SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro. SAN DIEGO (CNS/KGTV) - A federal judge in San Diego today ordered the Trump administration to immediately start new asylum screenings for eligible reunified families, despite objections from the government that the agreement has not been finalized.Under the proposed settlement agreement – which U.S. District Judge Dana Sabraw gave unofficial preliminary approval to last month – reunited migrant families would get a second chance at applying for asylum.Attorneys for the migrant families argued that when the families were separated at the border, most children were not interviewed to determine if they had a credible fear of returning to their native country. Their parents were granted interviews, but were so distraught after being separated that they didn't clearly advocate for themselves, attorneys said.Under the settlement, reunited migrant families still in the U.S. will be allowed to remain until all family members have completed the asylum process.When Sabraw unofficially approved the settlement, both sides agreed that the asylum determination process should get underway as soon as possible.Sabraw granted preliminary approval last week, paving the way for credible fear interviews to proceed within days of a migrant confirming his or her wishes to go forward with an asylum claim.The ruling appears to apply to about 60 people who are detained and had signed paperwork agreeing to the terms of the new process.It could end up applying to many more.Another status conference on the class-action lawsuit is scheduled next month. 1576

SAN DIEGO (KGTV) - 36,000 pounds of cocaine seized in the Eastern Pacific Ocean will be offloaded Tuesday from the U.S. Coast Guard Cutter Bertholf onto San Diego’s B Street Pier.The contraband is from 17 busts on smuggling vessels off the coasts of Central and South America, officials said. Five Coast Guard cutters were involved in the seizures between early February and early March.Rear Adm. Todd Sokalzuk, the 11th Coast Guard District commander who oversees the law enforcement phase of counter-smuggling operations in the Eastern Pacific region, said the Coast Guard is seizing record amounts of cocaine for the third year in a row.“I’m proud of the hard work and dedication of my crew, as well as the crews of Coast Guard Cutters Bear, Diligence, Harriet Lane, Venturous and the joint and interagency personnel who work hand-in-hand to secure our nation,” said Capt. John Driscoll, the Bertholf’s commanding officer. “These crews worked around-the-clock to seize this load of contraband that denies traffickers about half a billion dollars’ worth of illicit proceeds that would have gone to fund the nefarious work of transnational criminal organizations, helps prevent a great deal of human suffering and will likely save hundreds of lives that would have been lost to these illegal drugs.”  1314

SAN DIEGO (CNS) - Three men who took part in the shotgun slaying of a Pacific Beach resident late last year pleaded guilty Friday to voluntary manslaughter and assault charges.Carlos Yslas, 25; Pedro Ramirez, 27; and Freddy Sosa, 38, were previously facing murder charges in the Dec. 29, 2018, death of 44-year-old Marcanthony Mendivil, who was killed in a home in the 2300 block of Wilbur Avenue.Yslas, who admitted to firing the shotgun, faces up to 30 years in state prison when he is sentenced Jan. 10.RELATED: Suspects in fatal Pacific Beach shooting to be arraigned; victim identifiedRamirez, who faces eight years in prison, is also due to be sentenced Jan. 10. Sosa also faces eight years in prison and will be sentenced Nov. 15.A fourth defendant, Paul Charles Weinberger, 51, remains charged with murder and assault. He's due back in court next week for a status conference, with a preliminary hearing scheduled for Nov. 18. Weinberger remains out of custody on million bail.Prosecutors have said that Weinberger lived in the residence where Mendivil was shot in the predawn hours of Dec. 29. However, neither a motive for the slaying, nor the defendants' relationships to each other and the victim, have been disclosed.Officers found Mendivil suffering from a gunshot wound when they responded to a 1:47 a.m. call of a possible shooting last Dec. 29, San Diego Police Lt. Matt Dobbs said.Paramedics took him to a hospital, where he was pronounced dead at 2:30 a.m., Dobbs said.Deputy District Attorney Flavio Nominati alleged during Yslas and Ramirez's arraignment earlier this year that both men entered the home masked and gloved.Yslas threatened another witness with the shotgun, then fired twice on Mendivil, the prosecutor said. The men then fled the scene in a vehicle, according to Nominati.Weinberger and Sosa were arrested the day of the killing, while Yslas and Ramirez were already in custody on unrelated charges when they were re- arrested and charged in February in connection with the killing. 2030
