SAN DIEGO (KGTV) — President Trump wants to restart the U.S. economy by April 12, but multiple economists, governors and health officials are expressing skepticism about that date amid efforts to flatten the curve of coronavirus infections.Still, the longer the shutdown lasts, the harder it will be for businesses to get up and running, economists say. Alan Gin, an economist at the University of San Diego, said if this lasts through April, it should be survivable for many businesses. However, anything beyond that could render reopening less likely."Some businesses are not going to be able to hang on, even with the help that is coming from the federal government, so they will end up closing for good," Gin said. San Diego's economy is hurting as thousands of restaurant, retail and hotel workers are laid off amid the coronavirus restrictions. Meanwhile, the people who are working from home have very few places to spend their money. Jessie Medina, who opened the Femx Quarter co-working and event center in Mission Hills in November, said her business is out ,000 and she had to put two new hires on hold. "We were getting traction, growing, and all of a sudden it's like, stop," she said. "I really want our doors to open, I don't know how much longer businesses that have these liabilities every month can stay open if they're not making money."Medina said she is trying to do her part by taking out from locally owned restaurants and buying from local sellers, but with her very limited income, she can only do so much. The Workforce Partnership reported Friday that more than 13,000 San Diego workers have been laid off, furloughed or seen their hours cut. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) - Native American artists are finding new audiences and venues to display their craft as American Indian stories enter pop culture."Some of us refer to it as 'Native Sovereignty,' being in charge of your own narrative," says Joely Proudfit, the California Indian Culture and Sovereignty Center Director. "Who better to tell our story than us?"Proudfit says the change is welcome after decades of Native Americans being depicted poorly in pop culture, mainly because non-native people have told the stories.Thanks to new ways of telling stories, like streaming services, social media, and more access to film festivals and book publishing, that's changing.There's also a greater demand for stories by Native American voices."I think audiences are hungry for not diversity for diversity's sake. They're just interested in other communities, other worlds, engagement, and really authenticity," says Proudfit.The California Indian Culture and Sovereignty Center and Cal State San Marcos sponsor the California American Indian & Indigenous Film Festival. Since starting in 2013, it has grown from small groups in a classroom to taking over the Pechanga Resort and Casino.It's now the largest Native American Film Festival on tribal land in the country.The festival's growth parallels the rise of other Native American voices in different mediums."The biggest change is the increased number of native voices and the medium in which native folks have been able to express their creativity," says Dr. David Kamper, the Chair of American Indian Studies at San Diego State University.Kamper says he sees more American Indian voices in books, online, and in fashion. He says that representation, whether it's Nike's N7 line of shoes and clothes or best-sellers like "The Only Good Indians" or "The Beadworkers," is essential to helping Native Americans define their culture in modern-day America."Seeing native films, seeing native art, seeing native clothing, fashion, that is done in a contemporary way, is a very loud statement against a settler-colonial narrative that native people aren't here anymore," Kamper says.He also points to online messaging like the hashtag #OnNativeLand as one way the next generation is reclaiming their identity.Proudfit says she's excited for what the future holds for Native American representation in Pop Culture."I think it's just a really exciting time for indigenous cinema, indigenous arts, and native storytelling. I encourage audiences to kind of look beyond Native American Heritage Month, and add us to their list," she says.ABC 10News Reporter Jared Aarons asked both Proudfit and Kamper for suggestions on books, movies, and more if people want to explore Native American culture represented in modern pop culture. SAN DIEGO (KGTV) - Police believe the deaths in Otay Mesa Sunday of an elderly man and woman may be a murder-suicide.Police have identified the suspect and victim in the incident as James 82-year-old Rafferty and 83-year-old Kazuko Rafferty. Police believe James shot Kazuko several times and then used the same gun to take his own life. Dispatchers received a call about 10:30 a.m. requesting a welfare check on a married couple who lived at the Ocean Bluffs Mobile Home Park on Del Sol Blvd.Officers responded to the home and received no answer when they knocked on the door and made several phone calls. After entering the home, police found the couple dead. Anyone with information is asked to call the SDPD Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 814
