TEGUCIGALPA, Honduras (AP) — Hurricane Iota has battered Nicaragua’s Caribbean coast and flooded some stretches of neighboring Honduras that were still under water from Hurricane Eta two weeks earlier. The extent of the damage was unclear because much of the affected region was without electricity and phone and internet service, and strong winds hampered radio transmissions.Officials reported at least four deaths around the region, and said other people were unaccounted for.Aid agencies struggled to reach their local contacts, and the government said in a statement that at least 35 towns in the east and north had no phone service. Nicaragua’s telecommunications ministry said phone and broadband provider Columbus Networks was offline because of flooding in Bilwi.Preliminary reports from the coast included toppled trees and electric poles and roofs stripped from homes and businesses, said Guillermo González, director of Nicaragua’s emergency management agency. More than 40,000 people were in shelters.Iota had intensified into a Category 5 storm, but it weakened as it neared the coast and made landfall with maximum sustained winds of 155 mph (250 kph) early Tuesday morning. The system came ashore as a Category 4 hurricane about 30 miles (45 kilometers) south of the Nicaraguan city of Puerto Cabezas, also known as Bilwi. That was just 15 miles (25 kilometers) south of where Hurricane Eta made landfall Nov. 3, also as a Category 4 storm.By Tuesday night, Iota had diminished to a tropical storm and was moving inland over northern Nicaragua and southern Honduras. It had maximum sustained winds of 40 mph (65 kph) and was spinning westward at 12 mph (19 kph). 1686

TALLAHASSEE, Fla. — The Florida Education Association announced a lawsuit against the state's emergency order that forces districts to physically reopen public schools five days a week in August, despite concerns from parents and educators regarding the spread of COVID-19.The lawsuit was filed Monday in state circuit court in Miami against Gov. DeSantis, Florida Education Commissioner Richard Corcoran, the Florida Board of Education and Miami-Dade mayor Carlos Gimenez.The lawsuit contends that ordering a return to on-site instruction at public schools is a violation of Florida’s Constitution and requests a declaration that the state defendants’ actions and inactions are unconstitutional.The suit also seeks a declaration from the court that the state's demands are "arbitrary and capricious" and seeks to prohibit the enforcement of the order.RELATED: Florida education commissioner calls school reopen lawsuit 'frivolous'The FEA contends the mandate does not allow districts enough time for effective planning, even when it comes to offering distance-learning options."As many districts were preparing to implement hybrid education models and online instruction initiatives, just weeks before the start of the school calendar, they now find themselves forced to crowd millions of students into schools where physical distancing, although critical, becomes virtually impossible," the lawsuit reads.View Lawsuit BelowThe state's largest teachers union also launched a petition to Gov. Texas Governor Greg Abbott told KTSA radio on Monday that he plans to send nearly 1,000 Texas National Guard troops to the US/Mexico border, after already committing to send 250 troops last week. The announcement came a week after President Donald Trump said he would send the National Guard to the border. Trump said the move was needed to help secure the border. Defense Secretary James Mattis said that up to 4,000 National Guard troops could end up staffing the border.The National Guard will work in a support role along the border, as troops are not allowed to make arrests or perform law enforcement functions. Abbott said troops along the border could be "in this for the long haul.”Troops from New Mexico and Arizona also will work the border. California has yet to commit troops to the border. Although Trump wants to bolster border security, it appears that illegal border crossings are down. Immigration and Customs Enforcement officials said that arrests at the border in 2017 were at a 46-year low. The decrease in arrests continues a nearly two-decade trend.  1112

  

The American Automobile Association (AAA) expects at least 34 million less people will travel this holiday season than last year due to the ongoing COVID-19 pandemic.Public health concerns and travel guidance are influencing decisions not to travel during a time when people often take vacations. The Centers for Disease Control and Prevention (CDC) is urging Americans not to go anywhere for the holidays this year, warning that it could increase your chance of getting and spreading COVID-19.Still, AAA projects as many as 84.5 million Americans may travel from Dec. 23 through Jan. 3, a decline of at least 29%.As for methods of travel, AAA says most Americans who do go somewhere in the next few weeks will do so by car, with road trips accounting for 96% of holiday travel. Up to 81 million Americans will travel by car, a decline of at least 25% compared to last year, according to AAA.As has been the trend this year, far less people will fly this holiday season. AAA says as many as 2.9 million travelers are expected to book flights for the holidays, a decline of nearly 60% from 2019.For those who do choose to travel despite the risks, it’s important to take steps that can help keep yourself and others safe.AAA says to plan ahead by checking with state and local officials along your route and at your destination to learn about local guidance and any restrictions in place. That includes what’s expected of you when you return home. Many places require COVID-19 testing prior to and after travel.The CDC recommends taking a COVID-19 test one to three days before travel and another three to five days after travel, in addition to reducing nonessential activities for seven days after traveling.When packing, make sure you include face masks, disinfecting wipes, hand sanitizer and a thermometer. It might also be a good idea to pack water and extra snacks to reduce the need to stop along your trip.If you’re staying at a hotel, AAA recommends calling ahead to ensure it’s open and to ask what precautions are being taken to protect guests. If you’re renting a vehicle, you may want to ask about how it’s been cleaned. 2140
