BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival.It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China.The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather.It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. About 15 power lines were shut down and 132 roads were closed because of snow and icy rain in Guangxi.As the freezing weather makes travel on roads more difficult, railway stations are seeing surges in passenger numbers.An official with the Ministry of Railways (MOR) said nearly 4.8 million passengers took trains on Jan. 19, the first day of the travel peak season this year, up 11.9 percent compared to the corresponding day last year. The next day, over 4.9 million passengers traveled on railways, up 17.5 percent. The Nanchang railway station even saw passenger number jump 30 percent.The MOR said earlier that it would run an additional 293 pairs of trains per day during the rush period in order to meet climbing passenger demand.Further, the Vice Minister of the country's National Development and Reform Commission, the country's top economic planning body, said the ministry would work with other government departments to implement multiple measures in maintaining a stable supply of coal, electricity, oil, and gas so that residents' demands for heating and power use can be met during the festival.The traditional Chinese Spring Festival, or chun jie in Chinese, is the country's most important festival. SAN FRANCISCO, April 25 (Xinhua) -- Oracle Corp. on Monday announced that its co-president Safra Catz is taking the additional position as the software giant's chief financial officer (CFO), following the resignation of its current CFO Jeff Epstein.Epstein was named Oracle's CFO in September 2008, and had reported directly to Catz. Oracle didn't give details about Epstein's departure.Catz joined Oracle in April 1999 and has been its president since January 2004. She previously served as the company's CFO from November 2005 to September 2008."Safra already has the long-standing confidence of our employees, our Board and our shareholders," Oracle's chief executive officer Larry Ellison said in a statement, adding that " there is no more logical choice for CFO.""The CFO function has reported to Safra for a number of years and she's acted as Oracle's CFO in the past. She has the full support of the Board," noted Jeff Henley, chairman of Oracle's board of directors.

WASHINGTON, May 27 (Xinhua) -- The U.S. Treasury Department said in a report released on Friday that China was not manipulating its currency."In China, since the authorities decided in June 2010 to allow the exchange rate to appreciate in response to market forces, the renminbi (RMB) has appreciated by a total of 5.1 percent against the dollar in nominal terms through the end of April 2011, or at an annual pace of approximately 6.0 percent," noted the semi- annual report on international economic and exchange rate policies.The Treasury said that as inflation in China is significantly higher than it is in the United States, the renminbi has appreciated more rapidly against the dollar on a real, inflation- adjusted basis, at a rate of around 9 percent per year.The delayed report, which was originally scheduled to be sent to the Congress on April 15, finds "no major trading partner of the United States" manipulated its currency during the period covered in the report.The Treasury added that it will continue to "closely monitor" the renminbi appreciation pace.The report also noted that the U.S. economy is recovering from its deepest recession in the post-war period."While recent growth is encouraging, the economy still faces significant challenges," said the report. The number one challenge is still in the labor market.The U.S. unemployment rate, currently at 9.0 percent, is not expected to fall significantly this year.Besides, housing market and long-term fiscal position are " unsustainable," according to the report.In recent remarks, Treasury Secretary Timothy Geithner stated that China is the fastest growing market for U.S. exports. In 2010, U.S. exports to China grew at a pace that was 50 percent higher than the rest of the world.

It is a time for family reunions, gift giving and fireworks.It will be even merrier for the survivors of the Wenchuan earthquake in 2008, who just moved into their new homes in the new town.The earthquake survivors are preparing for the first Spring Festival in their new homes.Xia Tianfeng of Beichuan County, Mianyang City, is sticking red paper decorations onto the windows of her new house for good luck in the New Year."We finally have our new house. Why wouldn't I be happy?" asked Xia.She and her family lived in a makeshift house for two years before moving into their new house one month ago.Dong Depa, 43, and his family moved into their new house in Yingxiu Town, the epicenter of the quake, five days ago."I can pay off the debt incurred to build the house in two years," said Dong, who spent only 30,000 yuan (4,541 U.S. dollars) for the house's construction and decoration, with the rest being shouldered by the government.Dong lost his two children in the quake but he and his wife have since had another child, a son."Last year, we spent the Spring Festival in the dormitory of the brick factory where I work as a cook. Now we can finally enjoy the festival in our own home," said Dong, unable to conceal his joy.Xia told Xinhua the ceremony for the new county seat was the real taste for a happy new year.Reconstruction has finished in the quake-hit zones in Sichuan, with most survivors now in their new houses.In Beichuan County alone, 96.5 percent of the survivors already have their new house.The new county seat is located in Yongchang Town, about 23 kilometers from the quake-leveled old one.The 8.0-magnitude earthquake struck southwest China on May 12, 2008, leaving about 80,000 people dead or missing.Waving goodbye to their temporary barracks, 7,397 households have been allocated new apartments, among which 3,504 households were former Beichuan residents, while others were from different Wenchuan earthquake-hits regions."The new apartment has already been simply decorated by the time I received the door key. With our new furniture, we can wait no longer to move into the home," said 45-year-old Xie Xinghe, a former resident of Beichuan.Including 50,000 yuan (about 7,575 U.S. dollars) in loans, Xie paid a preferential price of 79,600 yuan (about 12,000 U.S dollars) for the 100 square meter new apartment.Losing his only son in the earthquake, Xie and his wife adopted a one-year-old boy."It is the child who brings me new hope for the future," Xie said. Following the Lunar New Year celebration in his new home, Xie will try his best to work for some years to pay back the loan and save money to ensure a better education for his son."It is such magic to build a new town within three years, even so anywhere around the world.
