On its website, organizers with the American Bar Association (ABA) said the decision to cancel was made "as a result of the large number of speakers and attendees who were compelled to cancel their participation due to travel restrictions put in place by employers." The institute will not be rescheduled, according to ABA. The organization said refunds are being processed to attendees, but any travel reservations made will have to be handled individually.Leaders of the Experimental Biology conference set to take place April 4-7 canceled the massive gathering over COVID-19 as well. The conference expected more than 12,000 attendees at the San Diego Convention Center.The 2020 CIE Summit business technology summit at Marriott Marquis San Diego has been rescheduled from March 18-20 to Aug. 12-14 "out of an abundance of caution," organizers say.Organizers with the Future of Individualized Medicine 2020, scheduled for March 12-13 at the Scripps Institution of Oceanography, also canceled their event "based on concern for the health of our registrants, speakers, exhibitors and staff."The American Association for Cancer Research's annual meeting set for April 24-29 has been canceled. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. SAN DIEGO (KGTV) -- Steele Canyon High School is one of two evacuation sites run by the American Red Cross for people affected by the Valley Fire, but they're not housing people like they normally would. Instead, they're acting as a resource facility for families like the Roberts'."Mine was one of the only houses in the neighborhood that went up," Alana Roberts said. Her weekend was turned upside down when she got word of the Valley Fire, which went from 100 to more than 10,000 acres in less than 48 hours, claimed her home. "I was in Oceanside and we raced to get in and as soon as we were in our truck, cops said 'you need to go now'", Roberts recalled.She was able to gather just a few belongings. "It was me and my husband who went in and grabbed what we could and let animals free. I had chickens and I couldn’t get them all."And now, she's one of the dozens of people seeking relief and a place to sleep at one of American Red Cross' evacuation sites."Someone gave me dog food, food for the kids, and we have the restrooms so we can kind of wash up." These sites typically provide shelter for families seeking relief, this time around, they couldn't."Outdoor sheltering is basically what we’re doing, people are in the lots in their cars and are acquiring hotel vouchers to put people in lodging," said Earl Potts with the American Red Cross. So far, 60 people have received hotel vouchers but last night they ran out, forcing people like Roberts to hunker down in their cars, trailers, and RVs. "We figure the family will stay together, and hunker down together."The Red Cross said as the holiday weekend comes to an end, they're hoping to get at least 200 more rooms available. "We’re able to provide meals at certain times of day and a place to park and sleep which makes it less but more of a priority situation."Alana said she's just thankful her family is safe and is going to return to what's left of her home once they're given the go-ahead."I don’t know if its truly set in. This morning my husband made me coffee and I thought about my brand new coffee maker I got for Christmas. I get camping coffee to drink now, I don't think it's really set in." 2179

SAN DIEGO (KGTV) — SeaWorld guests are getting their first look at a sea otter pup recently rescued in Alaska and taken in by San Diego staff for care.Cinder, an orphaned sea otter brought to SeaWorld earlier this month from Alaska, has nearly doubled in weight and has been hitting all the developmental milestones for her age, the theme park said. Veterinarians have been caring for the pup around the clock, the park says, and she has been adjusting well to her new home.RELATED: Orphaned sea otter pup brought from Alaska to SeaWorld's careCinder is viewable just in time for Sea Otter Awareness Week. SeaWorld keepers will be hosting presentations about otters and ways to public can help in their care in the wild through Saturday.The young pup arrived at the Alaska SeaLife Center underweight and dehydrated, before being transferred to San Diego. Cinder's now weighs a little more than 10 pounds, feeding on a special sea otter milk formula every three hours.Guests can view Cinder periodically throughout the day at the Otter Outlook nursery.The U.S. Fish and Wildlife Service has deemed Cinder non-releasable, so SeaWorld's Animal Rescue Team and veterinarians have provided constant care. She is expected to be introduced to the park's other resident female sea otters — Mocha, Coco, Clover and Pumpkin, who range in age from five to nine years old — who were also orphaned. 1393
