SAN DIEGO (KGTV)- Proposed plans to restore the Mission Bay wetlands have been released by the group ReWild Mission Bay.Organizers say those plans would include moving a popular campsite in the area. The “Campland on the Bay” site would have to be relocated after 50 years.Neighbors who live near the area say the possible move is disappointing. “I was just telling my sister who is out of town this place is legendary. People come here all times of the year.”Managers at the campsite say they’ve extended their lease another five years but it could change depending on the project.Organizers of the expansion say the existing wetlands in Mission Bay may not be here in years to come.“The way it is now wetlands will be overtaken by sea level rise,” says Jim Peugh with the San Diego Audubon Society. “One has to plan ahead to make sure we have wetlands in the future.”Those plans would include giving tourists and locals easier access to the land. It will also give wildlife a larger nesting area.A statement from Campland on the Bay says in part:“We remain hopeful the City will continue to provide this amenity for local residents for another 50 years. The public does not have to choose between waterfront camping and wetlands – both uses can support one another as Campland has proven for the past half-century.”Organizers of the expansion says there is no exact timeline on when restoration will take place. SAN DIEGO (KGTV)— The City of San Diego announced Friday it would be shutting down its reservoirs an additional weekday each month in response to a 3 percent citywide budget cut.10News heard complaints from Steve Gordenker and his buddies, all regulars at El Capitan Reservoir. “The summer months, I am here Friday, Saturday, and Sunday, every weekend,” Gordenker said. As competitive freestyle jet skiers, El Capitan is their home turf.“More time on the water equals results,” Gordenker said. When the City of San Diego announced it would be closing El Capitan on the first Friday of every month, they were devastated. “If we are not able to come on Fridays, then that limits us to two days a week,” Gordenker said. “And the problem is this is our only freshwater lake in San Diego County.”Their only other option is to visit San Diego Bay. Gordenker said salt water is much harsher on their jet skis and makes it costly to maintain. That is why they chose to practice at the freshwater reservoir.El Capitan is one of eight city-operated reservoirs that will be closed an additional weekday, starting July 1.The closures are as follows:Barrett – Closed the first Wednesday of each month.El Capitan – Closed the first Friday of each month (starting August 1, 2019)Hodges – Closed the third Wednesday of each month.Miramar – Closed the first Tuesday of each month.Murray – Closed the second Tuesday of each month.Otay, Lower and Upper – Closed the second Wednesday of each month.San Vicente – Closed the second Friday of each month.Sutherland – Closed the third Friday of each month.“It doesn’t even really make any sense,” El Capitan concessions manager Stacy Foster said.Foster works for an independent contractor, Rocky Mountain Recreation. They provide concessions for most of the city’s reservoirs. If the lakes close, Foster doesn’t get paid. “If they still have to pay the city workers and they are losing the revenue of the people that are coming in, they are not saving any money. They are losing money,” Foster said. According to a city spokesman, maintenance and water staff will keep their hours because their duties fall under a separate budget. However, recreation-related workers will be affected by the closures because their duties fall under the 3 percent general fund budget cuts.Out of the eight reservoirs, El Capitan is the only one to close starting in August.“It is going to start in July for the other lakes, but here we were able to push it to August because it’s Fourth of July weekend,” said Foster.Foster said their lake keeper was able to negotiate the start date since the closure would have fallen under one of the busiest weekends of the year. Still, she is worried that the sudden change in schedule will inconvenience regulars. “When they have a truck and a trailer with a boat on it, there is no place for them to turn around back there, so it is going to be a mess,” Foster said, pointing toward the gate.As for Gordenker, he said he is disappointed. But he said it could be worse. “They could turn the whole program off if they wanted, so we are fortunate to at least have two days.”The closures are in effect for the next year. 3174

SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

(KGTV)- Video of a disturbing racist rant was captured in downtown San Diego Tuesday, and the man who experienced the verbal attack is sharing his story.Rodney Jackson was working as a security guard outside of the Pinnacle on the Park apartment complex in the East Village when an unidentified woman began hurling racial slurs at him.“I was trying my best to diffuse the situation, and she just continued to antagonize,” said Jackson. “It kind of caught me off guard because I’ve never dealt with anything like that before.”RELATED: Mother responds to video showing woman hurling racial slurs at son (VIDEO)In the video he recorded, the woman repeatedly attacks Jackson with racial slurs, even after he asks her to stop.“I started recording just to save myself because of everything going on,” he said.The unprovoked verbal attack happened in the early morning hours on Tuesday.Jackson said the woman was kicked out of a party at the high rise.“She went outside and started arguing with some people walking back, I asked her to come in the building, and I’ll call her a cab,” he said.He said she appeared to be intoxicated and suddenly directed her anger at him.“I told her again, ‘I called you a cab, but I don’t agree with the way you’re calling me all these different names’ and she just continues.”The video shows the woman calling Jackson the N-word repeatedly during the confrontation.“If you’re going to act like a n-----, then I’m going to call you n-----,” the unidentified woman shouts at Jackson. “I don’t [expletive] care!”Jackson remains calm and composed as the woman continues to harass him.“My mother and my grandmother, they raised me never to let anyone get me too upset to where it gets me out of character or changes the person that I am,” he said. “They raised me to be a strong black man.”Jackson said he grew up in National City in a multi-cultural neighborhood, and this was his first time experiencing something like this.“I’ve never looked at people by their color,” he said. “I played semi-pro football for a San Diego team, and we had people from all kinds of ethnic backgrounds, and we’re all just a family.”Jackson’s brother and mother shared the video on social media to highlight the issue of racism.He said he hopes the painful video will serve as a reminder that racism does still exists, even in that community.“Be open-minded and accept people for who they are. The stronger everyone comes together, the better the world will be,” he said.He wants anyone who has experienced racism to remember this: “Stand strong for yourself and don’t ever let anyone belittle you or make you feel like less of a person.” 2669
