CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. CARACAS, Venezuela — Six American oil executives held for three years in Venezuela have been found guilty of corruption charges and immediately sentenced to prison.The judge’s ruling Thursday came with sentences of more than eight years for each defendant.The verdicts dashed the hopes of relatives for a quick release that would send the men home to the United States.The so-called Citgo 6 had been lured to Venezuela three years ago for a business meeting and arrested. CAMPO, Calif. (KGTV) — Extreme heat swept through San Diego County Friday, with many areas reaching triple-digit temperatures. But some residents said they were more miserable than usual, as their power was shut off for half the day.The heatwave is here, and for those living in the deserts, things are just unbearable."My swamp cooler is going 24 hours, and I've got my ceiling fan going!" Campo resident Karen McIntyre said.But McIntyre says she is one of the lucky ones. She is worried more about her family living in Lake Morena, who, for about half the day, did not have any power."During the middle of a pandemic, during the middle of an extreme heatwave, they still send out notices advising them that they're going to be turning the power off today!" McIntyre said about her power company, SDGE.Although dated July 27, McIntrye says her family in Lake Morena received a letter from SDGE explaining the planned power outage on July 30, less than 24 hours before the planned outage. She said she had to scramble to get her two-year-old niece a place to cool off."She has a medical condition where she has to have her oxygen," McIntyre said. "She's on a feeding tube, and she has to stay in a cool house. And going out to another place or another home is stressful for her."The County has set up a few Cool Zones in East County. But McIntyre says her family and many others do not have the means to get there."That’s still too far away for a lot of people who have limited transportation," McIntyre said.SDGE says due to the extreme heat, it canceled all non-critical planned outages for Friday and the weekend.
