According to police, 77-year-old David McArthur left his home on the 7900 block of Wing Span Drive around 10 a.m. to work on his boat at The Southwestern Yacht Club. He was last seen walking toward his vehicle in the parking lot of the yacht club, according to a family friend. McArthur was diagnosed with Alzheimer’s six years ago. McArthur is described as a white man, 77-years-old who is bald with grey hair on the sides and a thin build. Police say he also wears a yellow metal wedding ring and black band digital watch on his left wrist. McArthur is from New Zealand and speaks with a slight accent. SAN DIEGO (KGTV) — San Diego City Council leaders will consider several measures aimed at lessening the impacts of the coronavirus pandemic in San Diego.Among the legislation are measures that place a moratorium on evictions due to non-payment from loss of wages due to COVID-19, prevent immigration enforcement operations at hospitals and other healthcare facilities, and provide relief from utility shutoffs or late fees because of non-payment due to coronavirus.“The COVID-19 pandemic is already causing harm throughout our communities and across our regional economy, impacting vulnerable families, individuals, and businesses,” City Council President Georgette Gómez said. “We must act immediately to protect those who most are at risk of devastating financial hardship.”The council will also request Gov. Gavin Newsom implement a temporary moratorium on residential evictions due to loss of wages caused by the outbreak.Council leaders also plan to request Mayor Kevin Faulconer enforce earned sick leave and minimum wage ordinances, place a temporary ban on vehicle habitation fees and impounds, and work with hotels to offer rooms to unsheltered individuals and families. 1187

SAN DIEGO (KGTV) — Residents in one City Heights neighborhood say they're upset their streets have become a constant "demolition derby."In the Ring video, a loud crashing sound is heard at night, before a frantic Yesenia Zepeda goes outside her home in late April. A hit-and run driver struck her girlfriend's car parked on Dwight Street near 47th Street. It is the second time her girlfriend's car has been struck outside the home in a 4-month period. "It's ridiculous and it's dangerous," said Zepeda. Last week, that danger played out again on her Ring camera, as a car collided with an SUV carrying a mother and a one-month-old baby, who appeared to be okay. "It was heartbreaking to see," said Zepeda. Zepeda fears more heartbreak may be just around the corner. "I hear screeching all the time," said Zepeda. She and other neighbors say crashes and close calls are a constant. "You really can't see anything at night," said Zepeda. Zepenia points to the dark street, speeding cars, a sharp turn, and one very narrow street. Other videos show just how tight that squeeze is. Sometimes, two-way traffic is not possible. Zepeda has contacted city officials, asking for streetlights, signage to help slow speeds, and turning a section of 47th Street into a one-way street. A city spokesperson issued the following statement: “In April 2017, a 24 hour traffic study was conducted and the data concluded that this location does not qualify for traffic calming measures. Although the data did not warrant traffic calming measures, in May 2017, the City installed 2 speed limit signs on Dwight and 47th Streets and painted a yellow centerline at the intersection of 47th and Dwight. The City will open a new case to re-evaluate this street segment for traffic calming and evaluate for street lights.” Corinne Wilson, Communications Manager for City Council President Georgette Gomez, issued the following statement: “Our office has been working with Yesenia. The corner was referred for a traffic study in 2017. Recently, we have requested that it also be specifically evaluated for additional signage and are requesting data from the SD Police Department regarding collisions. SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

SAN DIEGO (KGTV) - San Diego drivers waiting patiently to pick up friends and family at Lindbergh Field will have a new location at the airport starting Monday. San Diego International Airport is relocating its cell phone waiting lot to an area northwest of its current location on June 24. Drivers may park for free in the cell phone lot for up to an hour while they wait for loved ones to notify them of their arrival, avoiding traffic and illegal parking at the terminals.The new 85-space lot will be located east of the Airport Authority Administration Building on Harbor Drive. It will be accessible via a traffic light at Liberator Way, airport officials say. 673
