When Beto O'Rourke opened the first Democratic debate by answering a question about tax rates in Spanish, he appeared to get some shade from Sen. Cory Booker.The New Jersey Democrat initially looked taken aback, impressed or jealous at the power move, which highlighted O'Rourke's ability to speak the language fluently and may have distracted from the fact that he could not or would not answer the specific question about whether he would support a 70% top tax rate.But maybe Booker was just frustrated that he didn't get to speak Spanish first. He pulled out his own language skills a short time later when the subject turned to immigration.One of the moderators, José Diaz-Balart, got in on the act as well, asking O'Rourke a question about the border in Spanish before repeating it in English.After the debate, Rep. Alexandria Ocasio-Cortez called the candidates' answers in Spanish "humorous, sometimes" but said they were "a good gesture to the fact that we are a diverse country.""I loved it, because I represent the Bronx. There was a lot of Spanglish in the building," the progressive congresswoman from New York told Stephen Colbert on "The Late Show." She also joked that because of the "content of the questions," she thought candidates may declare in Spanish, "I will not give you an answer to your question."If the importance of Latino voters to Democrats was in question (it wasn't), the translating Wednesday night was proof that Democrats want to appeal to Latino voters.According to census data collected in the American Community Survey, 21.3% of people in the United States speak a language other than English at home. Most of those, 13.2% of people in the United States, speak Spanish at home.It's larger percentages in some key Democratic states, such as California, which moved its primary to earlier in the process for 2020, and 28.7% of people speak Spanish at home.In Texas, home to both O'Rourke and former San Antonio Mayor Julián Castro, 29.5% of people speak Spanish at home.Castro, by the way, has admitted his Spanish skills are not top rate and he rarely spoke the language at home growing up even though his mother is a native speaker. At the end of the debate, he said one line: his name and that he's running for President. In English, he continued that that's the American dream since his grandmother emigrated from Mexico and now one of her grandsons is running for president and his twin brother is in Congress.O'Rourke learned the language growing up in El Paso, Texas, along the Mexico border. He and Castro tangled at the debate on immigration policy. Castro wants to decriminalize undocumented border crossings.Booker learned Spanish during a language immersion program in Ecuador. Bill de Blasio, the New York City mayor, did not speak Spanish at the debate, but he can.But neither O'Rourke's nor Booker's Spanish was flawless.When asked whether he supported a marginal tax rate of 70% on top earners making more than million a year, O'Rourke began his response in English."This economy has got to work for everyone and right now we know that it isn't, and it's going to take all of us coming together to make sure that it does," he said.He then switched to Spanish, saying, "We need to include each person in the success of this economy. But if we want to do that, we need to include each person in our democracy. Each voter, we need the representation, and each voice, we must listen to."He then reverted back to English for the rest of his remarks.O'Rourke made some notable errors, however. For example, he used masculine adjectives to describe "economy" and "democracy," which are feminine nouns in Spanish and he used the verb "to vote" before correcting himself and using the Spanish word for voter.When asked what he would do on Day One of his presidency if elected, Booker replied in Spanish, "The situation right now is unacceptable. This president has attacked, has demonized immigrants -- it's unacceptable and I will change this one."He then switched to English, saying, "On Day One, I will make sure that No. 1, we end the ICE policies and the customs and border policies that are violating the human rights. You can also go down one of the castle’s ice slides or make a wish at the wishing well. So, how is something like this created? We asked the creator, Annelise Nelson. "We harvest the icicles on site, and they are carefully plucked placed on top of the towers upside down,” Nelson says. “The artificial rain at night helps it grow and increase until it becomes a thick wall of ice, and they create arches, caverns and tunnels." It takes about a month to build on this acre lot. "I really love to see how excited people get," Nelson says. The magic of the ice castle can’t last forever. Two Las Vegas computer programmers have pleaded guilty in federal court in Virginia to charges stemming from illegal video streaming operations.Federal prosecutors say 36-year-old Darryl Julius Polo pleaded guilty Thursday to copyright infringement and money laundering charges while 40-year-old Luis Angel Villarino pleaded guilty Friday to conspiracy to commit copyright infringement.The Justice Department said the Jetflicks and iSttreamItAll streaming operations involved subscription services that pirated entertainment and deprived copyright holders of millions of dollars.According to a Justice Department statement, Polo admitted that one of the sites had about nearly 120,000 television episodes and nearly 11,000 movies and got the content from pirate sites through searches conducted around the clock. iStreamItAll provided members with more content than Netflix, Amazon Prime, Hulu and Vudu, according to prosecutors.Additional defendants in the case resulting from an FBI investigation are scheduled to go to trial in February. 1052

WASHINGTON, D.C. – With bipartisan support, Congress passed its second stimulus package in two weeks on Friday. The latest bill has a trillion price tag, aimed at helping Americans and businesses struggling amid the coronavirus pandemic. About 0 billion is budgeted to go small businesses, 0 billion is committed to major distressed industries, a separate 0 billion was allocated just for the healthcare industry, and the rest will go to covering the expanded unemployment compensation along with direct payments or checks for more than 100 million American adults.“This is an incredibly difficult time for most Americans,” said Amy Hanauer with the Institute on Taxation and Economic Policy. “I think congress knows that and that was reflective in this attempt to get quick money into most people’s pockets.”Hanauer’s team has researched the most common questions around the direct payments, like who exactly qualifies and how quickly can someone expect a check?“I am absolutely certain it will take a few weeks for many households,” said Hanauer. “We know that Americans need this money right now, but it is going to take a while to get sorted.”Hanauer believes it will take at least two weeks, likely three weeks, before checks start arriving. Those checks will only automatically go to people who filed taxes in 2018 or 2019, and only people who use a social security number when they filed. Those who used an ITIN number to file taxes, typically immigrants, do not qualify.Per the Internal Revenue Service's latest guidance, those with a Social Security number who typically do not file tax returns will need to file a simple tax return to receive an economic impact payment. Low income tax payers, senior citizens, Social Security recipients, some veterans and individuals with disabilities who are otherwise not required to file tax returns will not owe tax.In addition, your income is the last determinant on whether you will get a check and how much that check will be.“If your earnings in the year 2020 are under ,000, you as an individual will get some sort of check from the federal government,” explained Hanauer. “If you have earned less than ,000, you should get ,200 for you and up to 0 for each of your children.”The maximum for a couple with two children is ,400, and if they file a joint return, the threshold is 0,000. Technically your qualification for the money is based off your 2020 income, but since no one has or can file a return with that income yet, the IRS is using either your 2018 or 2019 tax return. They will use the latest year on file. Many have wondered what will happen if you have a significant change in income in 2020. If you suddenly make over the ,000, and you were below it in 2018 or 2019, the government will not force you to pay the money back.
