SAN DIEGO (CNS) - A thief armed with a pistol robbed an 18-year-old San Diego State University student near the southern outskirts of the college campus early Thursday.The victim was walking in the 5500 block of Montezuma Road when the robber confronted him about 12:45 a.m., according to SDSU police.After stealing the student's wallet, the bandit fled to a waiting white Toyota Prius and was driven out of the area by an accomplice. No injuriesor gunfire were reported.The robber was described as a thin, roughly 5-foot-10-inch black man in his late teens or early 20s, wearing black pants and a white shirt. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) - Lab-confirmed flu cases increased countywide last week for the second consecutive week, county health officials announced Wednesday.The county Health and Human Services Agency confirmed 74 flu cases, an increase of 22 cases over the revised 52 confirmed the previous week. The county confirmed 30 cases during the week of Oct. 20-26.County health officials have confirmed 475 flu cases to date since tracking for the 2019-2020 flu season began July 1. People are saying that democracy also applies to technology that affects your life, not just to budgets or to who you elect."Seth Hall, of TechLead San Diego, said the council's actions will do more to protect the public from the harm of mass surveillance."With the passage of these ordinances, our leaders and our citizens are in unison demanding that the future of mass surveillance be very different from the past," Hall said.The surveillance ordinance will require transparency, accountability and oversight for all surveillance technology proposals and ensures the public can learn about the civil rights and civil liberties impact of surveillance technology before it is acquired by the city.If acquired, the use of surveillance technology must be re-examined each year to ensure any benefits outweigh the potential civil liberties and civil rights costs.The Privacy Advisory Board will provide residents with a public process to evaluate how the city monitors its residents. The creation of such a process is intended to allow the city to respond appropriately to concerns about civil liberties and privacy during a time of rapidly evolving technology.Montgomery Steppe said these ordinances will add the oversight required to build and maintain public trust.San Diego Police Department Chief David Nisleit raised concerns about the way the ordinances were written. He said while he supported oversight, the laws were "drafted with little to no input from law enforcement, victim advocacy groups" and other parties.Nisleit urged a more cautious, measured approach to the ordinances.Tuesday was the first reading. SAN DIEGO (CNS) - Among the thousands of UC San Diego students moving into campus housing for the fall quarter, 10 have tested positive for COVID-19 and been moved into temporary isolation lodging, campus officials reported Wednesday.In the same two-week round of coronavirus testing, more than 5,700 students came up negative, according to the La Jolla-area university.The resulting infection rate of 0.17%, was "less than anticipated" and below San Diego's overall rate, UCSD officials advised.During the process, UC San Diego's lab averaged 1,500 coronavirus tests daily for two weeks. Most test results were returned the next day, with an average turnaround of 15 hours, according to the university, which used a staggered move-in process to allow for physical distancing along with mandatory testing.San Diego State University has reported 1,081 COVID-19 cases since Aug. 24, the first day of instruction for its fall semester.
