At least 71 people were killed and 325 others wounded in rebel-held Eastern Ghouta after the Syrian government carried out a series of airstrikes and artillery bombardments, the UK-based Syrian Observatory for Human Rights said Monday.Sixty-two of the victims were civilians, including nine children and five women. At least 35 people died after a section of a highway bridge in northern Italy partially collapsed Tuesday, the office of the Governor of the northwestern Liguria region said on its official Twitter account, citing unnamed sources from the fire department.A further 13 people were injured, five severely, according to Angelo Borrelli, head of the Italian Civil Protection Agency.Speaking to journalists Tuesday afternoon, Borrelli said that around 30 vehicles and several heavy-duty trucks were on the affected section of the Morandi Bridge, which lies to the west of the port city of Genoa, when it gave way.The number of casualties is expected to grow as the rubble is removed, Borrelli said, but it is unlikely that anyone was underneath the bridge at the time of the collapse, he added.Photos: The Morandi Bridge collapse in Genoa, ItalyAccording to police, violent storms were partly to blame for the disaster. As students return to school and employees head back to the office all with new safety protocols likely including wearing a mask, a new study from Duke University explores which masks are more effective.Spoiler alert: A fitted N95 mask, usually reserved for those in the medical community, performed the best in their test. However, since many Americans do not have access to those and have been using a mix of store-bought or homemade cotton and fabric facial coverings, Duke tested 13 other kinds of masks.The study, which was published Friday, was prompted when a professor at Duke’s School of Medicine was asked to assist a local group buying masks in bulk for the community. According to CNN, the professor wanted to make sure the masks they bought were effective.Researchers gathered 14 kinds of masks, including the professionally-fitted N95 mask, a bandana, homemade cotton varieties, and a surgical mask. They then used a dark room, laser beam and cell phone camera to record how many droplets (which reflect the laser beam light) each mask allows through.For each mask test and the non-mask wearing control test, the speaker was recorded saying “Stay healthy, people” five times. At Tuesday’s presidential debate, President Donald Trump complained that poll watchers in Philadelphia were denied access to early voting in the critical battleground state.“I’m urging my supporters to go into the polls and watch very carefully because that’s what has to happen,” Trump said. “I am urging them to do it. As you know, today there was a big problem. In Philadelphia, they went in to watch. They’re called poll watchers, a very safe, very nice thing. They were thrown out. They weren’t allowed to watch. But there are questions on what constitutes a polling site.In Pennsylvania, voting centers are not considered polling locations. Early voting centers are locations where voters can pick up a mail-in ballot and can complete and return the ballot on-site. Voters have the option of taking the ballot home and returning it before the election.“We don’t give someone a poll watcher certificate to … watch somebody fill out their ballot at their kitchen table,” Republican Philadelphia City Commissioner Al Schmidt told the Philadelphia Inquirer.While poll-watching laws vary by state, the practice is generally accepted, but it has limits. According to the National Conference of State Legislatures, poll watchers are to take a hands-off approach.For instance, poll watchers should not talk to voters, interfere with the voting process or campaign while on-site. Poll watchers, however, can watch for irregularities and report them to elections officials and political campaigns.There are generally limits on the number of poll watchers a campaign or party can designate. An accreditation process in 40 states means an ordinary citizen cannot walk into a polling site without some level of training, according to the Carter Center. "This process is led by local party chairs, candidates, or ballot issue groups and can require approval by election officials or the secretary of state’s office," the Carter Center said.Some interpreted Trump’s call for poll watchers as a voter intimidation tactic."Trump also told 'his supporters' to 'go into the polls and watch very carefully,'" said Nevada Attorney General Aaron Ford on Twitter. As the pandemic continues, homeless shelters are having to change their approach to meet the needs of families.At least one network of shelters is doing that by trying to prevent homelessness.Family Promise is the largest homeless shelter in the country. Last year, it helped 93,000 people.It provides aid to those who need housing by placing them with community partners within the interfaith community.The executive director in Arizona says the problem right now is these communities are shutting down in the pandemic.“The congregations in the last six months, five and half months, have gotten used to not hosting,” said Ted Taylor, Executive Director of Family Promise Arizona. “We have to get them back into the hosting mode because it is what makes our model work. So, the fear that is at congregations still remains. It is real and it is a very difficult start.”Family Promise says the average cost to rescue a family is ,000 and it takes as long as four months. For Family Promise, it costs ,000 and takes 43 days.While their new effort to prevent homelessness gets up and running, Family Promise says looming evictions require more community support than ever.So far, Family Promise has prevented 10 families from homelessness in Arizona. It hopes to reach 40 by the end of the year.Nationwide, the executive director says the effort to prevent homelessness could reduce the number of people needing a place to stay by 25%. 1445
