BEIJING, Aug. 28 (Xinhua) -- China's restrictions on rare earth industry will assist in protecting the environment, Chinese Commerce Minister Chen Deming said here Saturday."Mass-extraction of rare earth will cause great damage to the environment, that's why China has tightened controls over rare earth production, exploration and trade, " Chen told media during the third China-Japan high-level economic dialogue.He said what China had done was also consistent with the rules of the World Trade Organization.China is the largest producer of rare earth elements, which are used in hybrid car motors, computer hardware and components for high-tech products.Chen said the restriction policy would also have an adverse impact on the Chinese market, where parts for Japanese products were assembled.He stressed that in order to protect the country's environment, China had no choice but to take such measures.During the dialogue, Chen also called on Japan to ease high technology export controls to China and simplify visa procedures for Chinese business people.Japan had expressed concerns over China's export of mineral resources, independent innovation systems and information security policies during the meetings.Chen said, through the dialogue, that the two sides had enhanced communications and increased mutual understanding over these issues.

VIENNA, Sept. 16 (Xinhua) -- China supported the proposal of establishing a Middle East nuclear-weapon-free zone, a senior Chinese diplomat said here Thursday.China had always stood by strengthening the international non- proliferation regime, and committed to advancing the universality, effectiveness and authority of the Treaty on Non-Proliferation of Nuclear Weapons (NPT), said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and Other International Organizations in Vienna.To this end, China supported building a Middle East nuclear- weapon-free zone, maintained Israel should join the NPT as a non- nuclear-weapon state at an early date, and put all its nuclear facilities under comprehensive safeguards of the International Atomic Energy Agency (IAEA), said Hu, who was addressing the IAEA board meeting, which started Monday."Meanwhile, all countries in the region should conscientiously fulfill NPT obligations, as well as sign and ratify the IAEA safeguards agreements and its Additional Protocols," Hu added.He went on to say China welcomed the proposal endorsed in the final document of the NPT Review Conference this May, which calls for convening an international conference in 2012 on the establishment of a zone free of nuclear weapons and all other weapons of mass destruction in Middle East.Hu also stressed the willingness of the Chinese to work with the international community for a non-nuclear-weapon area in the Middle East, and achieving peace and stability in the region.

BRUSSELS, Oct. 5 (Xinhua) -- China expected an early resumption of the six-party talks to ease tensions and resolve the nuclear issue on the Korean Peninsula, Chinese Premier Wen Jiabao said here on Tuesday.All parties should make joint efforts to ease tensions between the south and the north on the peninsula and strive to resume the six-party talks at an early date, said Wen while meeting South Korean President Lee Myung-bak on the sidelines of the eighth Asia-Europe Meeting (ASEM) Summit in Brussels."This is in the fundamental interests of all parties involved and is conducive to peace and stability in the region," he said.The six-party talks, a multilateral mechanism designed to peacefully denuclearize the Korean Peninsula, were launched in 2003. The talks involve China, the Democratic People's Republic of Korea (DPRK), Japan, South Korea, Russia and the United States.Speaking of the upcoming Group of 20 (G20) Seoul Summit, slated for Nov. 11-12, Wen said it was of great significance for boosting the world economic recovery, adding that China would support South Korea in seeking positive outcomes at the meeting.Wen said China regards South Korea as a friendly neighbor and an important partner. It also cherished the hard-won mutual understanding and trust between the two countries, believing the bilateral ties could withstand tests and continue to develop.China would also work with South Korea to boost cooperation in East Asia, Wen added.Lee appreciated China's support for Seoul G20 summit, saying his country would keep working with China to improve bilateral ties and play an active role in safeguarding peace and stability as well as deepening cooperation within the region.

ATHENS, Sept. 11 (Xinhua) -- Visiting Senior Chinese legislator Chen Zhili on Saturday called for the promotion of gender equality through education.Since the Fourth World Conference on Women, society has become more aware that the empowerment of women and the improvement of their status is critical to economic, political and social development, Chen said during a keynote speech at the UNESCO forum on gender equality in Athens.Chen, vice chairwoman of the Standing Committee of the National People's Congress (NPC), said China has witnessed great improvement in the status of women in recent years.With the implementation of the Women Protection Law as well as other national policies on gender equality, the rights of Chinese women in the area of education, work and politics are guaranteed, Chen said.Chen also spoke highly of the efforts made by UNESCO to promote sustainable development through gender equality.During her speech, Chen made several proposals to promote gender equality. The proposals included creating a stronger voice for gender equality that should be heard by all people, especially male decision makers, she said. Beijing, Nov. 5 (Xinhua) -- Officials from 28 countries across Asia and the Pacific gathered Thursday in Beijing for a high-level meeting on cooperation on children's rights in the Asia-Pacific region.Anthony Lake, executive director of the UN Children's Fund (UNICEF), called for collaboration among Asia Pacific countries in protecting children's rights in a speech delivered at the meeting.Lake said,"We are already seeing the benefits of cooperation in areas that cut across borders, from preventing the spread of disease, to addressing the effects of climate change, to increasing child protection, to improving education."During the three-day meeting, more than 180 representatives from 28 countries in the Asia-Pacific region are expected to discuss issues on children's welfare and protection and the realization of the Millennium Development Goals (MDGs), these being eight global anti-poverty objectives due to be accomplished by 2015.The meeting, scheduled from November 4 to 6, is hosted by the All-China Women's Federation, the National Working Committee for Children and Women under the State Council, China's Ministry of Commerce, and with support from the United Nations Children's Fund (UNICEF).
