SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. SAN DIEGO (KGTV) — Days before the sale of a Del Cerro home was scheduled to close, thieves went on a shopping spree inside the house.In the 5600 block of Genoa Drive, neighbors were jolted by something unexpected."It's shocking because things like that don't happen in our neighborhood," said Diane Cozey.On Wednesday morning, at a three-bedroom, three-bath home that was well into escrow, a disturbing discovery was made by the staging company arriving to collect their inventory. The front door had been left ajar. "Just dismayed that someone could do something like this," said homeowner Randy Arciniega.Arciniega says his home was raided. The furniture, installed lighting, and rugs remained, but just about everything else was gone: towels, pillows, blankets, artwork, lamps, plants and other decor. Also missing was the refrigerator."The only thing that bothered me more is so much destruction happened," said Arciniega.Arcieniega says his beautiful floors were carved up as the burglars dragged the fridge out of the home. The total loss? About ,500.He tells 10News the lockbox was attached to some PVC piping, which was found damaged. The thieves apparently yanked it off the lockbox and somehow got inside it to use the key. Arcieniega says the biggest mistake he made was shutting down the alarm, because so many people were going in and out of the home. He believes the thieves were likely headed back for the rest of the inventory. The washer had been moved from the laundry room to the garage.The break-in happened sometimes between Saturday afternoon and Wednesday morning. SAN DIEGO (KGTV) - Businesses are bracing for Governor Gavin Newsom's announcement Monday after San Diego has been on the state's watch-list since July 3, due to a surge in coronavirus cases.Newsom could announce indoor activities, like arcades, restaurant dining, movie theaters and museums will be shut down to contain the spread.This news comes as San Diego restaurants faced a volley of changes over the past four months."I think that the only thing that is constant is the change," Chief Brewing Officer Mike Hess said from his Imperial Beach brewery.He said the lucky thing about most of his locations is they have outdoor space, so they can shift more easily. Barnett said they have been doing take out since the beginning of the pandemic, but never reopened for dine in.She said the small space at her business and horror stories of other restaurants and bars dealing with enforcing social distancing, wearing a mask and employees testing positive with the virus, helped her stick to her guns.On Friday, she posted this on Instagram, "After much consideration, Small Bar will be closing for the entire month of July (possibly longer). When the global pandemic was declared almost 4 months ago, we decided to quickly switch gears and continue to serve our community as thoughtfully and safely as possible. Unfortunately, Americans both near and far don't seem to be listening as closely to science as we are. We no longer deem our services "essential". We care about our community and feel the best move right now is to take a step back for a few weeks. In the meantime, we will be working on our footprint and how we can safely reopen later. We encourage more businesses to follow our lead to help flatten the curve, yet again. SAN DIEGO (KGTV) — County public health officials are urging locals who attended indoor services and events at a Kearny Mesa church to quarantine for two weeks after a COVID-19 outbreak linked to the location.The county says anyone who attended Awaken Church at 7620 Balboa Avenue between Nov. 15 and 22 should quarantine for 14 days after their last date of visiting the church and watch for coronavirus symptoms.Officials added that anyone who was at the church within that time frame should get tested for the virus.Generally, the county does not reveal the locations of community outbreaks and has long advocated against the practice. In this instance, public health officials say it's necessary to, "prevent the spread and occurrence of additional cases," and that, "in this case, public health has been unable to identify and notify all of those exposed."In a letter to the church, the county said while the community outbreak linked to the church doesn't mean that anyone contracted COVID-19 at the location, everyone who has attended events at the location should quarantine for 14 days.A community outbreak is three or more COVID-19 cases from different households within two weeks at one location."You should review your current plans to prevent COVID-19 at your location and determine if there are actions that you can take to reduce the likelihood that your staff, customers, or visitors could contract this infection," the letter said.The county added that anyone who has attended the church, as well as the public in general, should continue to wear face coverings, practice social distancing, and avoid large gatherings.With the exception of two days, San Diego County has seen new COVID-19 cases spike to more than 1,000 cases a day over the last week. SAN DIEGO (KGTV) - Concerns continue to grow amid reports that President Trump may allow border officials to ban US citizens suspected of having coronavirus from re-entering the country.Five years ago, Les and Marilyn Widd retired and made a big move, buying an oceanfront home in Rosarito, Mexico. That dream retirement has suddenly been marred by worries about COVID-19 and a possible presidential action. According to published reports, President Trump is weighing rules to allow border officials to temporarily block an American citizen or legal permanent resident from entering, if there is reason to believe the person has coronavirus."Absolutely upsetting, absolutely upsetting," said Les Widd, 70.Details about the possible plan are unknown, but Widd has heard enough."It's violating your constitutional rights to receive treatment in your own country," said Widd.Widd says if either of them were to develop symptoms, they would have few options. Their hospital in Rosarito isn't accepting COVID-19 patients."In Tijuana hospitals, they are absorbing everything from surrounding towns. They're at the limit. Difficult to get a bed there," said Widd.Both the Widds have go-to hospitals in San Diego where they've received past treatments. Both are covered under Medicare, and they say they have a right to use it, especially during a pandemic."We worked all of our lives and paid into it. We should be able to use our Medicare," said Widd.He also questions how effective a border ban would be."If push comes to shove, I will try any way possible to get over the border ...
