SAN DIEGO (CNS) - Gov. Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. "Mr. Cecena has additional work to do in this area before he can be safely released."Cecena's next parole hearing is in December 2021.In 1979, he was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting."This defendant killed an on-duty police officer in cold blood and in spite of his claims to the contrary, he once again lacks honest insight and remorse into this heinous crime," District Attorney Summer Stephan said. "We appreciate the governor's thoughtful analysis and ultimate decision to reverse parole and safeguard the public. Officer Buggs was one of the first African- American police officers in San Diego and he was a hero to his family, his law enforcement colleagues and to the entire San Diego community. SAN DIEGO (CNS) - An emaciated dog found Friday in Bandy Canyon remains in critical condition but has shown some signs of improvement, the San Diego Humane Society's animal care staff reported today.A county resident brought the 2-year old male pit bull mix to the Humane Society's Escondido campus after finding him extremely dehydrated and cold, with pressure sores on his hips and knees. Humane Society veterinarians are working to feed and re-hydrate the dog slowly so as not to damage his body in its current fragile state.According to the organization, it could take between seven and 10 days for the dog to turn a corner and begin to recover. Humane Society staff are hopeful that will happen."When I found him he was extremely lethargic and weak,'' said Humane Society Law Enforcement Sgt. Lauren Monreal. "He's since received fluids, some electrolytes and ... even despite his horrible condition, he wags his tail.''The organization's Law Enforcement unit opened a felony cruelty investigation on Friday into the dog's abandonment and who may be responsible. SAN DIEGO (CNS) - Authorities reached out to the public Wednesday for help in identifying a man seen fleeing the scene of a deadly shooting in the Chollas Creek neighborhood.Officers responding to reports of gunfire near Colina Park Golf Course about 2:30 p.m. Friday found 26-year-old Lazaro Orozco mortally wounded in the 4000 block of 52nd Street, according to San Diego police. Medics took Orozco to a hospital, where he was pronounced dead.A man believed to be the shooter was seen running out of the area to the west following the shooting, Lt. Matthew Dobbs said.The suspect was described as a roughly 5-foot-7-inch Latino in his 20s or early 30s, wearing plaid shorts, a white shirt, a blue jacket, white tennis shoes and what appeared to be a cast or bandage on his left arm.Investigators believe the deadly shooting occurred during a roadside fight between the two men. SAN DIEGO (CNS) - Masked intruders threatened a couple with guns and slashed the male victim with a knife today during a daybreak residential robbery in a Corridor-area neighborhood.The 27-year-old man and 20-year-old woman awoke at their residence in the 3200 block of Bramson Place about 6:30 a.m. to find the thieves next to their bed, pointing guns at them and demanding valuables, according to San Diego police. One of the intruders held a knife to the man's throat, Officer Robert Heims said.During the robbery, the male victim suffered several cuts, Heims said.Details on the severity of the wounds were not released.The thieves stole an unknown amount and type of items from the couple before fleeing, according to police. 738
