SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday.The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured.After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2919

SAN DIEGO (KGTV) - Rising temperatures are increasing the wildfire danger in San Diego County. Monday morning's fires near Webster are the third group of fires sparked by homeless people in a matter of months. Neighbors in the area say they are getting nervous. Edna Wallis has been living in her home for three years. As the weather heats up, she says the brush behind her home becomes a safety hazard. "I start rinsing the patio when the days are extremely hot and dry," says Wallis. "We rinse it, but it's not much."Less than five minutes from her home, a fire sparked off Home Avenue early Monday morning. Among brush and a lot of trash, crews worked to put out the flames that started inside of a homeless encampment. "I'm nervous. I'm very nervous because I'm very close to this area," says Wallis. "All of the neighborhood is dry."There have been other fires in the area as well. A homeless camp caught fire near I-805 and I-15 last week. A blaze also sparked in the same area in March. This fire slightly backed up traffic as crews work to put the flames out that started inside of a tent. SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Most people weren’t wearing masks and not many people were practicing social distancing.RELATED: Concerns over mass crowds gathered for religious gathering at beachThe event was organized by Worship Leader Sean Feucht, but the State Parks Department said the event did not have a permit.That gathering is the type of mass-attendee event that county officials and other local leaders are working to avoid.Earlier this week, county officials warned three local churches after it was reported they were still holding services indoors – a violation of the state’s guidelines for places of worship.In response to the weekend beach gathering, City of Encinitas officials sent ABC 10News a statement saying they are offering temporary commercial use permits for religious services, fitness classes, or other similar types of activities in outdoor recreational areas.RELATED: Health officials warn local churches about holding indoor servicesSeveral weeks ago, Poway leaders launched their own initiative to allow for outdoor operations. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. She’s asking the board to approve a similar plan allowing businesses and places of worship to use county parks.The issue will be discussed next week. 2227

SAN DIEGO (KGTV) - San Diego Police investigated in Little Italy Saturday the suspicious death of a woman who appeared to be homeless.Officers received a 911 call at 3:42 a.m. reporting a body found at West Hawthorn and State streets, just west of Interstate 5.The woman appeared to have traumatic injuries but investigators could not immediately determine the source of them.The victim, who has not been identified, was in her 40's or 50's.Anyone with information regarding this incident is asked to call the Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 586
