SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers. The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since. The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. Last month, the program added six new positions as the city and county aim to restore its effectiveness to a level similar to earlier in the decade.``Our region needs action tackling the challenges of providing mental health services and this city-county collaboration is critical to helping meet that need,'' Fletcher said. ``Teams of trained medical and mental health professionals from the county and city through the Resource Access Program can quickly take action to help people experiencing a behavioral health emergency. This partnership exemplifies a great spirit of cooperation and progress.'' 1926

SAN DIEGO (CNS) - San Diego County public health officials confirmed 279 new COVID-19 cases and one additional death Sunday, increasing the region's totals to 46,610 cases and 776 fatalities. The one death was a woman in her late 70s who had an underlying medical condition. One new community outbreak in a business was confirmed as of Saturday. From Sept. 20 to Sept. 26, 18 community outbreaks were confirmed. The number of community outbreaks remains above the trigger of seven or more in seven days. The county reported 8,550 tests as of Saturday and the percentage of new laboratory-confirmed cases was 3%.The 14-day rolling average percentage of positive cases is 3.3%. The target is less than 8%. The seven-day daily average of tests was 8,483.San Diego State University reported 25 new cases of COVID-19 on Sunday, bringing the total number of cases to 1,072 since Aug. 24, the first day of instruction for the fall semester. The new totals reported by Student Health Services reflect numbers as of 6 p.m. Saturday.Of the students living on campus, 385 have tested positive and students living off campus totaled 666 positive cases, health services said. A total of eight faculty or staff members have tested positive and 13 "visitors," people who have had exposure with an SDSU-affiliated individual, have tested positive. The number of confirmed cases was 1,030, with 42 probable cases. The information is based on cases reported to Student Health Services by an individual or by a public health official. As more private labs are administering tests, there is a possibility that not all cases are being reported to Student Health Services.Of the total number of cases in the county, 3,497 -- or 7.5% -- have required hospitalization and 816 -- or 1.8% of all cases -- had to be admitted to an intensive care unit.Under state monitoring metrics, San Diego County is currently in the second tier, or the red tier. The county's state-calculated, adjusted case rate is 6.9 per 100,000 residents. The testing positivity percentage is 3.8%.The California Department of Public Health will assess counties' status with its next report scheduled for Tuesday. 2162

SAN DIEGO (CNS) - The discovery of an unidentified and potentially suspicious object on the grounds of Lindbergh Field Monday prompted the evacuation of a non-public operations structure until a bomb squad determined that there was no safety hazard. The security measures at the Delta Cargo building on the southeast side of the bayside international airport began about 1:30 p.m., San Diego Harbor Police Lt. Victor Banuelos said.Officials cleared all workers out of the Airlane Road facility and called in the Metro Arson Strike Team, which determined that the object was harmless. The evacuation order was lifted about 3 p.m., according to Banuelos.RELATED: Suspicious packages found near San Diego Union-TribuneThe lieutenant said he had no description of the errant item that prompted the investigation.Operations at the rest of the airport continued normally during the incident, Lindbergh spokeswoman Rebecca Bloomfield said. 939

SAN DIEGO (CNS) - The Board of Supervisors voted unanimously Wednesday to approve million in aid for businesses affected by San Diego County's slide into the most-restrictive purple tier of the state's four-tiered coronavirus monitoring system.Greg Cox and Nathan Fletcher, co-chairs of the County of San Diego's COVID-19 Subcommittee, proposed making million in general funds available to provide relief to businesses negatively impacted by the indoor closures mandated by the purple tier."Due to the massive spike in COVID-19 cases and very concerning increases in hospitalizations we have to take action to slow the spread in San Diego County," they said in a joint statement. "Through no fault of their own, COVID-19 highest risk entities have to stop indoor operations. While we know this step is vital to help slow the spread in our community, we want to step up and help those impacted..."Our goal for the million is to provide relief to restaurants, gyms and other entities that have been directly impacted by the indoor closures due to our county's purple tier status. We want to provide this critical relief to them as our community works to slow the spread and stop the surge of COVID- 19 cases."Funds will also be available for event businesses, such as caterers and party planners.Cox, board chairman, said during Wednesday's virtual special meeting that providing the right critical relief for businesses is a priority."I realize we're in a situation none of us created," he said. "We want nothing more than for businesses to get back to normal, but this is one small step we can make to help them hang on."Supervisor Jim Desmond, described the funds a much-needed bandage for struggling businesses, but not a solution. "These businesses aren't looking for a hand-out; they just want to get back to work," the board vice-chairman said. The funding will be divided evenly between the five supervisorial districts -- with each receiving about million. The county will accept applications for the funds. Information on how to apply can be found online here. 2089
