SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in. SAN DIEGO (KGTV) - To protect his best friend, a Sabre Springs man found himself in a brawl with a bobcat. Bobby Abrams, a 78-year-old Vietnam veteran, said it happened Saturday morning while walking his dog Sammy. The Navy veteran is in tiptop shape; he does hundreds of push-ups a day and goes on walks up to 14 miles. "Oh yea, he was snarling, arggggg, like that!" remembers Abrams. Abrams quickly pulled the bobcat off, grabbing it by the throat and slinging it back and forth. He ultimately broke the animal's neck, killing it. Abrams was left with puncture wounds on his hands. He says he had to defend his dog and would do it again if he had to. He says their close relationship began when Abrams rescued Sammy from an abusive situation; he says they both have PTSD. "I love that dog as much as I love my momma. I love that dog, the Navy, and my momma!" said Abrams. A spokesperson says bobcats are not unusual in that area but are usually nocturnal. They speculate the animal might not have gone out that night due to bad weather and instead went out during the day.If you find yourself in a similar situation, wildlife officials say stand your ground and try to pull the animal away. They recommend avoiding going out at night when coyotes and bobcats are out. It's also advised to make loud noises and throw objects, like a rock, at the animal to try and scare it off. SAN DIEGO (KGTV) — There could be as many as 78 million doses of COVID-19 vaccines available by the end of 2020, according to the most optimistic timeline in leaked documents from the Centers for Disease Control and Prevention.But assuming that the vaccine will require two doses per individual, that figure would only be enough to inoculate the highest priority individuals, based on draft guidelines released this week from the National Academies of Sciences, Engineering, and Medicine.“We’re not even going to get through Phase 1 people” in 2020, said Dr. Mary Barger, an epidemiologist at the University of San Diego.There are an estimated 44 million people in NASEM’S Phase 1 group: frontline healthcare workers, first responders, people with multiple high-risk factors, and adults living in nursing homes and other group settings.Based on leaked CDC guidance to states published by the New York Times, if two vaccine candidates become available in October, there would be enough doses for 39 million people by the end of 2020 -- not quite enough to cover the entire Phase 1 group.If only one vaccine is available by October, the projections suggest there could be enough doses to cover 13 to 26 million people.That might only be enough for frontline healthcare workers and first responders, of which there are an estimated 17 million.Healthcare workers and first responders get the highest priority, which NASEM calls Phase 1a, so they can maintain the integrity of the healthcare system.“When there’s a pandemic, you want to make sure you have enough people to take care of those that are sick,” said Dr. Abisola Olulade of Sharp Rees-Stealy Medical Group.Phase 1b includes individuals with multiple underlying conditions, like cancer, chronic kidney disease, and serious heart conditions.Approximately 75% of adults hospitalized for COVID-19 in the U.S. between March 1 and August 15 had at least two underlying conditions, according to data from the COVID-19 Associated Hospitalization Surveillance Network cited in the NASEM guidelines. More than 60% of hospitalized adults had three or more underlying conditions.“It would make sense that you would include a segment of the population that’s at risk of doing the worst,” said Dr. Peter Chin-Hong, an infectious disease specialist at UC San Francisco.There are an estimated 27 million people in the Phase 1b category.Critical workers in high-risk industries like grocery store clerks, mail carriers, and bus drivers would be in Phase 2, along with teachers, homeless people, prisoners, people with moderately risky underlying conditions, and anyone over the age of 65.“Even though people 65 and older make up less than 20% of the population, there have been 80% of COVID-19 deaths in this age,” Dr. Olulade said.Risk factors including high blood pressure, liver disease, or moderate-to-severe asthma would qualify an individual for Phase 2.There are an estimated 27 million people in this phase.In Phase 3, NASEM recommends inoculating people who are at lower risk of a bad infection but may be vectors for the spread of disease, including young people and children.NASEM noted that it will be “critical to conduct additional trials to gain better understanding of safety and efficacy of COVID-19 vaccine among children before they receive the vaccine.” Currently, there are no COVID vaccine trials that include children.Other essential workers at moderate risk of exposure would also be included in Phase 3, including employees in restaurants, hotels, hair salons, and exercise facilities.Phase 4 includes everyone else. 3589
