SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. In the process of helping his brother, Frausto ended up using all his energy and sinking to the bottom himself, where he lost consciousness.RELATED:El Cajon students go bald in support of classmate teased after chemoChula Vista teen awarded Girl Scouts' top honor for ethnic studies courseNeighborhood 'angel' goes above and beyond to help othersBut Frausto's brother was able to call for help. SAN DIEGO (KGTV) - San Diego-based U.S. Border Patrol agents arrested a sex offender and stopped smuggling at sea over the holiday weekend, Customs and Border Patrol officials announced Thursday. Agents spotted a man in East San Diego County about six miles north of the U.S.-Mexico border at 12:30 a.m. on July 6. The 53-year-old Honduran national did not have any documents verifying his residency, officials said. Agents took the unidentified Honduran man to a station for processing. They discovered he had been convicted of sexually assaulting a child and sentenced to prison in New Hampshire in 2008, according to the CBP. The man will be processed for illegal re-entry after removal, officials said. A U.S. Coast Guard cutter made the second significant arrest of the holiday weekend, officials said. The crew intercepted a boat off Point Loma the evening of July 7. Although it appeared to have one person on board, Coast Guard crew members found an additional 12 people suspected of trying to enter the U.S. illegally, officials reported. The group taken into custody included nine men and two women from Mexico, and a Salvadoran man and woman. Border Patrol Agents also arrested 530 people who tried to cross the border illegally over the long weekend. 1270

SAN DIEGO (KGTV) - Saturday a new curfew went into effect for San Diego businesses, in an attempt to slow the sky-rocketing coronavirus cases across the state.Saturday, the county announced 1,478 new coronavirus cases, the highest number in a single day we've seen. San Diego County's total is now 70,709 cases. Six more people have died from the virus, bringing the local death toll to 966.This alarming rise in cases urged California Governor Gavin Newsom to issue a limited stay-at-home order for counties in the purple tier, shutting all businesses down 10 p.m. - 5 a.m. until Dec. 21.That cuts restaurants down about an hour from the way they were operating prior, according to Mike Hess, founder of Mike Hess Brewing."It gets my crew home earlier, it's just another thing to deal with, it's a month maybe it's longer we'll see, we'll keep going," he said. He's not worried so much about the latest change."This has been the year of hits, I mean it's one after another," Hess said he's concerned about winter weather coming."Heaters are in shortage, you know covered space, you know that kind of thing, it's tough to shelter people on a sidewalk," he said. He's also worried about keeping cans in stock, "there's plenty of aluminum there's just a shortage of manufacturers making cans."He said he's thankful for his incredible team who is taking the punches with him."Everybody says pivot I think it's more than pivot, you have to be flexible," he said.Hess said he's thankful his doors are open and business is good, "production is up this year, we're putting everything in cans so that's been good, and our on-site locations have been doing pretty well this year."Hess longs to bring a sense of community back, "I long for those days when people can mingle and say hey! Who are you? and find you have other interests in common other than going to Mike Hess Brewing." 1879

SAN DIEGO (KGTV) — Some seniors say they’re hitting a frustrating roadblock of red tape at the DMV. They say health concerns aside, the state has made getting into a field office to complete requirements impossible.Although many DMV tasks can be completed online, the agency requires an in-person visit for several types of service. Once drivers hit the age of 70, the DMV requires them to renew their licenses in-person to take vision and knowledge tests. The DMV has granted drivers aged 70 and up a four-month extension to renew licenses, but only for licenses that expire through July 31. For drivers like Charrie Pettersen, whose license expires 12 days later in August, there is no extension.RELATED: More California DMV offices reopen, six in San Diego, for appointmentsTo renew her license, Pettersen needs an appointment. But the DMV isn’t offering new appointments, as it works through the backlog of visits that were canceled during the months-long closure. The DMV is only accepting walk-ups for a handful for services, and not for seniors seeking license renewal.“It's ridiculous and I think the governor should do something,” she said. The agency has been opaque about when it will begin accepting new appointments. An employee at the DMV office in University Heights said the office would begin accepting new appointments for all types of service July 1, but a media spokesperson would not confirm that date.RELATED: DMV reopening all remaining field offices across California this week “DMV offices will be processing all transactions in the near future once the COVID related backlog is addressed, however there is no set date yet,” the spokesperson said in an email Friday.Pettersen, who has an underlying health condition and whose husband has COPD, isn’t comforted by the idea that she’ll be allowed to make an appointment “in the near future.”“Are you gonna put our lives in danger? You’ve been saying to stay home. We’ve been following the rules. Can’t you do something for us?” she said. 2016
