SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state. SAN DIEGO (KGTV) - At least two people suffered major burns in a boat fire off the coast of San Diego late Saturday night, according to Coast Guard officials.Two patients were critically injured and were flown from the boat by helicopter and have been transported to the hospital. The total number of patients at this time is unknown. SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110
