SAN DIEGO (KGTV) -- Resources are available throughout San Diego County for victims of domestic violence who believe their situation may turn life threatening.“There’s nothing more tragic than this happening. This is exactly what we never want to see happen again,” said Heather Finlay with the YWCA. Finlay says she was devastated after learning of the mother and her children killed over the weekend. YWCA offers an emergency shelter and transitional housing for parents and families dealing with domestic violence. According to SANDAG, in 2018, more than 17,000 domestic violence incidents were reported in San Diego County. “Leaving an intimate partnership is never easy especially if there are children involved,” said Yvette Lopez-Cooper with the San Diego Family Justice Center. The order doesn’t become active until the abuser is served and made aware of the action. “Many times, these court orders do work and the violent behaviors stops. In cases where the court order is ignored and the violence escalates it’s important for that individual to develop a safety care plan,” she added. A safety care plan includes having a packed bag somewhere safe with clothes and copies of personal documents and planning an escape route. SAN DIEGO (KGTV) — San Diego leaders are asking the state to provide guidance on how the city can reopen the convention center safely during the pandemic.Mayor Kevin Faulconer and Councilmember Chris Cate signed on to the letter requesting that Gov. Gavin Newsom provide rules to reopen the convention center, which has been shuttered since March.According to the city, because of the coronavirus pandemic, the convention center has lost out on more than 100 events between March and December of this year. That factors out to a loss of about 7.8 million in direct attendee spending and .2 billion regional impact.Cate says guidelines to safely reopen convention centers have been awaiting Newsom's approval since June, and must be approved by November in order to host events in 2021 — many events that are already in jeopardy."We are respectfully requesting that the Governor approves the Safe Reopening Guidelines for convention centers statewide. These guidelines were submitted to his office in June. When conventions can reopen is just as critical as how they will be allowed to resume, and the state should be proactive in approving these guidelines well in advance. SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from. SAN DIEGO (KGTV) — San Diego County has served Pacers Showgirls International with a cease and desist order in violation of health orders days after San Diego Padres outfielder Tommy Pham was stabbed outside the strip club.The county's letter says the Midway District strip club was allowing "live entertainment," like exotic dancing, "in violation of the Order of the State Health Officer and County Order of the Health Officer and Emergency Regulations."Under the county's current tier for California's pandemic guidance, San Diego County restaurants are allowed to operate outdoor in-person dining and indoor in-person dining at 25% capacity, but live entertainment is not allowed.The county's letter says if the strip club doesn't suspend its entertainment, it can receive a misdemeanor citation and ,000 fine for each violation. The facility could be ordered to close as well.The order says the violations were reported after Pham was stabbed in the parking lot outside the strip club on Sunday night.San Diego Police said Pham was involved in an altercation. The cause of death listed on his autopsy is blunt head trauma.In a claim filed against the County of San Diego, Lisa Walter stated that her son Tyler, "was healthy when he was in my care he was thriving, he needed his mother and placing him with my 19-year-old niece was negligent."A representative for San Diego County Supervisors Greg Cox and Nathan Fletcher, Co-Chairs of the county's Child & Family Strengthening Advisory Board, says they can't comment on the specific situation in question because it represents ongoing litigation.RELATED: Mother claims San Diego County was negligent in death of her child while in Foster CareThe supervisors did release a statement about the child welfare system overall saying, "Any day a child dies is a horrifically sad day.
