CARLSBAD, Calif. (KGTV) – A firefighter was burned and one dog died in a house fire that erupted in Carlsbad Thursday afternoon. According to crews, the fire broke out on the 3900 block of James Drive around 1 p.m. The blaze started in the garage and quickly spread to the rest of the home. A firefighter received minor burns battling the blaze. A witness who was nearby when the fire started broke windows to help rescue one of the three dogs inside the home. One of the dogs was able to leap out of a window while a second was rescued by firefighters and revived with oxygen. A third dog was unable to be revived and died due to its injuries. At this time, it's unknown what caused the fire. 704

 SAN DIEGO (CNS) - Years of drought and a significant build-up of grass from last winter's rains has created dangerous wildfire conditions in San Diego and surrounding areas of the county, San Diego Fire-Rescue Department Chief Brian Fennessy said Monday.In a report delivered to the City Council's Public Safety and Livable Neighborhoods Committee, the chief said people think the winter rains will ease the fire threat this fall."Well, it did, in the green-up period in the spring, but all that new growth dies," Fennessy said.RELATED: It's Wildfire Season! The conditions have led to a large amount of small roadside fires this year, often caused by malfunctioning catalytic converters in vehicles, he said."On top of the five years of drought we experienced, we've got vast accumulations of dead fuel mixed in with this dried, light fuel type," Fennessy said. "I've been doing this nearly 40 years, and I don't know that I've seen the fuels as stricken and as in dire need of moisture as it is now."His report said the weather forecast calls for little to no rainfall this fall.Geologist Dr. Pat Abbott walked the trailhead at the base of Cowles Mountain with 10News.  "You see all the classic elements; the drying out of flat-top buckwheat, a lot of dried grasses. All the rains we've had this year, a lot of grasses have burned; they don't have a lot of fuel but they burn so fast they're almost like wicks to the denser chaparral. The dark green sushes, shrubbery up there; that's a tremendous amount of stored energy."RELATED: County map shows fire threat level by regionAccording to the U.S. Climate Prediction Center, it's more probable than not that temperatures will be warmer than normal through the end of the year, with equal odds that precipitation will be normal.Through Sunday, Cal Fire has responded to 5,350 fires throughout the state this year, which have scorched more than 230,000 acres. The five-year average for the same time period is nearly 4,000 blazes and 198,000 acres, according to data from Cal Fire, which provides fire protection outside major cities.While the conditions for wildfires could be risky, the department is adequately staffed and equipped to respond to blazes that break out, Fennessy said. He said the SDFRD has a dozen brush engines, two water-dropping helicopters and access to the San Diego Gas & Electric heli-tanker.City crews have also been inspecting properties along canyon rims for overgrown brush, he said. 2624

  

LEMON GROVE, Calif. (KGTV) - A local city councilman is making a desperate plea for tips tonight after his wife was attacked outside their home. It happened just off Palm Street after 5:30 a.m. Saturday. A disturbing picture of the incident was painted in a Facebook post by Lemon Grove City Councilman David Arambula. He writes that his wife was "brutally attacked' while going to the trash can. He adds that the attacker, "opened our gate, then hit her over the hit her over the head with a block of wood. This was completely unprovoked and unexpected."One neighbor described her as traumatized, conscious and suffering a head wound. Deputies say the 38-year-old woman escaped into her home, while the man ran off. The motive remains a big mystery. Neighbors say they've had issues with people wandering the area, high on something."There is a sober living facility a few blocks away. We've had a few incidents of people in their own zone, yelling and screaming - but nothing violent," said neighbor Tim Bossard.Arambula posted on Facebook that his wife is "getting better."The attacker is described as a black man about 30 years old, 5'9", and 175 pounds. He was wearing a white shirt, dark denim shorts, high socks, white shoes, sunglasses and a blue hat. "Shameless" actor Ethan Cutkosky was arrested for suspicion of DUI, multiple outlets reported.Cutkosky, 18, plays the role of Carl Gallagher, the middle son of William Macy on the popular Showtime show.It is unclear whether the DUI was drug or alcohol related, according to TMZ. Cutkosky was pulled over Wednesday after straddling lanes, Burbank police Sgt. John Pfrommer said according to the Associated Press.   451
