HONOLULU (AP) — Hawaii's governor says that starting Oct. 15, travelers arriving from out of state may bypass a 14-day quarantine requirement if they test negative for COVID-19.Travelers will have to take the test within 72 hours before their flight arrives in the islands.The governor, David Ige, says drug store operator CVS and healthcare provider Kaiser Permanente will conduct the tests as part of an agreement with the state.Travelers will need to be able to show proof of their negative test results from a CLIA certified laboratory. Those who can’t will be required to quarantine for two weeks or until they can provide proof of their test results.Ige said in a press release that the new pre-travel testing program “is an important step toward reviving our economy while continuing to protect public health.”Earlier this year, Hawaii had plans to start a pre-travel testing program on Aug. 1 but had to postpone them as COVID-19 cases spiked on the U.S. mainland and in Hawaii. HERNANDO COUNTY, Fla. — An infant boy died on Friday after being left in a hot car in Hernando County, Fla., officials say.Deputies and Fire Rescue responded to the scene Friday morning in the 12000 block of Elgin Boulevard in Spring Hill just after 11 a.m. after received a call about an infant who had just been removed from a hot car.Hernando County Sheriff's Office officials say that 9-month-old Keyton O’Callaghan was rushed to a nearby Oak Hill Hospital in critical condition. He was pronounced dead at 12:06 p.m. Investigators say that Keyton had been in the care of his mother, Cami Lee Moyer, 38, since Thursday night. HCSO says that the infant's father, Eric O'Callahan, 32, came home and found Keyton in the vehicle parked on the driveway in front of the home. Deputies say O'Callahan took the infant inside where he began performing CPR on the child while he was on the phone with 911. He continued to perform CPR until fire rescue arrived and took over.At this time, officials do not know how long Keyton was left in the car. Detectives are still working to establish a chronological timeline of events.“If you think you might forget, put a shoe back there. Take it off your foot and put it back there. Put your phone back there," Denise Moloney with HCSO said in a press conference. "It’s sad to say, but you’re gonna remember your phone, how are you not gonna remember your child?”Investigators are currently interviewing Moyer and say it is possible that she will face charges.The official temperature in nearby Brooksville was recorded at 86 with a feels-like temperature of 97 in the 11 a.m. hour. on Friday. 1710

Good Samaritans and authorities rescued a couple in their 70s whose vehicle crashed into a Long Island canal following a collision with another vehicle Monday.Police say it happened when a Ford pickup truck and a Subaru were involved in a motor vehicle crash at Venetian Promenade and Montauk Highway in Suffolk County, New York. When the Subaru backed up following the crash, police say it collided with a Mercury.The Mercury crashed through a fence and fell into a canal.Video shows the moment the car was partially submerged in the water.Five good Samaritans and two Suffolk County police officers jumped into the water to rescue the couple.Joseph Abitabile, 78, was driving the Mercury. He was rescued from the vehicle, along with his wife, Delores, 76, who was unconscious.An off-duty Lake Success police officer administered CPR, restoring the woman's pulse and breathing back to normal.The Abitabiles, one good Samaritan, the two Suffolk County officers and the driver of the Subaru were taken to a local hospital for treatment of non-life threatening injuries. Good news and bad news from the IRS this July.The good: the agency reopened for business as of July 13th, which means it is now taking phone calls and processing tax filings as quickly as possible.The bad: during a year when every dime counts, the agency says as many as 4.7 million tax refunds will be delayed another few months.Cristy Mack is one of them. She and her husband never wait to file their taxes because she depends on her refund.But like almost five million other people, they still file paper returns because they are most comfortable doing that."We mailed our paper forms at the end of February," she said.But five months later, Mack still doesn't have her refund."A total of 18 weeks have gone by since we mailed in our return," Mack said.She tried calling the IRS, she says, but like countless other taxpayers, ran into a brick wall."They say they aren't taking calls at the moment," she said.Why refunds are taking so long this yearThe IRS's national taxpayer advocate now says as 4.7 million people who filed paper returns will have very late refunds.That's because the agency furloughed thousands of workers this spring and stopped processing paper returns for two months, creating a huge backlog.Paper processing has restarted, but workers are far behind.Mack needs her tax refund badly."It means a lot to us," she said.
