SAN FRANCISCO (AP) — Gov. Gavin Newsom declared an emergency Tuesday over wildfires burning throughout California as the state's power grid operator pleaded for continued conservation to avoid rolling blackouts. The grid operator praised residents and businesses for astonishing conservation efforts that kept the power on Monday night. The state is in a days-long heatwave that has stressed the electrical system and resulted in rolling blackouts over two nights last weekend. Outages, excessive heat, wildfire and the pandemic have people on edge. Evacuations were in effect or growing in several Northern California communities because of growing fires. (KGTV) - A new website from the City of San Diego's Planning Department is asking residents to help re-imagine the Clairemont neighborhood.Clairemontplan.org is like an online public meeting, where people can look at different ideas for adding housing and retail to the neighborhood and weigh in on which ones they like the most."We understand not everyone can make an in-person meeting at the time we schedule it for or attend a city council hearing in the middle of the day," says City Planning Director Mike Hansen.As MTS builds a new trolley line through Clairemont along the I-5, the area is coming up with a new community plan. The city wants to add housing and retail to the area to help meet new goals for housing, transportation and climate change.To do that, they're looking to add density to the neighborhood.The website identifies eight areas of Clairemont that could be redeveloped. It asks users to make changes to at least three areas while adding 5,000 new homes. At least 40% of the houses need to be near the trolley.To help, it offers basic renderings of what different development could look like in each neighborhood."We wanted to try to find something that allowed people to get into the weeds if they wanted to," says Tait Galloway, the Program Manager who helped design the website. "But, this still allows them to do it within 15-20 minutes."The website will be available until March 14th. After that, the answers will be collected and used as the city devises the new Clairemont Community Plan. San Diego (KGTV)- For weeks, the pandemic left nursing students at CSU San Marcos in limbo when it came to completing their graduation requirements. Now, thanks to the county, the students can get their clinical hours.When the pandemic hit in March, nursing students were forced out of public health facilities to get their hands-on experience for their classes.“We didn’t know when we were going to go back, and it was halfway through the spring semester,” says nursing student Winter Minton.Minton will be graduating from CSU San Marcos in the spring.The nursing student says for weeks, students were unsure about how they would obtain their clinical hours. A total of 135 hours are needed for two classes.“When we were ready to go back, the county was not willing, ready to have nursing students on site at all,” says Course Coordinator Madelyn Lewis.In August, the county opened a COVID-19 testing clinic on campus and allowed nursing students to work on-site. The students assist patients with self-administered COVID tests while wearing full protective gear.“Not only does it benefit us, but it benefits so many people,” says Minton. “I heard people driving all the way down from Irvine or Fullerton just to get the exam done.”Minton says the walk-in clinic sees more than 300 patients a day.The testing site is open to the public seven days a week. 1363

Now, posts with the tag #IAmVanessaGuillen are circulating online, as people share their own stories of sexual assault in the military.Billiekai Boughton with the San Diego Women Veterans Network said any conversation like this can bring up hard memories for female veterans. She said while many women have a positive experience in the military, four out of five females report harassment or assault. The goal of her group is to support women through any of this pain. She says this is important in a community like San Diego which has about 26,000 female veterans.“For those of us who have been in the military and have had negative experiences, this can be a memory (sic) of feeling unsafe,” said Boughton.The group’s website says the most common request of women veterans in San Diego is to meet other women veterans. Their primary goal is to create a community for female military veterans, while also encouraging community service and policy change, which encourages and embraces the positive traits female vets have to offer.“Our friends remind us how strong we are. SAN DIEGO COUNTY (KGTV)-- While most beaches in San Diego County are entirely closed due to the Coronavirus pandemic, Coronado, Torrey Pines, and Oceanside do not have hard-closures. However, most of the visitors at the still-open beaches were doing their part in maintaining proper social distance. Get out and stretch out. Many people found one of the rare places in San Diego County to do so: Coronado Beach. "All the gyms, and everywhere you can get a little exercise, are closed," Manhattan Beach resident, Ryan Darling said. "I actually came out just to stretch my legs a little bit and get out of the house to do some lunges." Darling is visiting a friend in Coronado. He was worried the beach here would be packed. But many are finding it to be pretty mellow. "It's just as nice to see that it's not crazy on this nice, beautiful Saturday," Coronado resident, Brenda Byrnes said. Coronado Lifeguards periodically make announcements over the loudspeakers to take enforcement to the next level. "We're trying as hard as we can to keep the beach open. So we ask that you guys remain in motion," lifeguards said. If they see anyone loitering, sunbathing, or quietly sitting on the sand, they tell them to get a move on. It's a message most people seem to be following. "I went the whole way, and we just wave hi to one another from six feet and keep going," Darling said. The same goes for Oceanside. The beaches there have similar soft-closure rules. The parking lots, Pier, picnic areas, and playgrounds are closed. Congregating is strictly prohibited. These cities are following State guidelines practiced at Torrey Pines State Beach. Parking lots are closed, so visitors must hike into the beach. But some fortunate folks found street parking. "It's our lucky day!" visitor, John Hughes laughed. "Get out, get some sun, and then we'll go back home and hibernate."So far, visitors at the still-open beaches seem to be taking social distancing seriously. It's because if they do not, they know this luxury may be taken away at any time. "I hope they remain open, and to be used just the way they are right now," Byrnes said.
