BEIJING, June 30 (Xinhua) -- Chinese Vice President Xi Jinping on Tuesday called for members of the Communist Party of China (CPC) to continue to work toward the benefit of the people they serve.     Xi, also member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks in a meeting with outstanding representatives of CPC members here on Tuesday, one day ahead of the CPC's 88th birthday.     He urged CPC members to serve the people heart and soul, consider their public when making decisions and embrace law and justice in their work.     CPC members should keep close contact with their public, serving them and creating benefits for them, he said. BEIJING, June 22 (Xinhua) -- China's top legislature Monday began to review the first draft law on diplomatic personnel which intended to standardize management of diplomats in foreign countries and international organizations and improve their well-beings.     The draft, submitted by the Ministry of Foreign Affairs to the ninth session of the Standing Committee of the 11th National People's Congress (NPC) for a first reading, said the government should establish a floating mechanism to raise the diplomats' wages and other benefits.     China has about 5,000 diplomats serving in more than 250 embassies, consulates general and other overseas organizations who were sent by 32 domestic agencies of the central government.     The draft law will be the first of its kind written to regulate Chinese government agents working in the 171 countries that China so far has diplomatic ties with.     If a diplomat's spouse works for the government, a public institution, a state-run enterprise or is an active-duty military member and decides to move abroad with the diplomatic staffer, he or she could not be dismissed or face any charges from their employer, it said.     The draft only applies to overseas employees with diplomatic rank, not translators, messengers, chefs, drivers and other noncommissioned staff.     It also mandates that diplomats intending to marry must have their prospective spouses vetted, and that divorces must be promptly reported.     If a diplomatic spouse acquires a foreign nationality or permanent residence permit, the diplomat will be called back before the overseas tenure ends, the draft said.     Diplomats' domestic agencies would also have the power to decide if the spouse could accompany them abroad or whether those who remain in China would have government-paid visits to the diplomats.

WASHINGTON, April 25 (Xinhua) -- Zhou Xiaochuan, governor of the People's Bank of China, said on Saturday that positive changes have taken place in the Chinese economy, whose overall performance is better than expected.     "Facing the impact of the financial crisis, the Chinese government has promptly introduced a policy package to expand domestic demand and maintain financial stability, striving to respond to the impact of the financial crisis," said Zhou at the International Monetary and Financial Committee (IMFC) meeting held here on Saturday. "Positive changes have appeared in the operation of the national economy, and overall performance is better than expected," said the Chinese central bank governor.     The slowdown in GDP growth has been contained, with GDP growth in the first quarter of 2009 reaching 6.1 percent, while the growth rate in industrial production has also rebounded, with industrial added value growing 5.1 percent over the same period last year, said Zhou, adding that "there are signs of gradual stabilization."     Meanwhile, Zhou warned that the Chinese economy is still facing challenges. "It should be recognized that the rebound in China's economy remains to be consolidated," he said.     "The internal and external environments are still challenging, external demand continues to shrink, the decline in export volume is relatively large, some industries have excess capacity, government revenue is falling, and employment pressures continue," he noted.     The Chinese government will continue its implementation of an aggressive fiscal policy and a moderately accommodative monetary policy, and implement the package plan in response to the crisis, said Zhou.     He stressed that the long-term economic development trend in China has not changed.     "As macroeconomic policies gradually take effect, China's economy has the conditions for maintaining relatively rapid development," he said

CHONGQING, June 6 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao have ordered the local authorities to spare no efforts to save those people buried in a fatal landslide in the southwest city of Chongqing.     Caution must be taken to avoid life losses during the rescue work, the two leaders said.     Chinese vice-premier Zhang Dejiang arrived at the landslide site in Wulong county at 5 a.m. Saturday to oversee the rescue efforts.     At least 80 people are feared buried in the landslide at an iron ore mining area.
