ST. PETERSBURG, Fla. — Governor Ron DeSantis announced Florida will enter Phase 3 of reopening the state's economy.Effective immediately, Gov. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. Every business has the right to operate,” said Gov. DeSantis said.With Phase 3, Gov. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. DeSantis said.The Florida Restaurant and Lodging Association (FRLA) President and CEO Carol Dover said the pandemic has caused 336,000 people in the industry to lose their jobs.“The effects on the local and state economy have been significant. I want to thank Governor DeSantis and DBPR Secretary Halsey Beshears for their support as we have navigated this unprecedented time and for allowing us the opportunity to get back to work,” Dover said in a press release.The announcement comes just days after bars and breweries were allowed to reopen in Florida.Florida's top business regulator Halsey Beshears announced just 15 days ago that the state is rescinding Executive Order 20-09. The executive order, issued earlier in the summer, suspended bars from serving alcohol on their premises.Gov. DeSantis said if the local government wants to keep businesses from reopening at a minimum of 50% capacity, they must make their case to the state on why they want to place the restrictions and identify the costs involved.Gov. DeSantis also announced on Friday that he’s suspending all fines and penalties against people accused of not wearing masks.FRLA is expected to unveil Gov. So much has changed from just one week before the COVID-19 pandemic and lockdown hit New York City.Though a lot has changed, the NYPD’s “Options” program still persists.“Options” bridges relationships between police and some of the city’s toughest neighborhoods.With a rise in shootings and violence, it is needed now more than ever.Just a few weeks before a worldwide pandemic and months before nationwide unrest over racial injustice and police brutality, there was NYC youth engaging in candid conversations with members of the NYPD.The program has been two years running and bridges the gap between the police and the city’s dynamic youth.“This is the new era of neighborhood policing, and we see that NYC has to open up a lot more and really start listening to the youth of tomorrow,” Det. Jason Anazagasty said.A virtual reality program was also created, scripted and voiced by “Options” teens.It includes real-life scenarios that play out through a virtual reality headset.Their choices on how to handle cyberbullying, violence on the streets and so much are on full display — as are the consequences of those choices.Det. Someone broke into Queen Califia’s Magical Circle located in Kit Carson Park.The sculpture garden features many works of art, including a mosaic maze, totem sculptures, a fountain, and a wall in the form of playful serpents.  The vandals cut the lock to the gate leading into the property. Then they smashed more than 20 custom shaped mirrors in the mosaic maze.  They also damaged two of the totems. The damage was discovered this week.Lech Juretko, of Art Mosaic Inc, helped the artist, Niki de Saint Phalle, create the sculpture garden for the community. He is also the one charged with repairing it.“I cannot really explain it,” Juretko said about the damage, “It’s sad. It’s never happened.”Juretko estimates it will cost ,000 to ,000 to repair the damage. He did not have a timeline for the repairs.The City of Escondido released the following statement to 10News.“The City plans to keep Queen Califia’s Magical Circle open during the regularly scheduled hours, weather permitting. Signage will be posted, and areas that could possibly be sharp from the glass and tile breakage will be blocked off. In addition, we always have a volunteer docent on site at all times while the sculpture garden is open to the public. We are deeply saddened this beautiful space has been vandalized and will restore it to its original condition as safely and quickly as possible.”De Saint Phalle is also known as the creator of the famous Sun God sculpture on the UC San Diego campus. 1529

LOUIS -- The U.S. Coast Guard has referred the investigation into last month’s deadly sinking of a Missouri tourist boat to federal prosecutors.The accident occurred July 19 at Table Rock Lake near Branson, Missouri. An amphibious duck boat sank amid strong winds, killing 16 passengers and a crew member. Fourteen people survived.Nine of those victims were from on Indianapolis family. Tia Coleman and her nephew, Donovan were the only two members of their family to survive. The legal team for the Coleman family says it “supports the U.S. Coast Guard Marine Board of Investigation referral to the U.S. Attorney’s Office for Western Missouri for criminal investigation." Adding, "All those who continue to grieve  support holding fully accountable those responsible for making the deadly decisions that resulted in the catastrophe.”Several investigations are still underway from the National Transportation Safety Board, the Coast Guard and the Missouri Attorney General’s Office.The duck boat attraction owner, Ripley Entertainment, says it is cooperating with the investigations. 1115
