail deadlines in law don’t correspond with the amount of time it may take to receive and return your ballot by mail,” said Meagan Wolfe, administrator for the Wisconsin Elections Commission. “That is why the Wisconsin Elections Commission since the start of the pandemic earlier this year has been urging voters who wish to vote absentee by mail to request them as soon as possible.”In Pennsylvania, the state has mailed out 3 million ballots to voters, said Secretary of State Kathy Boockvar. Of the 3 million, some 27% were yet to be returned. Boockvar is recommending voters in Pennsylvania utilize drop boxes throughout the state in order to have their vote tabulated.The Pennsylvania Supreme Court extended the deadline for the state to receive ballots to November 6. Republicans appealed to the US Supreme Court, but the high court refused to overturn the state ruling.There are also questions about how long it will take in Pennsylvania to tabulate mail-in votes. Boockvar is urging counties to begin counting on the morning of Election Day, which is the earliest by law officials can begin counting."We are directly reaching out to the counties to explain why it matters to get started with pre-canvassing on Election Day, even if they can only do part of it," Boockvar said. "The overwhelming majority of counties are already planning to start pre-canvassing mail ballots the moment they can. I urge those few counties thinking about waiting until after the election to reconsider." 2349

When Sgt. Brian Maynard pulled over Laura and Jimmy Baker, he was preparing to deliver a ticket. Instead, the state trooper summoned an EMS team, which delivered the couple's baby girl on the side of North Carolina's US 64 highway.It all began Saturday night in suburban Raleigh when Laura Baker got in a minivan with her husband for a visit to the hospital to check on some contractions she'd been having. Then, 10 minutes into their drive, she suddenly went to labor."I said, 'I cannot control this, we're not going to make it there,'" Baker said.So when her husband spotted Maynard's patrol car, he did everything he could to get the officer's attention, speeding and flicking his lights."As soon as we pulled over, my water broke," Baker said. "And my husband jumped out with his arms up, saying, 'My wife's in labor and I really need help.'"All three knew they didn't have time to get to a hospital. Maynard called the EMS team in nearby Wendell but was prepared to do the job himself."I said, 'OK, well, we're going to do this right here, me and you,'" he told CNN affiliate WSOC.So Baker's husband and Maynard held the mother's hands and urged her to wait for the EMS team."My husband and the trooper were nervous, because they certainly weren't prepared," she said. And when the EMS team arrived, everyone realized they couldn't get Baker on a stretcher. So she delivered in the front seat of the van.It was this team -- as well as the trooper's assistance -- that Baker said she's most thankful for."Without them, I don't know how successful it would have been," she said. "It was maybe a five-minute experience, but a vital five-minute experience. [The EMS team] did everything to make sure it was sanitary and healthy."Baker was taking her baby, Halyn, home Monday and was planning on paying a visit to the EMS team that helped keep her infant daughter healthy throughout the delivery. She doesn't know much about the EMS crew, but she'll be looking for Charlie and Danny, who held her hands throughout the birth and walked her through every step."She was born outside in 40-degree weather, but she's a perfect, healthy little girl," she said. With a growing number of Americans getting tattoos, there is also a larger number getting them removed. New technology is allowing the process to be more complete with less scarring and blistering.  In some ways, users believe it can undo bad choices.A recent Harris Poll shows tattoos are particularly prevalent among younger generations. About half of millennials and a third of Gen Xers say they have at least one, compared to just 13 percent of Baby Boomers. One in eight millennials have regrets about at least one tattoo. The men who own and run "ReversaTatt" David Cope and Wesley Henderson, say they are helping people erase those regrets, one laser session at a time.When a person gets a tattoo, it's a memory of the start of a chapter in life.  They can remember the whole experience of choosing the design and the placement.  In some ways, the laser can offer a page turn into a new chapter: one without that tattoo.Two women, Stephanie Goodman and Stephanie Gray, each came to ReversaTatt recently seeking tattoo removal assistance."They all came from different places and they all have different meanings, but I'm going to keep all these ones, they're not going anywhere," explained Gray.  Gray came to ReversaTatt for her first session to remove a design along her neck.  She says the story why it's coming off is private, but she would like this tattoo to disappear."It was a name, yeah, so it's going to be gone," said Gray.After a consultation, Cope points the PiQo laser at her neck and says, "here comes the heat." In 13 seconds, he backs off. The first treatment is done.  While the pain is a bit more intense than getting the tattoo, according to Gray, it's over quickly. "It was nothing," said Gray."The red from this little stripe here is completely gone," said board certified physician assistant David Cope, pulling up his sleeve and pointing at part of his tribal arm band.  Cope said he got his own tattoo when he was in a medical program as part of a pact to finish. Now, years later, he was encouraged by patients to remove the tattoo to understand the procedure better, so he agreed. "This is kind of an ink explosion kind of feeling in your skin, so it's not just something you've felt before," said Cope.Now, on his second session, parts of the tattoo have completely disappeared and others have started to fade. Getting a tattoo removed by their PiQo laser requires short sessions, a month or so apart, five to 12 times over. Laser tattoo removal clients are 70 percent female, according to recent studies. A Harris Poll of U.S. adults surveyed online in 2015 showed 47 percent of millennials and 36 percent of Gen Xers have at least one, and they're exponentially more likely than their elders to have multiple.  Tattoo removal clinics have grown by 400 percent in the last decade.Click here for FDA suggestions regarding health and safety regarding tattoo removal.ReversaTatt says the laser they use does not cause blistering or scarring like previous methods. When you decide to live in the desert, you most likely understand some of your neighbors will be scorpions.But, a Phoenix woman says her apartment complex near is being overrun by scorpions.She asked KNXV to get involved after she said the management of the Banyantree Apartment was not helping. "That's it when it was by the wall," said LaPorsha Jones, as she showed pictures of scorpions on her phone.Jones said she has lived in the complex since April, and has found dozens of scorpions on her own. She even sought out help from pest control workers on the property. She says they told her something shocking."He caught 1,052 [scorpions] and he said, that's not even half of them," Jones said.On top of the scorpions, we noticed more problems all across Jones's apartment.There was what appeared to be black mold in the bathroom, and more in the window sill in the living room. She pointed out brown water leaking from her refrigerator, and told us she got sick from using the tap water to cook. She now uses only bottled water. Jones said she had asked management to fix all of these issues, as well as the scorpions, but nothing has been resolved.So, our reporter walked into the office and asked for the manager.A woman sitting at the front desk went to get her, but about a minute later there was a major change in tone. That same woman told our crew there would be no interview. They gave us a number to call for a comment, but after calling and leaving a voicemail, no one ever returned our calls for answers.So, we took action and went above their head to get help for this woman. While most performers have had to shelve public performances during the coronavirus, musician Trey Songz performed at a nightclub in Columbus, Ohio, on Saturday.According to Trey Songz’s social media accounts, he performed at the Aftermath Nightclub on Saturday.While in normal times, the concert wouldn’t be newsworthy, the performance prompted Columbus City Attorney Zach Klein to order the nightclub temporarily closed, claiming the concert violated state COVID-19 requirements. He issued a restraining order against the club on Tuesday. Klein says the order will be effective until the case goes before a court, which he says could come on December 17.Ohio currently requires people in public indoor spaces to wear masks unless they’re actively eating or drinking. Klein said that the nightclub disregarded the mandate, based on an investigation by the Ohio Investigative Unit. His office estimates that 500 people were attendance at the concert.“Last weekend’s indoor concert at Aftermath was in blatant disregard of COVID-19 health orders and social distancing best practices,” said Klein. “We are in the middle of a surge in coronavirus infections, yet the owners of Aftermath planned to continue hosting large-scale events at their venue, including this upcoming weekend. In the interest of community health, we secured an immediate shutdown of this property.”Videos shared on Instagram from attendees of the performance showed hundreds of people congregated around the stage standing shoulder to shoulder, with few people wearing masks.In October, Songz posted on Instagram that he had tested positive for the virus.
