Gavin Newsom signed a series of bills on Wednesday aimed at reforming the criminal justice system in California.The series of bills signed by Newsom intends to increase oversight of the criminal justice system, amid nationwide calls for police reform. Newsom and advocates hailed the new laws as first steps in reforming policing in the state.“I hope people recognize we’re moving in the right direction, and again I just recognize we have a lot more work to do in this space and we are not walking away from that responsibility,” Newsom said.The bills signed will enact several reforms including:AB-1196: A ban on arm-based grips, including chokeholds that apply pressure to a person's windpipe, and to carotid holds, which slow the flow of blood to the brain.AB-1506: Requiring the state attorney general to investigate fatal police shootings of unarmed civilians.AB-1185: Allowing county supervisors to create oversight board and inspectors general with subpoena powers over independently elected sheriffs.AB-2542: Suspects could be entitled to new trials or sentences if they can demonstrate racial bias played a role in any part of their case.AB-3070: Allowing judges to assess whether lawyers illegally exclude jurors based on their race.SB-823: Will phase out California's remaining juvenile prisons. The state will instead create an Office of Youth and Community Restoration and send grants to counties to provide custody and supervision.Several other measures that would have sought further reforms did not make it past the closing hours of the legislative session last month, including efforts to release police misconduct records, require officers to intervene if they see excessive force, limits officers' use of rubber bullets and tear gas, and end the careers of officers who commit serious misconduct.The Associated Press contributed to this report. 1886

(KGTV) -- A North San Diego County couple said they were promised plane tickets for an extremely low price, but when they paid up, they were left with nothing. Robert, who declined to use his last name, loves to travel with his fiancé. In October, he said they got an invitation in the mail to listen to a timeshare presentation.“If you [go], you’re offered one of several gifts—a cruise, a TV, an iPad, and so forth,” Robert said.They decided to check it out, although they knew they just wanted the gift. He said after the presentation, the couple declined the timeshare, but they were entered into a raffle in which they received the cruise with two airline tickets.Robert was only interested in the plane tickets, so they filled out the required paperwork and paid the fee attached to the prize. “It’ll charge you for the both of you, for both of your tickets,” he said.PDF: Read correspondence between Team 10 and My Ultimate Getaway Robert mailed the money with the forms and waited. Instead of receiving tickets, Robert said he instead got more paperwork to enter another program. “You have to sign up [on] a website and then you have to pay to get discounted tickets,” Robert said. “We’re like, what’s going on? These are not free tickets.”The return address on the envelope he received came from “My Ultimate Getaway.” According to the pamphlet, it said: “In order to keep your promotional vacation reserved for a full year, you must register and submit your vacation request for online.” It also asked for a “booking fee of .95.”Robert told Team 10 there was no mention of signing up for a program to get these plane tickets and said “100 percent” they were told it was free.The couple felt misled. They complained to the Better Business Bureau out of Virginia where My Ultimate Getaway has a listed address. Team 10 spoke to another woman from Kansas who said she also gave money with the promise of plane tickets.“We wrote the check for to this Getaway place September the 14th,” said Kathy, who did not want to use her last name. Instead of plane tickets, she “finally got something in the mail. They wanted more money.” BBB records show the man behind My Ultimate Getaway and another similar business called Hot Promotional Vacations out of Maryland is Charles Colvin, also known as Charles Colvin Lemley. A search of state records found Charles Lemley listed as president of My Ultimate Getaway and owner of Hot Promotional Vacations. Robert said he emailed Colvin and showed Team 10 an email where he responded “he would be refunded as soon as possible.” That was mid-January. “We’ve been patient,” Robert said. When Team 10 questioned Colvin regarding My Ultimate Getaway, he responded via email: “We provide gift incentives to companies to market their products or services, nothing more.” He blamed the companies for giving “a false impression that these gifts are free.”When pressed on who the companies are and why he is doing business with them if they are giving a “false impression” to customers, he did not answer that question.Colvin told Team 10 in an email on February 20th that he processed the refund and the couple would “receive it in a couple of days.” After Team 10 got involved, Robert said they received their refund Feb. 26. Robert regrets opening that first piece of mail and hopes to stop others from making his mistake. “If you promise something, please give the customer what they want,” he said. “They get nothing in return except headaches.”The Better Business Bureau suggests when dealing with vacation or travel: Be wary of “great deals” and low- priced offers. Be suspicious of companies that require you to wait at least 60 days before taking your trip. Ask detailed questions. Get all information in writing before you agree to buy. Don’t give your credit card number or bank information over the phone unless you have confidence in the company you are dealing with. Don’t send money by messenger or overnight mail. Check out a company with the Better Business Bureau before you buy. Don’t be pressured into buying. If in doubt, say “NO.” 4107

(KGTV) -- Billions of dollars could be at stake with Proposition 15.If passed, it would tax some commercial properties based on current market value instead of when it was bought. It could potentially bring in anywhere between .5 to .5 billion in new funding to local schools and governments, according to the Legislative Analyst’s Office.Brandon Foster is a small business owner in Oceanside. Even though he rents the space where his two gift shops are located, he is against Prop. 15.“We already have been told by our landlords, if that passes, they will be passing on that cost to us,” Foster said. “The landlords, a lot of them, have vacancies and things like that where they are struggling themselves. I understand why they need to pass that cost onto us.”The ad for No on Prop. 15 highlights a small business owner who said he had to close twice during the pandemic. The ad said Proposition 15 would raise “property taxes and rents on small business and they admit homeowners are next.”The change in property tax assessment would apply only to commercial or industrial properties valued at more than million. It would tax those properties at current market value rather than when it was bought.Residential and agricultural properties are not affected under Prop. 15.“They are very emotional, as ads are supposed to be,” said Lynn Reaser, chief economist at Pt. Loma Nazarene University.The ad has major funding from the California Business Roundtable, California Business Properties Association, and the California Taxpayers Association.“You would see a big effect especially on these older companies, not necessarily the big companies, but all companies that bought their properties some years ago,” Reaser said. “They could face more problems in terms of survival.”The ad lacks detail about time frame for Proposition 15, not making clear that it would take effect in 2022.While the ad said homeowners are next in line for property tax increases, Reaser said “no one knows” if that is actually true.“All the businesses, they’re all going to have to pass on the money, the expense, to somebody,” Foster said. 2131

  

(KGTV) – In an effort to conserve energy amid a lingering heat wave, DMV offices across California will close at 3 p.m. from Monday through Wednesday this week.The decision to close early was made to save energy and “protect the health and safety of customers and employees from high heat impacts,” officials with the agency said.The early closures run from Aug. 17-19.DMV offices will accommodate customers -- with and without appointments -- until 2:30 p.m. on the specified days.Customers who have appointments on the specified days between 2:30 p.m.-5 p.m. will be contacted and have their appointments rescheduled.DMV officials said customers can visit the agency’s website for many services.Officials added: “The DMV is also using shade structures where available, offering mobile tickets so customers can wait in an air-conditioned car or other building and return when it is their turn, and making water available to customers and employees.During the closures and where possible, DMV employees will telework. Those currently working from home during this period of excessive heat will continue to do so and are encouraged to reduce energy consumption, especially during peak hours.The DMV is also reducing energy consumption throughout the day by turning off all unnecessary lights and equipment and closing blinds and other window coverings. After 3:00 p.m., air conditioning and other large equipment use is being reduced as much as possible.” 1462
